Cool. You are misrepresenting the options. The option to negotiate is the one called Attempt Negotiations, while Rally Reinforcements is about attacking the mutants and forcing out answers through interrogation.
Cool.
I am vey much satisfied with such a result. They are a Chaos Cult, so there is nothing to talk about anyway.
I believe, that the moment the words Chaos Cult come to mind, the time for leniency ends. That's what the situation was for these people before Karl Franz's edict. And now they do have a choice. Now, it can be argued that what they've done as part of the cult merits death anyways, I don't really know enough about this particular cult to say, it might be argued it's too risky to talk to them, but 'oh they're chaos nothing to talk about' misses the entire situation imo.

Que torches, pitchforks and a silver bullet to the head. Sure, Mutants don't have to join them now, but those that did are fair game. The alternative? Your average Sigmarite would say, that it would have been better for them to die before joining the Dark Gods if they can't get away. A shitty hand, I agree, but one the Templars have consistently enforced for a long time.
In any case, there is no excuse for joining a Chaos Cult.
The fact that the Empire can't distinguish from people that were basically forced to join a Chaos Cult to survive, and those who joined it out of petty greed is one of the biggest reasons why they're so ineffective at keeping Cults from appearing.I believe, that the moment the words Chaos Cult come to mind, the time for leniency ends.

Chaos thanks you for your service, it's so wonderful that anyone trying to get out can expect only death~
Unfortunately the Empire doesn't work that way.If the choice is "die or join a chaos cult", many are going to choose the latter. Prove that redemption is possible without death, say by helping kill a malicious witch, and you do a lot to undermine the power of chaos cults within the Empire.
"It's too bad change is impossible, anyway just kill them all like always, nothing else to be done," says local philosopher, "Unjust persecution will always happen so the correct thing is unjustly persecute them ourselves."It will take several generations for some real change to occur and Markus will never live to see it.
