What changes to the infantry do you mean? You are controlling millions of soldiers so the mechanics do not actually carry over - if you get a catachan regiment they'll have traits to represent them for their speciality, but they will be oriented on the lore instead of the rules.
Same with the orders - you are not going to tell your soldiers to affix bayonets, the officers multiple levels down will do it and get abstracted away, so the orders can be used as flavour for a ground-level view but they won't matter in the quest.
Tabletop rules usually don't influence stuff in the quest, mostly because I don't play it. So the Rogal Dorn exists as one of the many variants of equipment produced by the forgeworlds, but it won't matter wether they are op or useless, I will treat them as viable tanks in universe(bad designs exist, but they don't make it into the guard codex). The lore of the tabletop matters, but not the mechanics.

So here is a plan I drafted, I'm raising troops and going after the tanks that are now sitting in the underhive.
I'm opening contact with the other factions so we get a more holistic view of what is going on.

I love the diversity of the Guard and as a quest this is not bound to any limits of balance or profitability. All special stuff and vastly more undescribed stuff exists in the vast organisation of the Guard. Catachan, Krieger's and cadians are distinct from each other but not from regular troops, because regular troops don't exist - each regiment is it's own unique unit.
Warhammer is a setting where practicality often takes a backseat and I am continuing this practice. Orbital Bombardement can't win the ground war, the administratum manages to supply you somehow through the warp and a regiment with 10 different special guns will be awesome because of it instead of a logistical nightmare.
You have seen some examples already: The commissariat representatives were both female Lord Commissars, the recruits for the military arbiter recruitment action are whiteshields born to your guard units and the 250th has a trait for being especially Veteran(Veteran on command squad only sounds silly lol)

Youll get the ability to do that once you are able to leave Nostrega, because you are deliberatily not contacting your superiors because your ascension to Major General wasnt exactly how the succession was supposed to go and you need to show results to keep your position(and losing your position as General in the Imperial Guard General Quest is not allowed )

Get information about the supply situation
You have gathered representatives from the Adeptus Munitorum, Mechanicus, Administratum and your own quartermasters and supply corps to get information about your current supply situation. While it is nearly impossible to get truly accurate information about resource usage and supply in a war zone supplied through the warp, they have created a system that roughly calculates both of your income and the expenses you may incur. It has shown you that nearly your entire supply gets shipped to you from out of system and some agreements to source materials from local producers would be an easy way to increase your current budget.
Supply is your hard resource. It is an abstraction of all materials that can be semi regularly procured in the Imperium and will be used for all projects that require physical materials. Many actions will consume some of your Supply to pay for any material that gets used, whether that is rockcrete for a fortification or paying restitution for a city you destroyed. Of course, you can always dodge out of the payment if you manage to find another organisation that can pay the cost, whether that is through favours or a good argument.
Currently, the vast majority of your supply income consists of a maintenance stipend for the Army Group sent by the Adeptus Munitorum, with a small income from planet side agreements. Your current feedback mechanism and the dangers of this galaxy prevent a truly accurate supply accounting. Instead, you will recieve an estimation using High Gothic numerals using an exponential scale where each level represents twice as many supplies as the previous one. While she expired before the interrogators could glimpse any further information subsequent investigation by ecclisiarchal agents have confirmed her confession. This is a great opportunity in our efforts to root out the resistance.

She has found evidence about Alfonix' acceptance of multiple bribes and discovered that this practice has spread to multiple of his subordinates. Through subtle implications, a few overt threats and an execution, she has ensured that a loyal and pure candidate wins the great joust to become colonel.
