That technically is possible through depending some luck and on what choices the thread makes though you won't know which choices would lead to it for obvious reasons.

"So university," says Nasira as your best friend and loyal follower sits on the edge of the table in your workshop, "You got me in? I mean, I know I got in, but you had to be behind it, Leona. Right?"
"You have good enough grades," you reply, not glancing up from the computer you are currently working on, "I just convinced their admissions department that you were perfect for their diversity agenda. Which you are by the way between being a minority thrice over so once they were aware of you, there was no chance of them turning you down."
"So you hacked them," concludes Nasira.
"Only a little," you protest, "I just put your name on the list of most desirable candidates and nobody took you off it."
"Do you think we'll be roommates?" inquires Nasira as she lets the previous matter drop.
"We can ask for it," you reply, "No guarantee that they'll say yes."
"Unless you hack them again," says Nasira.
"Unless I hack them again," you again before pausing, "Speaking of which, don't trust their systems to be secure. Because they are not."
"I don't think any electronic system is secure against you," points out Nasira.
"Maybe?" you hedge as you think it over, "I am one of the smartest people alive if not the smartest, but I haven't tried my hand against some of the military or big government systems. I don't want to become a felon if things do go wrong."
"Fair enough," says Nasira with a nod of her head, "No point throwing everything away to prove something out of pride."
"Exactly," you reply.
For a girl from Dusk City who went into a system at an early age, things are going well for you. You got top grades at school, avoided being too badly traumatised by the foster care and starting your own business repairing electronics and mechanical equipment. Now you are going into university with a scholarship thanks to being the smartest person in the city.
Strictly speaking, you don't need that scholarship as you could get by on profits from Goodman Workshop. But that would mean not having those funds available for other things and you know that will hurt your ambitions. After all, money is what makes the world go around and you aren't in a position to change that yet.
But one day, you will change the world and everyone will know your chosen code-name.
Actions
2 Free Actions.
1 Financial Action.
1 Research Action.
1 Funds available. Nasira Yusuf can be assigned to an action to provide a bonus to it or can be used independently as an extra action.
Financial
[] Apply for a research grant.
One potential avenue for additional funding would be applying for a research grant. With your genius, you are practically assured to get one. The extra cash will certainly be useful, but you will need to come up with something worthy of the grant that you'll have to share with others.
DC: 20. Cost: Free. Effect: Gain one-time infusion of Funds, obligation to develop a new technology that must be shared with others.
[] Expand Goodman Workshop
At the moment, Goodman Workshop is limited to a single location with only you and Nasira right now. Employing some more staff would allow you to take on more work, which would make more paying customers and therefore more income for your endeavours.
Progress: 0/100. Costs: 0.5 Funds. Effects: +1 Profits to Goodman Workshop.
[] Work at Goodman Workshop
You could put in some extra hours at your business to get more customer work done. Finishing off these projects will allow you to take on more, which in turn means more money in your bank account.
DC: 0/25/50/75/100. Costs: Free. Effect: Gain 0.5/1/1.5/2/2.5 Funds.
Public Relations
[] Do volunteer work.
Doing volunteer work is always a good way to improve one's reputation. Lending your time around town won't directly bring you profit, but it would make you look good and earn some gratitude from those you help.
DC: 20. Costs: Free. Effect: Improves your reputation.
[] Advertise Goodman Workshop
Between your work and reputation, you draw in steady work, but all businesses need to advertise their services. You could put some extra efforts and funds to advertising your business, which should make you some extra spending cash and at the very least you should break even.
DC: 25/50/75/100. Costs: Free. Effect: Gain 0.25/0.75/1.25/1.75 Funds.
Research
[] Invent a jetpack.
Your power armour is good, but right now, it is entirely ground-based. Developing a jetpack as a method of flight would both let you take to the skies and increase your mobility. And of course, the coolness of having a jetpack is always appealing.
DC: 40. Cost: Free. Effect:
[] Develop improved armour plating.
Your power armour has some basic protection to it, but you know that you can do better. Experiment with different alloys and compounds to come up with superior armour plating for your suits.
DC: 25.Cost: Free. Effect:
[] Invent a strength booster.
Your exoskeleton is decent as it allows for the wearer to have greater strength and stamina, but it doesn't exceed human limits. If you really want your power armour to shine, you'll need to figure out how to grant super-strength to your power armour.
DC: 30. Cost: Free. Effect:
[] Invent a laser weapon.
Who doesn't want a laser? Not you because your power armour lacks a ranged weapon and regular guns are so gauche. Whether it is handheld or integrated into your armour, you'll have a use for a laser weapon.
DC: 40. Cost: Free. Effect:
[] Invent a sonic weapon.
On the flipside, owning a sonic-based weapon sounds cool and a good deal less lethal than a laser. Coming up with a sonic weapon would be another way to add ranged firepower to your armour.
DC: 40. Cost: Free. Effect:
[] Work on nuclear fusion.
Nuclear fusion is the jackpot of science in your personal opinion and you are going to be the one to figure it out. You'll have a long and expensive road ahead of you, but you won't let that stop you from achieving your dream.
Progress: 0/1000. Cost: 0.25 Funds. Effect: Figure out a working method of harnessing nuclear fusion.
Manufacture
[] Build PA Mk I.
You have designed a relatively basic power armour design, you have yet to build it. While you can easily build it in your workshop, doing so would be an expensive and time consuming endeavour if one that is very much worth it.
Progress: 0/100. Cost: 1 Funds. Effect: Gain 1 PA Mk I.
[] Vigilante Outfits
Costumes and code-names seem to be all the rage these days with no sign of fading in popularity. If anything, it is the opposite as it becomes more normal by the day. Putting together some decent costumes for you and Nasira is going to be quicker, easier and cheaper than building in one power armour.
Progress: 0/40. Cost: 0.25 Funds. Effect: Supervillain costumes for you and Nasira.
Crime
[] Investigate the criminals of Dusk City.
Dusk City has plenty of criminals thanks to being a seedy place even if things aren't as bad as some people on the other side of the river suggest. At least you think that is the case. Anyhow, you will be operating in Dusk City so getting the lay of the land will be important to your future endeavours.
Progress: 0/50. Cost: Free. Effect: Basic profiles on the major criminal organisations of Dusk City.
[] Investigate the criminals of Dawn City.
While Dawn City tries to play up how nice and safe it is, it isn't free of crime even if the syndicates over there tend to be less brutish. While you are only going to university over there at the moment, you may want to get the lay of the land if your operations expand to the other side of the river.
Progress: 0/50. Cost: Free. Effect: Basic profiles on the major criminal organisations of Dawn City.
[] Look for potential targets.
While you don't plan to become a criminal any time soon, you do know that less than legal methods could be a useful source of additional funding and other resources. Looking for ideal victims ahead of time will be useful for when you are ready.
DC: 10/30/50/70/90. Cost: Free. Effect: Identify possible targets to rob.
Super
[] Investigate local costumed vigilantes.
Between Dawn City and Dusk City, there are a handful of individuals running about with fancy costumes and codenames. While you don't expect to be dealing with them any time soon, knowledge of possible opposition and potential assets.
Progress: 0/50. Costs: Free. Effect: Basic profiles on the superheroes & supervillains of Dawn City and Dusk City.

So this took longer than I was expecting. Normally I would do some of the initial actions as part of the pre-quest prep, but the nature of character creation meant I couldn't do all of it this time around. Anyway, I got the basic layout for the quest sorted though it will be a mixture of mechanics and narrative as I don't feel like doing a mechanics-heavy quest.
Anyway, I feel the mechanics should be self-explanatory. Actions are actions, you can't spend more funds than you have and you need to either pass the DC of an action or complete its progress bar.
Also, I forgot that I hadn't covered Leona's family until making this update so I decided to make her a foster system kid so her biological family may or may not make an appearance later in the quest.
Please point out any spelling or grammar mistakes that you spot. Please quote them in the thread and explain what you think is wrong so I know what you are referring to.
Hmm. We should definitely get Nasira to work investigating things to get the lay of the land. What things I'm less sure of. We should also definitely get ourselves a costume and some power armor. Better to have them and not need them than need them and not have them, and the Power Armor will probably take a few turns.
I'm less sure on other actions, many have a lot to recommend them.
[X] Plan: Basic capital.
-[X] Expand Goodman Workshop - 1 Finance + 1 Free
-[X] Invent a jetpack. - 1 Research
-[X] Invent a sonic weapon. - 1 Free
-[X] Investigate the criminals of Dusk City. - 1 Nasira
In this plan, we are improving our passive income. We are working on improving our armor. (Basic equipment does not look useful) Jetpack is a must. And sonic weapons aren't as lethal as lasers, can capture people, and don't annoy the police as much.
We send Nasira to study the criminal situation in our area. It will be bad if they demand money from us for "protection", and we don't even know who demands it. + Nasira has martial arts. She'll be all right.
[X] Plan Stunning good business
-[X] Apply for a research grant.
-[X] Invent a sonic weapon.
-[X] Expand Goodman Workshop
-[X] Vigilante Outfits
-[X] Assign Nasira to an action.
--[X] Investigate the criminals of Dusk City.
Basic idea is to get that research grant and perhaps use our sonic weapon as the technology to submit. Ideally it would be a sonic stun weapon that can gradually replace normal firearms among the police and criminals. Kind of like how in GI Joe everyone uses lasers instead of real guns that can kill people.
One novel twist we could put on the idea would be to still use explosive cartridges, but instead of propelling a bullet it provides the expanding gas to send a powerful stunning pulse towards the enemy. So less like an electronic sonic emitter with a battery and more like a "load shells in the magazine and it fires loud directed pulses of sound that stuns people" that or use compressed air so it's like an air horn that knocks people out.
So, it's low tech enough that it can see wide use and doesn't have battery issues.
After that, it's expanding our business, get some costumes, and have Nasira investigate the criminals of Dusk City.
Though, another idea for a financial option would be to get a laundromat. I've heard you don't really need employees for a business like that if you set it up right, just need to check the machines after closing and do maintenance. So... it would be the sort of business that provides easy passive income for little work but occasionally may have issues of people robbing or breaking stuff that lowers income. Plus money laundering.
Honestly, if we could just have it where we start with a laundromat and work our way up to electronics repair later that could be nice.
