We have 1 million dollars and three trade ships buying just one town costs 200,000 buying both costs 400,000 but we will also need to set up an administration and raise some troops with at least Belgian officers.

On May,9,1836 Belgium officially gained the towns of Hoi An and Ben Tre via the Crimson Cog which had bought the towns with there money for 400,000 Belgian Francs. The Towns now under Crimson Cog administration had official ceremonies in both towns were the Vietnamese flag was lowered and the Belgian flag raised with the Crimson Cog flag being raised just below the Belgian flag.

The only problem now was the Crimson Cog had no idea how to administrate these towns. Some suggested into breaking the towns into two different administrations called Belgian Indochina and Belgian Saigon respectively. Others suggested a joint administration under the title Belgian Indochina. Ultimately though the Crimson Cog decided to....

Also there was the problem that the Belgians had to garrison the two towns though with no more than 20,000 each making the total troops Crimson cog could have 40,000. How did the Crimson cog deal with this problem

How far away from each other are the towns?

As for lefislature..... I'm thinking we NOT imitate a rather infamous Belgian colony. Basically, we want legislature. But in the future. They gotta earn and be taught how to do it first.

There are other punctuation quirks here and there, but those are the more noticeable ones.
 
I am not sure about administration yet but I think we should hire a core of Europeans for each port as troops then raise local units with European officers to round out the numbers.

I am open to creating a legislature at a later date but I think we will need a larger European/Colonial Vietamese population first.

I dunno, we already have 20K troops per town. That is a LOT.
 
I think separate administration for the 2 towns with individual full-power governor at the start. We make establishing local legislature after ~5 years part of the governor charter. As for garrison, hire and train local muscles then import higher officers from home while allowing some lower ranks for local to fight over.

I'm down with this but I think a core of 500-1000 Europeans in a dedicated unit make sense as a fall back per port

Way too far away to rule jointly.

[X] Set up a garrison in each town, 10K strong. Demographics are to be 1K European, 9K locally raised troops, with positions higher up being open to loyal and proven local officers.

Room to expand if need be, and with us relying on locals, in theory cuts down on our footprint.

[X] For now, start off with power in the hands of Europeans, but steps will be taken overtime to transition into local hands. Such steps are not limited to taking on locals as staff and training them in the matters, as well as political classes for all who are interested. Service in the military we have will ensure you have better chances of being employed in the administration, but simply being a grunt for 3 years won't get you the top chair.
