He didn't personally invite vampires to middenland it was long operation by vlad to infiltrate multiple provinces with vampire marriages and using economics to take control of the merchants then have a big spy network that can do alot of bad things to his enemies we are also victims of that infiltration remember when vlad stole multiple great cannons from us the same cannons that were used to attack taalbastion and are still with him. So we really can't blame him for an issue that has been going on everywhere and before any of our times.
Also for the alliance at the time remember vlad was a godsend at that cause they were in a losing three way war with reikland taking carroburg Nordland coming in the north taking territories and the beastmen and wood elves go crazy and attack everyone mostly middenland and all the wolf could do was stem the tide to avoid total collapse and well vlad swooped and sent support guns and cannons that he stole from us and men to help him and well he defeated the beastmen, the elves calmed down, he retook carroburg and then some and conquered Nordland.
So yeah If I was the wolf I'd not be too willing to part with vlad until I had sufficient evidence to make sure that also getting outmaneuvered by his godfather the ar ulric did help in changing his tune to our side.
Yeah but he should rule atleast for a decade letting people get used to a united empire and get some proper stability going on with us at the helm of it. The damage to the Army of the Midden was substantial, the majority of the corpses around the Taalbastion were the work of Sylvanian necromancy but even a cursory review of the banners and uniforms and equipment found at the site on your way to Taalagad would make it clear that whole units of the Army of the Midden were lost. It seems that the Army of the Midden decided to pitch chod against chod and elites against elites in the battle, perhaps for morale purposes of not having swathes of the army annihilated by foes it stood no chance against. This means that losses are fairly even throughout the branches of the Army of the Midden.
The State Troop and Free Companies naturally replenish far faster than any elite forces in the Army of the Midden and the victory and any surrounding propaganda have spurred significant recruitment in the Grand Duchy. However the quality of the Army of the Midden will be degraded by new untested recruits enmasse, many veterans will have been lost in the Crossing of the Talabec and there's not been a lot of time to train new recruits. The Nordlander State Troop has been called upon, however has not yet joined the Army of the Midden. The Crossing of the Talabec was joint Middenlander, Hochlander and Ostlander forces.
The Averlander cavalry is at Dunstigfurt, their infantry remains in Averland. The Grand Duke of Averland is expected to obey the instructions of any rightful Emperor and their appointed Reiksmarshal with regards to the deployment of the Averlander State Troop.
You have little information on the state of the Reiklander State Troop. Last reports indicated a slow and lackluster recruitment program but the War across the Reik was quite some time ago now so you cannot say it has not recovered to its pre-war levels for sure.

The Wolf Emperor's various elite forces are substantially wounded, and take a lot longer to recover. Vlad and the Wolf both went for decapitation strikes at some point in the battle so Vlad's elite guard and the Wolf's elite guard tore into one another in the climax of the battle. That being said, none of the Middenland's elite forces are going to publically state they're not ready for the next battle.
The survivors of the Crossing of the Talabec, plus their reinforcements, would make up the largest fighting force in the Empire currently. However applying the name Army of the Midden to it can be debated. The Middenlander State Troop and its auxilaries from the Cult of Ulric or Orders associated with the Wolf Emperor or the Cult is the larger part of that fighting force and might be slightly larger than the surviving Second Conference. On a Province by Province basis, Middenland is probably second only to Sylvania still but is diminished to the point that this could be contested.
The Army of the Midden is much less organised than the Iron Companies. State Troop are often regionally based throughout the Grand Duchy and their equipment and training is therefore eclectic regiment to regiment. Free Companies are more commonly utilised in the Army of the Midden than in the Iron Companies, the Middenlander culture sees drafting into Free Companies as less of an imposition and therefore the morale degradation and desertion is less of an issue. Free Companies are led by local sergeants who are led by a regional marshal who is roughly the same rank as the regional State Troop Captain but generally neither will willingly answer to the other. Meanwhile Orders and elite forces are beholden only to their own hierarchies, vying for key positions in the army and for precedence over one another. Some of them have historic rights or allegiances. The majority of the State Troop and Free Companies are infantry, and generally spear infantry or archers at that as the majority of their military experience is in the way of Beastman raids. Cavalry usually comes in the form of knightly orders but some of their elite forces are also heavy infantry such as the Teutogen Guard.
The Wolf Emperor does not have the cannons from the siege of Salzenmund and Carroburg, those are the cannons that are currently part of the Sylvanian State Troop. The Sylvanians seem to have been using the War on the Reik as an opportunity to train their own artillerists with some added diplomatic benefits.
The Whittlers did not stick around Wurtbad when Konrad took over. Their assumption is that those who remained died. The crossing to Averheim and Nuln are both being flooded with refugees from Stirland currently so it seems the population of Wurtbad is dead, or piling up on the banks of the Reik and Aver looking for someone to let them across the rivers. If the Chief Riverwarden is dead, then it hasn't been publicised by the Sylvanians. Whether he is a figure of enough note that they would publicise it is in question but the fact that they haven't might suggest he is alive.
No reports reaching you at Dunstigfurt or Nuln suggest that the Sylvanian Great Cannons were sighted at Wurtbad during its fall. And generally speaking news about the Great Cannons is the main way by which the State Troop is tracked from afar, so probably the Sylvanian State Troop was not at Wurtbad.
Reports suggest that there were barges at Wurtbad, though they are confused with regards to whose barges they were and what they were doing. Different tellings have different information, the sacking of a Province capital is a fairly chaotic event. The difference between the Army of the Midden and the Iron Companies broadly follows the difference in their religious perspective on warfare as well. Ulrican warfare is much more about personal honour, glory and skill whereas Sigmarite warfare is about discipline, order and strategy; as such creating a Wolf Emperor version of the Iron Companies would be a significant culture shift in the way the northern part of the Empire does warfare and sees warfare. The Wolf Emperor is not such a radical that he's interested in overturning the military machine that has won him so much already.
The Imperial Great Cannon is one of, if not the, greatest weapons humanity has been able to build so far. Essentially all human powers, except those with close enough ties to the Dwarfs to have easy access to the better version of cannonry, would be happy to get their hands on some.
For the entire history of the Empire, magic has been outlawed in all of its Provinces. Also for the majority of the history of the empire there has been no word for science or chemistry, the act of changing one thing into another has always therefore been Alchemy even if its is a wholly mundane process. The Alchemist's Guild in Middenheim is firmly encouraged to stick to mundane alchemy, it is only after Magnus that the Alchemist's Guild in Middenheim began to lean heavily into magical Alchemy. In truth the current version is better described not as an alchemist's guild alike the Gold College but rather as a chemist's guild closer in nature to the College of Engineering in Nuln.
That doesn't mean local witches don't have much better chances of lilving peacefully in certain parts of the Empire and the Midden has often seen local witches as the lesser evil to instead leaving huge swathes of woods free and open for worse things to move in. Would you rather have a ?human? witch living in a hut in the woods and trading with the villagers and sometimes you have to go and burn them because they've gone all hexy, or have a brayherd move into those woods?
The current attitude however is marred by the Wizard War which was the main war of your father's generation. It caused significant damage in Nordland, only further soured the idea of magic in the eyes of the Empire at large and led to the Middenland purging many of those 'lesser-evil' witches that would have otherwise been left alone in the woods. It was during this war that parts of the Sudenland rose up in rebellion against the Wissenland and your father had to march on Steingart to put down the rebellion whose use of fire witches resulted in the whole thing being declared Chaotic. It is the Wizard War that has the Cult of Soll stained with accusations of witch-sympathy.
The mood in the Empire at the moment is very much anti-magic, and the Vampire War is not helping in that regard. No Province has an entourage of wizards, certainly not in any sort of public or visible position. And it would be a form of political suicide for you to try to establish legal protections for magic users at the moment.
Grenzstadt Town has been restored to its previous pre-Waagh strength with the addition of Nulner cannon emplacements to provide the defenders with some extra range and ability to bring down things like Giants as they move up the Pass. The Wizard War's
Since ancient days the Teutogens have regarded magic-users with tolerance. Even during the time before Magnus, when Wizards were persecuted throughout much of the Empire, Middenheim had a Guild of Wizardry. Sigmarite Witch Hunters condemned Middenheim for this lax attitude, and speculated that the city was a haven for Chaos worship and Necromancy. Middenheim's Wizards knew that if they did not hunt out dark magicians, the Witch Hunters would seek to carry out persecutions there. In 1979 IC Middenheim's Wizards announced that they would prove that Middenheim was free of witches, and began to investigate rumours of unethical magical practice. To their horror, the Wizards were forced to admit that the consequences of Midenheim's open-mindedness had not been wholly positive. Necromancers and Chaos Sorcerers had indeed established themselves in the city. The resulting conflict is known as the Wizards' War. Thankfully the Wizards' War was confined to clandestine skirmishes, and most of the dark magicians who had hidden in the city chose to flee rather than fight. Nevertheless, outbreaks of undead activity and daemonic manifestation plagued alleyways and cellars in Middenheim.[3b]

You have very little information regarding the Wizards of Middenheim, if they weren't culled in the wake of the Wizard's War then the Cult of Ulric is probably keeping them hidden away, out of the public eye. Van Hal or the Confidante might be able to look into it for you, but for the past thirty or so years the rest of the Empire has been happy to say there are no wizards in Middenheim.
The Sylvanian Confidancy only reports infrequently, the Cult of Ranald has no actionable intelligence for you but would suggest that the Sylvanian State Troop hasn't been seen crossing from the Veldt back into Sylvania so might still be lurking in eastern Ostermark.
Intelligence coming from Wurtbad is a nightmare to unravel, its mostly carried by frightened refugees fleeing the horrors of the sack of Wurtbad, the Whittlers don't want to be anywhere near the city since they're a merchant company first and your agents second so they're not very interested in putting their lives on the line without sufficient benefit to themselves. The majority of reports suggest that the assault was almost entirely massed undead overwhelming the defences and flooding through the breaches in Wurtbad's defences left behind by the Iron Companies.
The mood in the Empire at the moment is very much anti-magic, and the Vampire War is not helping in that regard. No Province has an entourage of wizards, certainly not in any sort of public or visible position. And it would be a form of political suicide for you to try to establish legal protections for magic users at the moment.
Which contrast with Vlad and Sylviania who have the charnel consuel(I think it was the name) a sort of organization create by vampire to teach necromancer to be used in vampire armies, this mean sylvanian necromancer arent exactly witches and head mages suming one or two skeletons but well prepared dark wizard who have learn at the hand of their vampire master.
Responsible for carrying out the whim and wish of the Emperor, the Council of State is assigned Mandates by the Emperor and Imperial Dice by the Chancellor of the Exchequer, though the Imperial Chancellor can weigh in where their instructions do not directly contradict those of the Emperor.
Mandates are the Emperor's instructions for that Councillor. Councillors can be rather liberal in their interpretation of a mandate, provided the Emperor in question is inattentive or hasn't the firm grip needed to keep their Council of State on task then even the barest of excuses or tangential of links can make any project a Councillor wishes fall within their Mandate. But beware of straying too far from a given Mandate, or the Emperor may just make an example out of you. Underestimate Imperial Authority at your peril, some might say.
Imperial Dice are an amalgamation of the Empire's available resources and workforce into one handy metric. Imperial Dice can only be spent on Imperial Actions, or Embezzlement, however you can add your own Action Dice to Imperial Actions in a turn. Imperial Dice do not cost you anything to roll as the price of the action is coming from the Imperial Treasury. That is not to say however that the Chancellor of the Exchequer will not be rebalancing how many Imperial Dice are given to which Councillor if they find someone is spending more than they would like.
When the Emperor is not available for whatever reason, then the Imperial Chancellor may as well be the Emperor. And sometimes even when the Emperor is available. The position is historically by appointment only and generally goes to those so politically powerful as to be undeniable or to very close friends of the Emperor. If the Imperial Chancellor speaks, and it doesn't contradict the Emperor, then the Emperor is speaking.
- Grand Count Bismarck von Liebwitz stood a chance of waylaying the election of the Wolf Emperor, and perhaps even of becoming Emperor himself. He is a noted figure in the Empire for his ideals of Imperial Unity and active approach to the Defence of the Realm. Some suggest that he will prove a key figurehead of the Sigmarite Faction in government. He is a Nulner Verenan.

The leader of the diplomatic wing of the Imperial Government, the Chamberlain of the Seals oversees all foreign policy on behalf of the Emperor and carries out any foreign policy plans that the Emperor has. This position can sometimes be held by career diplomats who prove themselves.
- Margrave Dietrich Meitner has been called away from his time with the Ostland Watchtower Guard who man the north-eastern borders of the Empire against Chaos. The Margrave has some ties to Kislev, Erengrad only sits just across the border from his own seat, and his appointment makes some wonder if the Wolf intends to court the Bear. He is a Shadow-Forester Ulrican.

Ostensibly responsible for overseeing the seat of the Imperial Court and managing all events that are hosted there, the Chamberlain of the Imperial Household is well known for also managing domestic policy and in particular the diplomacy that is wrangling the Provinces. Typically this position is by appointment.
- Count Otto Hertwig was made the Elector of Ostermark by the Ottilian Empress and has since lost a third of his Province to rebels and the near entirety of his State Troop to their Sylvanian counter-part. His appointment is something of a surprise therefore, the only thing the Count really had to offer was his vote. Now that he has spent that bargaining chip, the question of how long he shall remain in the Council of State is likely to be answered with 'not long'. He is an Ostermarker Sigmarite.

The Reiksmarshal is responsible for the entirety of the Empire's armed forces. From the Imperial Army to Knightly Orders graciously permitted to remain within the Empire to Free Companies and Dogs-Of-War and sometimes working with the Chamberlain of the Imperial Household to handle Provincial forces as well. The Border Bastions such as Grenzstadt fall under their purview. The Reiksmarshal has only ever been an appointee.
- Grandmaster Jerek Kruger slew Vlad von Carstein and leads the oldest and largest knightly order in the Empire. With close ties to both the Grafmund and Ulricmund and a proven track record as a warrior and commander and even recent fame as a war hero, there were few surprised when he was appointed Reiksmarshal and commander of all the might of the Imperial Armies. He is a Middenheimer Ulrican.

The institutions of the Marshalcy of the Road and River Wardens was a substantial operation responsible for securing the Empire's road and river networks against raiders or beastmen or greenskins or really anything that might trouble the safety of Imperial citizens. If the Marshalcy should ever muster the Wardens into a single fighting force then it could theoretically be a threat to even the Emperor, and so care is taken to appease the institution at the highest level. This position is rarely held by an Elector given the additional threat it provides.
- Duke Leopold von Hohenbach is perhaps one of the most powerful men in the Province of the Middenland and once the Free City of Middenheim is excluded from discussion then probably the most powerful man. That his liege seeks to court his affection and support, and no doubt the wealth of his city of Carroburg, is unsurprising. Even before the Election the Prince of Carroburg had been named Grand Marshal of the Roads and Rivers. He is a Drakwalder Ulrican.

The Imperial First Fleet is led by the First Admiral and is charged with defending the northern shores of the Empire. The First Admiral is technically a subordinate of the Reiksmarshal but given that it is always a Marienburger who has the title the FIrst Admiral is often also the Westerland's direct representative to the Council of State. This position is almost always a career officer from the First Fleet, indeed the Grand Baron of Westerland often has more say than the Emperor.
- Admiral Lineke Bendijk was the Admiral of the First Fleet long before the Election, and as the First Admiral is whoever happens to be Admiral of the First Fleet that makes her the First Admiral by defauilt. Whether the Wolf Emperor intends to change that is yet to be seen though speculation remains rife since Westerland did not vote for the Wolf, but who they would replace her with is a question with very few answers available. Who else has the experience? She is a Marienburger Manaanite.

It isn't always clear whether the Secretary falls under the Chamberlain of the Imperial Household or the otherway around, often the exact set up of the office is decided by the Imperial Chancellor. The Secretary is responsible for Imperial spending in the Provinces and negotiating with Elector's over which programs should be supported by the Crown. This position is typically a career bureaucrat.
- This Seat stands empty.

Responsible for all things financial, they oversee the treasury, the mints and the courier services between them. The Chancellor of the Exchequer is given the unenviable job of telling the Emperor when they're spending too much money and then finding the money when the Emperor indubitably wants to spend it anyway. They are responsible for taxes, the imperial debt, and allocating funding to the other members of the Council as per the Emperor's policies. This position is almost always a career bureaucrat.
- First Keyholder Jannick Kornblum is a much less surprising pick for Chancllor of the Exchequer. The aged civil servant has been operating the finances behind the Grafmund since the Wolf Emperor's grandfather in a varety of positions and slowly rising through the ranks. Respected in the world of finance, level-headed, and generally dependable; all indications suggest that if the Imperial economy should collapse it will not be Kornblum to blame. He is a Middenheimer Ulrican.
Mandate:

Charged with the oversight of the Imperial spy network, both at home and abroad, and with acting on any intelligence that that network might gather; the Master of Spies operates in the shadows to ensure Imperial security. Or at the very least to fulfil the Emperor's more covert and secretive wishes. This position is almost always an appointee.
- If little is known about the Secretary, then less is known about the Master of Spies. He was the spymaster of the Midden before the Election, that much has managed to make its way out. But whether that should be counted in his favour or not is uncertain.
Mandate:

Responsible for the Imperial Legal Code, for enforcing it and for representing the Imperial Crown in any cases involving it; and occasionally for counselling the Emperor concerning foreign laws as well; the Supreme Lord of Law is the Emperor's chief advisor regarding legal matters. If a new law needs to be passed, then the Emperor would do well to check with the Supreme Lord of Law. An interesting position in their office is that of Imperial Champion as some Knightly Orders still have historic rights to trial by combat written into their founding codes. The position can be an appointee or a career lawyer it is often a toss up between the two.
- Grand Baron Oskar Ludenhof flipped sides from Ottilian to Wolf and has won for himself the prize of Supreme Lord of Law. An unenviable position perhaps, for the work set before him will be hard and toilsome. How this will affect the growing schism between Hergig and Bergsberg is yet to be seen, but many suspect the new Imperial Legal Code will be somewhat in favour of one side of the divide than the other. He is a Hochlander Taalite.

Whenever there are matters of faith to be considered, the Emperor goes to the Grand Confessor. This position is not exactly an appointee, it is filled by the leader of whichever Cult the Emperor is an adherant of. Even when the Emperor and his chosen Cult are on the outs it is unheard of for the position to be revoked.
- Old Abraham Franzsson is the Ar-Ulric, the leader of the Cult of Ulric to which the Emperor is an adherant. He has been carefully managing the Wolf Emperor for some time, as his closest advisor even as the younger man often rebels against the sage counsel of his elder on occassion. The Cult of Ulric is somewhat fractured on issues such as the Sylvanian diaspora in the Middenland and the place of women in the Cult. And Ar-Ulric Franzsson has been courting more extreme sects of the wider Cult to strengthen his position of late. He is a Middenlander Ulrican.

Westerland remains at an arms length from Imperial Authority, having not voted for the Wolf Emperor, not needed an Emperor and held an historic rivalry with the Ulrican Provinces to their east. Westerland can be depended on, for a price, and might take considerable effort to bring more firmly into the fold. Marienburg knows her advantages.
The Grand Barony Nordland

Nordland is ruled almost as much by the late Emperor's imperious sister as by its Grand Baron, and so you might expect greater ties between it and Imperial Authority. However the Emperor and his sister are more than capable of sibling squabbles and bickering and are currently arguing over the place of women in the Cult of Ulric. Nordland has begun pressing their Princess' claim to the Imperial Throne.
The Grand Principality of Ostland

Ostland has recently flipped from the Ottilians to the Wolf and in doing so, has aided in securing the Wolf his throne. Imperial security and the support of the Army of the Midden are no doubt key reasons behind Ostland's decision, the Grand Prince has always the burden of invaders and raiders on his mind. If the province was wealthier, it might offer more contribution to the Throne provided its needs for security were met.
The Grand Duchy of Middenland

The Imperial Heartland, home to the Wolf Emperor himself, Middenland is very much loyal to the man who won the Crossing of the Talabec and perhaps more importantly the War on the Rivers against Nordland and Reikland. Kornblum, and Kornblum alone seems to be keeping the Fauchslag firmly in the government but depending on how the crisis of the Wolf's death falls the Middenland's Contribution is likely to fall rapidly and sharply.
The Grand Barony of Hochland

Hochland is divided between Ulricans in the west and Taalites in the east, and that divide is politcally embodied by the schism between Bergsberg and Hergig. A schism that the Emperor has been keenly using to keep both sides in line. Hochland is providing perhaps more than its fair share, when compared to other Provinces, but Hergig dare not push the Wolf into the arms of Bergsberg any further than he already is.
The Grand Principality of Reikland

Wounded by the Wolf in the War on the Rivers, and having recently lost its Grand Prince, Reikland has been striking out to resecure its place in Imperial politics. A young, fresh Prince has settled in at Dunstigfurt with some success in the first round; but defeated has returned to Reikland. He has begun to court the Sigmarites and has declared himself a future champion of the Empire in the ongoing war, if only he should be given the chance.

The largest of the Provinces, Talabecland should be expected to contribute significantly to the Throne; but it pleads war wounds from the Sylvanian attack and sends forth a pittance instead.
The Ostermark

Bechafen retains its control of Ostermark, or most of it anyway. The Wolf Emperor will decide in time what to do with that Province, Mordheim and the old Electoral House have been lost and the Hertwigs were named Elector by the Ottilians, so perhaps the Ostermark has been supplying so much of what little wealth remains to it in hopes that the Wolf will decide that a replacement for the Count of Bechafen such as the Margrave of Essen might risk a drop in funding.
The Grand County of Stirland

The Stirland has been ravaged by Sylvania, Grand Count Lutz Haupt-Anderssen has lost his home, his people, his State Troop and any semblance of control over the deteriorating situation there. With the sack of Wurtbad and the loss of the Army of the Midden, the Stirland is at risk of losing its own integrity let alone supporting the rest of the Empire.
The Grand Duchy of Averland

The Grand County of Mootland

Mootland has, thanks to the Conferences, spun up whatever amounts to a national war machine in such parts as Halfling Country. It continues to export vast amounts of food into the Empire through Sauerapfel Port but the trouble in Stirland leaves Mootland much surrounded. Imperial Authority has never stretched much far in Mootland, and a new Emperor has little changed that.

Sylvania is in outright war with the rest of the Empire. But what else can be expected from Vampires and Necromancers? The conflict has devastated swathes of Stirland, Talabecland and Ostermark and the might of Sylvania is expected to cause only further trouble for the Provinces that border her. The Army of the Midden has bested Sylvania once before, whether it will be able to do so again is the question on everyone's minds.

At long last, the Empire is united. Through enlightened self-interest rather than sheer charisma of Magnus but nevertheless, absolutely good to see... even if we can already see the shatter-points in place.
Absolute lmao at the fact that Sigmarites are forced to deal with the ignominy of only having one Seat in the Council of State, sharing that number with a Manaanite, Taalite, and ofc, a Verenan. Then again even that one seat (Imperial Household) was only there because they switched sides on our urging. It nearly was an uncontested Ulrican Empire primacy huh?
