I think you forgot that Arasaka is one of the largest megacorps, that is, one of the most powerful entities in the world, while also being very evil and having no problem sacrificing as many people as necessary. The only irreplaceable thing there is Saboro himself and maybe Adam Smasher.

Night City is Arasaka grand Colony. The other mega corps make the mistake of focusing a little too hard on their main rivals in two cases, and going after Arasaka in it's own home terf in one case. Basically anyone who can threaten them megacorp wise just, didn't care enough about night city to compete with Saburo for it rather than getting in much more detrimental slug matches.
