Everyone has more then one handle and just grabbing the most common one is lazy, not efficient. Dumbledore has full control over Snape thanks to yanking the Lilly handle and covering for him. That's far better then Voldemort was doing late in the second war, where he ruled mostly by fear and Imperio, which resulted in long time allies like Malfoy ditching him at the first opportunity.
 
It's not the only spell he has, yet sometimes it's as if it's the only spell he can use. He uses it all the time.

If Avada Kedavra fails against a small child, I will use Fiendfyre instead. Then, I will use Diffindo just in case he is immune to "Evil" magic (especially if he has easily resisted my personal Imperius in the past), and then I will crush him with a rock just in case he is immune to all magic and the injuries are an illusion.

Gilderoy Lockhart has to die, you conclude after helping Ginerva with her Defense "essay"on matters so trivial and disconnected with his class you would be nausious had you still possessed the capacity. It is bad enough to hear her infantile fawning over the Potter brat, he at least had been part of something momentous, even if he most likely had no particular merit in the matter. By contrast Lockhart is making a mockery of one of the Hogwarts classes from either indolence or incompetence... you can't tell which with only miss Weasely's biased opinion to go on but it does not matter. He is going to die for the sheer frustration he's inflicted upon you having to praise his "accomplishments" even as you struggle to sow the seeds of doubt.

You would extend that sentence to Binns but it would be rather redundant, you muse with morbid humor. With an inward sigh you turn back to the task at hand, a Potions essay on the simple Wood-polishing Potion which the teacher required seventeen inches for, a ridiculously bloated word-count for such a simple brew. What you would not give to be able to read even the bloody First Year potion book to mine for information... Of course you could, temptation hisses sweetly in your ear. If only you could borrow your host's eyes. a single drop of blood upon the pages of the book betwixt which you are bound and you would be able to slip behind her eyes an unseen observer. Is she ready for that or is it simply the voice of impatience speaking?

From the melange of boredom, exasperation and melancholy there's chance she will agree without considering the implication of giving up her blood. Would her kin even be as diligent giving warnings about the blood-wrought magic as those of a darker bent? She has shown a remarkable naiveté for a young pure-blood about the nature of so called "dark magic," from your discussions of Lockhart's "teachings..." Is it worth the risk?

We might make him spill the beans in front of professors, thus publicly embarrassing him and causing him to get fired.
Or do it in his class, prompting him to memory wipe whole class of children (some of them noble) and then pointing discrepancy in her memories to Ginny to make her to go straight to Dumbledore, who will proceed to send his quack ass to Azkaban.
And how do we get our hands on truth potion in first year? Please. We're a sibling of Fred and George.

Veritaserum is highly regulated and difficult to brew.
From wiki:
Horace Slughorn, the Potions master, brewed Veritaserum as an example of the type of potion they should be able to make after completing their N.E.W.T.S.
Meaning that A LOT of people can make it. Ministry control, most likely, is forbidding to sell it and regulations regarding when it's considered admissible evidence in court and how it may be used officially.
They are simply incapable of actually preventing all the people who can brew it from doing it.
So twins just need to call in some favor with seven years or some contact outside of school.
