Now then... I tried to give us every conceivable advantage we could get for doing this fight right now, but... We'll find out if I pushed things too fast.
 
7 - Operation Vandire, Planning
Arbiter-Marshal Tamazi's preliminary investigation has confirmed the information supplied by the ecclesiarchy. The rebel cell calling themselves "The Emperor's most pious resistance against the heretic occupiers" is centred around the charisma of a former ecclisiarchal preacher named Orfeo Zambini. He has denounced the current ecclesiarchy and the nobles as corrupt and unfit to carry out the emperor's will and found great success with his rhetoric among the faithful populace. He is based out of the St. Chirosius Cathedral in the heart of Gamma and the immediate surroundings of the moderately sized cathedral have been covertly converted into ramshackle fortifications manned by his most loyal and skilled troops.

Their forces consist of millions of fanatic militia, with the vast majority spread throughout Hive Gamma, continuing their normal lives. Once your attack commences, they are most likely going to fight back against your forces in small scale guerilla warfare, hiding among the many sympathetic civilians. They do not have any formal military training and many do not even have access to a ranged weapon, but their zeal will allow them to survive casualties that would cause even most guard regiments to rout. They outnumber the 27th Davrian Rough Riders by a significant amount, though their distributed locations will hinder them in exploiting this superiority.

Enemy Forces:
Fanatical religious militia (Rebel)

Your main force consists of the 27th Davrian Rough Riders lead by Colonel Mehta. They are trained to fight both on their warhorses and dismounted on foot as dragoons. Because using their great mobility, they are great at flanking and assaulting enemy positions. Their training and equipment far outclasses the enemy, though they are outnumbered by the rebel militia. Additionally you have access to detachments of Arbiters supported by units from the 35th Davrian Rough Riders regiment to investigate and arrest malcontents nonlethally and the backup of the 211th Behrian Artillery regiment stationed to garrison the hive. They cannot fully support your attack, but they will establish a perimeter around the enemy territory to prevent enemy reinforcements.

Captain Gwanz is commanding your air support, and she is ready to help you in any way that Is needed. She has brought mainly Valkyries to support your troops on the ground and a squadron of Marauder bombers that may allow you to crack any enemy position at the cost of extensive damage to the hive. The Aeronautica Imperialis will follow your lead when it comes to the overall strategy of the operation but is ready to find targets on their own to bring their own expertise to the table if you do not require them for a strategic operation.

Your Battle Plan:

A successful run would give us a great advantage, but we will be in an unfavourable position should we fail to secure the cathedral and the surrounding territories

[ ] The distributed nature of the enemy forces allows us to concentrate our firepower to annilahate local enemies through combined attacks by ground and air units, slowly and methodically breaking the enemies ability to resist.

A conservative plan that allows our enemy time to react and delays the success of the operation.

[ ] Work with the Ecclisiarchy to rouse large mobs of religious citisens and flaggelants and unleash them on the heretics, allowing our troops to focus on combating enemy strong points.(-1 Ecclisiarchy Favour)

Once called up to arms the rabble will be uncontrollable and the warzone will be thrown into chaos. Only the Emperor will know the true state of the battle.


- Through reports from the ecclisiarchy and arbiters, you have good knowledge about local terrain and organisation and most information can be gleaned through scouting if you require it. Please ask any questions about the enemy or your own units required to create the best possible plan.
- I have created three example plans. They are short and not neccesarily the best possible ways to approach the situation, but you can use them as base of inspiration for a plan and they will be a backup if nobody wants to create a write-in plan
- You will reasses the battle and your strategy in half a year unless a great complication appears
- Keep in mind that this is a battle with millions of soldiers and you are fighting in an area larger than some earth countries. You will not be able to micromanage your squads and sodiers.
- There will be an
8-hour moratorium on any votes. I will be unavailable for questions during that duration and dont want anyone to vote with incorrect information because of this new format or missing writing.
 
A mix of Work with the Ecclisiarchy and Exploit the unaware state and The distributed nature would be good

we can make The Work with the Ecclisiarchy and The distributed nature into one let the great mass be our discraction and make the enemy think they are only under attack by the Ecclisiarchy

And delay the emenies forces while our main rough riders force with air support take out the head of the snake in the Exploit the unaware

After that when/if we have taken the Cathedral and taken out the leader we can hit the separate enemy forces that are tied down in the back

So, the basic plans are as follows:

1: Go all in on their main base, conquer it, and use it as a stronghold against them; They'll have to attack the stronghold to get their leader back. Obviously, this is the fastest way to accomplish our goals, but runs into the issue of "what do we do if we can't break through their defenses", and also "since the intention is to use those defenses to our advantage, we can't wreck those defenses too much".

2: Slow and steady. Take down smaller groups one at a time and slowly bleed out the enemy. This is arguably the safest way to accomplish our goals, but has the obvious weakness in that it will take approximately forever. This means that the enemy has time to change their tactics, and we are highly unlikely to get everything done before the mob starts all congregating into one mass. Should result in fewer casualties on our side, though.

3: You have a mob? So do we! This is basically throwing the Ecclisiarchy at the mob while we go for Zambini and the cathedral, making it something of a compromise between the two objectives: We still focus most of our efforts on the cathedral, but we have the Ecclisiarchy fighting the majority of the mob to buy us time and negate the weakness of going fast. The disadvantage here is that once things get started, we're basically fighting blind, just like everyone else is. That's not ideal when we need to ensure that we neutralize a high-priority target that could use the chaos to disappear off the radar for a while before agitating again.
 
Just to make sure everyone is aware, you do not have to feel constrained to the example plans i have created. They serve as basic options and to demonstrate how you could implement a strategy but that doesnt mean that they have to be better than another idea you may come up with.
 
Since we know the enemy leader's position we might want to try bombing the cathedral first.

At best we get Zambini himself, at worst we at least reduce his ability to command and organise by destroying his headquarters.

Does he have any notable AA weapons to prevent that?

No. You do not know about any heavy weapons and any significant amount of anti air emplacements would have been detected.

The cathedral still technically belongs to the Ecclisiarchy so they wont be happy if you blow it up, but as the Imperial Guard you are completly justified in doing it if it helps your efforts to root out the rebels. They shouldnt have lost it in the first place if they wanted it intact ;)
 
Okay, that's at least good to have as an option.

I feel a bit uncomfortable having to lead an assault on a city with Rough Riders, we certainly can't play to their strenghts in the streets, no matter what we try.
But we have to fight with what the Emperor (and previous commanders) has seen fit to grant us, not what we wish we had.

The other problem is that the enemy has already very little coordination we can see or target and killing the priest (particularly by destroying the cathedral) might just make him a martyr and turn this pacification even grindier than it was anyway.

I don't really want to repeat real-life military mistakes by thinking that some more-or-less-precision bombing can break the enemy's resistance, since that never really worked so far.

I guess my current favorite would be a combination of the pre-made plans 1 and 3.
Take the church by storm (Powerwolf music for the scene) and at the same time have Ecclesial thugs distract the enemy so they can't react to fast or numerous to our attack on their center.
 
Speaking seriously, I don't think any of us believe that killing him will end things. In fact, our enemies are basically impossible to defeat in terms of morale. We are basically required to grind them down into dust. That being said, they appear to have basically no organizational capacity and one main leader who also serves as an agitator for rebellion.

In my ideal world, the plan would be to bomb the church, run cleanup on people escaping until we can verify the Preacher either dead or captured, and then pull out of that specific region of the battlefield and switch over to the slow grinding plan where we focus on taking out smaller groups that haven't filled into the larger mob. After that, we take advantage of how disorganized they are to pull the mob apart piece by piece.

That being said, I don't think that plan is particularly realistic.
 
Making a martyr won't matter overmuch if they're already fanatics. That said, directly bombing the cathedral is likely to shift a bunch of undecideds to the rebel cause.

Ultimately, the poor equipment and organization of the rebels is something we need to exploit. Hit the cathedral area with all the ground force we can muster, erase the leadership, wipe out as many of the "elites" as possible. Picking off rebel cells will be relative child's play when nobody has the arms or direction to put up a fight.

Rough rider regiments aren't ideal for urban combat, but they do have the speed to pull off a blitzkrieg. The only question is, can rough riders plus fire support smash through those defensive hardpoints before The Great Zambini can make his escape?

I dont want to close after only one vote, so any further input would be appreciated, even if it only confirms your desire to see Hellteddys plan carried out.

Well... cut the head may work? After all the leader is a simbol of the Emperor if he fall it mean the Emperor isn't with them!

-[X] Ensure that the ecclesial horde at least starts some distance away from the Cathedral, even if afterwards all control be lost
-[X] Use the distraction to take the Cathedral in a swift attack with the Rough Riders, stick to the bigger streets to avoid having to split up too much and make use of the generous air-support offered.

Combining Plan 1 and 3 as mentioned before.
Taking the leader and the church is useless if we get swamped by fanatics too quickly to profit from it.
