Next turn we should go on a food buying spree. I am not comfortable with the Medium surplus we have regarding food. Because I expect it to fall soon enough.

Had some ideas for plan-making but came a bit late since most things have settled by now. Gonna vote for the closest plan to my wishes:

@notbirdofprey Some of the flavor text descriptions are important and outdated. Expand the Guard says it would require expanding the barracks on turn 21 before we took it, so should it be gated behind an extra action now? Also, Family Time description still has the old dissatisfied family feud line.
@Elder Haman While I don't have any issue with the plan, I'm curious why you decided on Ballistas over your initial preference of Guard Training? The latter is cheaper and has more immediate effects when we don't have a plan to use our Navy till later, and is cheaper during winter to boot. Although, picking it certainly puts a catchy name for the plan.

Well, Ballistas is a new action that wasn't available before. It seems to me that Ballistas is a more essential action before war. Not sure what you mean by cheaper during winter though. Are you saying that Guard Training will be more expensive in the spring?

Ballistas are definitely more useful for the war against the Ironborn, however, it won't be utilized until the war begins. Since the duration is only 2 turns, it can be done during the Spring when we don't have to keep watch on our expenditures for buying food stockpiles if this Winter is prolonged. Hence, "cheaper during winter."

Guard Training, on the other hand, provides a quality increase in a small number of All our vassals' men, increased loyalty (for intrigue as well as possible levy call bonus?), immediately applicable (patrolling, etc).
 
Question: Will the ballistas we fit onto our current fleets need to be repeated for newer fleets we've yet to build? That's really important to note as otherwise it's really better to wait till we have all the ships we want.

I see, by "cheaper" you mean that it's best to choose lower cost options while food is an issue.

Well, with the treasury the way it is I'm not too worried as long as we are careful.

My view is that since we don't know when winter will end it's best to get the higher value actions for the war done first, and then do the lower value options if the winter drags on longer. As a supplement to that, do multi turn actions earlier as well, so that there is more flexibility when we get closer to the invasion. If we knew how long winter was going to be, then I'd be more willing to try and plan an optimized strategy.

You approach might be optimized if winter continues for a few more seasons, but the uncertainty makes me wary of trying that.

These kinds of money troubles are why I keep pushing to pick moneymaking stewardship options. If we had more money per turn, the cost restrictions would lessen.

There are many, many short-time ones to pick. Logging Camps, Cattle ranching, New Mills, Sky-Mills... are all two seasons tops. How many of those could we pick before winter ends to not need to budget so carefully?

So we should start the war after the third season of spring at the latest. If the next turn is the last season of winter, then we can only fit in both reviewing the levies and building another fleet if we use our bonus action.

We need to stop thinking that we have a lot of time and can do everything come spring when it will be easier and/or cheaper. (This criticism is not so much directed at Plan: Ballistas and Sacrifice; the ballistas are highly useful, but we should recognize that the war may well start soon and we need to prepare.)

I think that's the same thing. The commitment we made (if I remember right) is that the North would start the invasion in the 4th season after Winter ends. So that can also be read as 3 seasons after Winter to do prep work.

You are right but many tends to go for flashier options without thinking about the long term impact of there decision.
