Wildcard - Food Generation.... 8..... Yeah, not quite sure how that's going to work but it was the first thing I saw on the wiki after a random roll and the dice gods were kind.
At an 8, he's just below the point that justifies a tomahawk cruise missile strike, and that's probably because his power doesn't have impossible senses so ambushes are a better choice.
I'm thinking he can either do esoteric foods with magical effects, or he's a wide-scale shaker who can generate food components (such as boiling super-concentrated lemon acid, or arsenic extracted from apple seeds). Or maybe he's more like Shiro Emiya from F/SN, with a food based reality marble and the ability to generate a skyfull of food (probably those same dangerous ones) near him then launch it at arbitrarily high velocity like a food railgun.
Either way, I'm loving this story, especially how whimsically you've been writing the MC. I'm sure his character will change and such as the story goes on (without memories how could it be otherwise), but I'm looking forward to it.
"So," Vista started to say as I began to cut my eggs benedict. "Can you create any kind of food?" I considered that for a moment before making a so-so gesture.
"I guess if you consider the fact that I have the knowledge of millions upon millions of individual components that make up a meal that I can then combine to form an item I suppose so. I can't make anything that hasn't originated on this planet or anything like that but a component of my power is to deconstruct anything I taste and add any new components to the library." I titled my head and frowned as a thought came to me. "Incidentally, I think that means that everything that I eat that isn't created from my power will taste like garbage to me. It would certainly explain why those cookies tasted so bad yesterday."
"That's easy enough to test." Mom said as she sat down next to me holding a plate containing leftover pizza. She tore off a piece of the crust and handed it to me. "Try tasting this." I brought the crust to my mouth and stuck out my tongue. Less than a second later I was gagging as though I had eaten moldy bread.
"Yeah, just like I thought." I set the crust down and created a glass of water to wash away the aftertaste. "I'll just stick with the stuff I create. It's probably better than anything anyone can create on Earth anyways." With that said I took my first bite into my breakfast and nearly passed out as the multitude of totally new flavors exploded in my mouth. As it was my eyes rolled back into my head and when I finally refocused Vista was bright red and wouldn't look at me. Did I do something wrong?
"Shiro," my mom asked calmly. "Do you always moan like that when you eat?" I moaned? I didn't recall that but the flavor was really intense so I might have.
"When I try to eat something new I guess." I paused to take another bite and hummed at the taste. "My food is really, really, realllllly good. I probably would have just lived off my first love, the burrito, but those cookies you guys left in the room were horrible so I created one of mine. When I bit into that Seductress of a cookie I knew I could never go back to just eating burritos and I vowed to eat new things every day." I drifted off a bit in remembrance and wasn't that cool. I was old enough to get nostalgic. Why, next thing you know I'll be yelling at kids to get off my lawn.
"Shiro." I came out of my memories when Vista started haltingly talking. "After you get your food checked out to make sure it's safe for others can I get some chocolate cake?"
"Sure, but enough about me. What do your powers do?"
"Oh, I warp space." She made a small gesture and suddenly my plate was a football field away from me without the table changing size at all. It kind of hurt my brain to look at honestly but was also really cool. "I could fold the horizon if I wanted to and I have an innate sense of space around me. Pretty awesome right?"
I nod enthusiastically. "It really is. The fact that you can keep up a sensor net is awesome as well. I can't go more than a minute of spatial awareness before I fall unconscious."
"Is that part of your food generation powers?" Mom asked as Vista's non-Euclidian field collapsed, returning my food to me.
"Yeah, it's 60-foot radius centered on me, but it's really hard to process everything so I just usually stick with line of sight." Part of the raging headache from when I first woke up was from that part of my power being turned on. Well that and the infodump on my powers and stories.
"Have you tried using it like a sonar?" Vista asked as I finished up the last of my food which made me a bit sad so I created some more. My stomach demanded no less after all.
"Sonar?"
"Like only using it for a split second before turning it off again so you can vaguely see what's around you but not in great detail." I thought about for a moment before I concentrated and let my power loose. An invisible wave swept out from me before I cut it off. A moment later the wave returned with enough force to make me jerk in my chair, but it was a success. The clarity wasn't the greatest but it worked. I looked over at Vista who was staring into the air above my head. "I felt that. It was like a ripple that went through the surrounding space and back again without affecting anything. I think that if I piggybacked on the wave with my power I could affect things outside of my eyesight."
The glee in her voice was evident before Mom cleared her throat as a reminder. Almost immediately she turned sheepish. "I think that is enough independent power testing for the day. Shiro, I noticed you jerked back when you tried to use your power, are you alright?"
I smiled. "A-okay. Oh, Vista it worked just like you said it would. You must be really smart to come up with that off the top of your head like that." I turned my smile towards her after I finished speaking.
For some reason she blushed again which was weird. Why would she be embarrassed when I complimented her? "It was no big deal. It's just similar enough to what my power does that I had an idea of how to help you." I didn't really have a reply to that so we sat there in relative silence before Mom spoke up again.
"Alright you two. I have to go get some work done. Vista could you keep Shiro company until his 10:30 appointment with the professional power testers." She nodded and mom turned towards me. "A quick question before I go though. Can you get rid of the plate, utensils and glass that you created?" I shook my head. "Alright then, hand them over and I'll go drop them off to make sure they get to the power testers."
I did so and then she left, leaving me alone with Vista. "So," I started talking not wanting to let an awkward silence descend between us. "What do you do around here for fun? Oh, and you have team mates, right? Can you tell me about them?"
"There's a lot of stuff to do around here. Do you want the tour?" I nodded and then followed her out of the kitchen. The actual tour was pretty quick as the Ward's area didn't have too much in it. Oh sure they had the common area, kitchenet, sparring/workout room, a communication room and individual rooms for each Ward but that was about it. Along the way Vista kept up a running commentary on each room but I was more interested in her fellow Wards. If Vista was this nice then maybe I could get to make some more friends.
"So that's the tour. What do you think?"
"I think I like it, but you never answered my question about your team mates." Her hand came up and lightly slapped her forehead.
"Right, I forgot about it because I got all excited about showing you around. Sorry." I waved it away and she continued. "Well, might as well start from the top. Our leader is Aegis. He's a Mover/ Brute combo that can fly and he's really serious about his job as a leader. Then there's Kid Win. If you join you probably won't see him much because he's a Tinker so he spends a lot of time messing around in his lab. We sometimes have to drag him out of there to make sure he eats. Let's see, then there's Clockblocker." She huffed and crossed her arms across her chest.
"He's a Striker and he's always quipping a joke or two. Nothing malicious but it takes getting used to. Then there's Gallant." Her voice takes on a strange pitch that I can't identify. "He's amazing and he acts just like his name suggests. To bad he's going out with Glory Girl." Okay? Why would that be relevant unless… She's jealous of Glory Girl? Maybe? Social queues are hard. Why can't everyone be as expressive as Battery and Assault?
"Finally, there's Shadow Stalker." She kind of just trails off at the end as though she wanted to say more but held back. Yeah, people should always be like this expressive so I can tell what's going on. Her face was obviously displaying her dislike of Shadow Stalker.
"Is there something wrong with Shadow Stalker?"
She quickly waves her hands in front of her. "No, no, I mean- Um, she's not too bad. I mean she's kind of a bi- hard to get along with and why don't we talk about something else. Like what kind of hobbies do you have?"
How did we go from Shadow Stalker to my hobbies? "Hobbies? I mean I've only existed for two days and I don't have any memories from before then, but I had to choose I'd say eating new food, experiencing new things and stories." For some reason Vista was cringing when I was talking and was that pity? She does perk up a bit when I finish speaking and mutters to herself before nodding.
"Since you like stories do you want to watch a movie?" I consider it before nodding. "Great. Wait right here and I'll go get my favorite movie." Space bends as Vista dashes away and it bends again as she dashes back. As the room returns to normal she begins to set the movie up. "I think you'll love this. It's a comedy called Monty Python and the Holy Grail." The next hour and a half is spent watching the movie. At the end of it Vista turned to me with a smile on her face.
"Well, how did you like it?"
"It was okay I guess," her smile starts to fade a bit so I push on quickly. "It's just, I was really confused. Like why were they running around banging coconuts together? Are rabbits really that scary? I- I'm sorry I just don't understand what was happening or why you were laughing at parts."
"Oh." She fell silent as her brow furrowed in thought. "Maybe we could watch more movies and I could explain any parts that you don't get."
"You would do that for me?" She nodded and I smiled at her. "Thank you so much. I felt dumb not getting the references or jokes and emotions are hard for me to parse out."
"Don't worry you're not dumb. You just… don't have all the experiences that everyone else does." We sat in silence for a moment before there was a beeping noise. Vista pulled out a phone and glanced at it for a moment before she stood up. "Well, it looks like it's time for your scheduled power testing. Come on, I'll take you there."
I followed her up the elevator and through the hallways to a room full of medical equipment and what I assumed were monitoring devices of some kind. Sitting in a swivel chair, and now that I've seen one I want one, was a red-haired woman in a lab coat. As we entered she spun around and stood up to greet us. "Hello Vista, hello Shiro. My name is Dr. Amanda Waller and I'll be your primary physician today."
We both said hello back and then Vista left after saying that power testing was private and that I should just do what Dr. Waller says. After the door closed behind her Dr. Waller motioned for me to take a seat and took out a clipboard and pen.
"Now before we get started I have observations from other people about your powers that I want to go over and you can fill in anything you feel is left out. I don't need specifics for right now, we'll find them out during testing, but a general overview would be appreciated." After that she rattled off my observed powers and I only had a bit too fill in.
"So yeah, you have everything right about me having Miss Militia's power and food generation but I also have Aura. It's like a protective forcefield that makes me stronger, faster, heal quicker and protects me from damage." She made a note of it and then set the clipboard aside for the moment.
"Alright, generally this is where we would begin testing your powers but because you're a Case 53 we'll do this a bit differently. We'll start off with a very general physical examination. Also, I should mention, if you join the Wards Panacea, the world-famous healer, will come and do a far more thorough check up on you to see if you have any problems to go with your new look. Now in order to do this I'm going to have to touch you. If at any point you feel uncomfortable let me know and I'll stop."
I murmured my consent as she grabbed something she called a stethoscope. "The metal part might feel a bit cool," she warned as she reached under my shirt. It was a bit cold but nothing too bad. The bad part about it was the fact that she started frowning and moving the metal bit around. After a moment she pulled her hand out of my shirt. "I'm sorry but could you lift up your shirt for just a moment. I'm hearing some odd noises."
I did so and she placed the metal bit back over my heart before slowly moving it around my chest and finally stopping on my lower right ribcage. "…Congratulations, I suppose. I'm not entirely sure why but you have two hearts."

Charles Atlas Superpowers- You represent the apex of humanity... and a little beyond. Your physical abilities surpass most Olympians and nearly edge into superhuman. Your mental abilities are likewise refined, allowing you to rapidly master any skill. Finally, you can learn to do almost inhuman things with the right training, like navigating by echolocation, controlling your metabolism through sheer force of will or punching through concrete.
Comic Boor Pretty - You look like model, airbrushed to perfection even under the most extreme conditions. You also heal perfectly from all wounds given sufficient time, though you may have some aesthetically pleasing scars afterwards, age slowly and recover from permanent transformations quickly.
Man of Mystery - You wear mystery like a stylish cloak. It's nearly impossible to find out your secret identity unless you allow it. Powers designed to ferret out anything about your motives, your identity, your past or your future actions return a divide by zero error and a massive Thinker headache. This includes relatively benign abilities including your own abilities, making powers such as the Path to Victory difficult for you to use.
Special Snowflake - You are a special snowflake and the universe recognizes that fact. Any attempt to copy, drain, reproduce, steal or suppress your powers fails automatically.

Panacea is most definetly not world famous. Also the Protecterate can't guarantee they can just call her in. She is part of an independent team after all.

New Wave is Independent of course, but they no doubt have agreements with the PRT/Protectorate. Also, the doc never said that the checkup would occur immediately or what ever, just that it would occur. They likely have an agreement with New Wave in which Panacea checks out new Wards (and Protectorate too?) before they begin active duties or soon thereafter if she's busy. Assuming the visit to heal the Wards in early canon wasn't just in response to her sisters screw up, then they also probably have an agreement for healing the Wards after combat.
As for her being world famous, it's possible she was exaggerating as people do when talking about local celebrities. However, if Panacea has been healing at every Endbringer event since her trigger (which I think is canon) then that means she's healed capes from around the world... which'd make her known around the world if only within the cape scene. Assuming that saving your life and healing you back to near full strength gets her some admiration then she'd be world renowned, a synonym for world famous.
Two hearts is uncommon at a point before we are born we have two hearts that join into one and there has been cases where the hearts didn't join together.
I was under the impression threat ratings were about threat, not what the actual power was. For example, if his power is 'makes food' and a couple of other things im surprised he's higher than like 5

Well he could make a food with such a high salt content that it kill you from a single bite or you know just turn the area into salt so they can't breath.

I'm imagining 'Cloudy With A Chance Of Meatballs' level of food generation here. He could flood areas with food, basically. Create massive food storms that rage on potentially indefinitely! Giant food! Flaming food! Radioactive or poisoned food!
I dunno, maybe I'm taking it too far.
EDIT: Inb4 crossdressing shenanigans at some point. Because, of course he's pretty enough to pull off looking like a girl!

Who's to say he can't impart momentum to the food he creates ex-nihilo? Or that he can't make something like an exploding cake with a kiloton yield? Even without contrivances like these, this power is still incredibly dangerous.
Drowning in a torrential stream of cola or getting hypothermia from a mountain of ice cream would not be pleasant ways to die...
