That's an excellent summary with a few caveats.
900 points are not used as a pure measure of power but size, it's near exclusively reserved for creatures that are measured in kilometers because the simple act of summoning them will destroy the landscape in a wide radius even if they possess no special power.

Yes, I remember this explanation. But well, I wanted to use some way to show power scaling in the setting, and '100 points' scale more, or less works, even if it's not accurate in this case per se.

An issue with 800s in Naruto would be that there would be too many people there that aren't equal to each other at all.

There's also the fact that some creatures that are useless in combat are prized highly because they have a very useful non-combat power. Teleportation, mental control, resurrection, pocket dimension, and so on.

Yes, I also will take this into account. As yes, my power scale shows how powerful something is, but factors like hax, etc. can change things, and allow 'weaker' people to win over stronger ones.

And lastly, there's the special case of creatures that give power directly to the summoner. Like the Dragon from Elder Scrolls shouldn't be worth 600 points just for combat power (300 or 400 max) but because he can teach you dragon shout it costs more.

I think it's too soon to present ourselves as heroes or villains, we're too weak and too vulnerable. At speed, ninjas can move our creature couldn't protect us.

<Nod.> Reasonable, cautious way to do it.

Voting for let's say 'Hero Route' is that in fact of any injustice, people being abused, you will react with far more decisive action. While Neutral Route may still act but will be far more cautious, in a way of 'I'm sorry I can't help you yet' type of deal.

Although I will remind you that it's canon that Tazuna is VERY stingy with his money, so the chance of a shinobi encounter is lower. Not impossible, mind you, but expect mostly bandits. Zabuza and Haku may be around as well, but may also not even be there. Who knows? Again, it's more about gathering information really and learning more details.

Also keep talking about it, discussion makes me happy ;).

No, I randomly checked the 'Lion Names' generator, and it came out as one of the options, when I compared the growls of Warrior Bug to the mix of lion growls/cricket chirps.

Also, this weird coincidence makes it funny to me.

Check for supplies and then it's time to leave. Preferably somewhere not in the Land of Fire, imminent sand/sound attack coming after all.

Yeah, it would be best to check out the current situation before we make any decisive moves while we're still under the radar. Also, spending points right now feels like a waste since we could just save it up for a more expensive summon or power - though, I would like to gain another power since we have three quality summons that fulfills the need for combat, scouting, and maneuverability.

Also would be nice to gain at least a jonin level summon to increase our survivability 😌.

THAT would be a very politic heavy discussion.

In short however? Gato essentially, not literally, owns the trade rights of the place by being the only one who trades there.

The bridge however belongs to Tazuna as he is the one who builds it. Gato wouldn't be able to post a sentry there. If he does, Tazuna would then have the reason to bring Gato to the Fire Daimyo's rule.

Why? Because what Gato is doing, despite the appearances, are completely legal. It's not his fault that he is the only trader there. Who knows why they avoid this place. Oh, those people who executes the civilains? Those are just bandits sirs, totally different from my perfectly legal company security here.

The reason why Tazuna ask Konoha for guard duty is literally that. It's a GUARD duty. Something that is affordable to them that wouldn't be blockaded by the Rulebook Gato is using. Hiring investigator's or mercenary is also not an option as Gato has Ninja's on his paygrade. You can only beat Ninja with Ninja in Naruto. Both in intrigue, and force of arms.

This is kind of your 'tutorial arc' of sorts. I'm not an assholish DM/QM, but I know you don't know me and my style at all, which is fair. Anyway even in canon the only shinobi we see in action are Zabuza/Haku, but it's never said that someone else can't be there. But I wouldn't throw in someone like Kisame and make you realize how dangerous the situation really is.

Speed tiers in Naruto... is such a controversial topic in this fandom. I will try to go with something between, not lowball numbers, but also not highball ones. Yes, Shinobi are fast, but I will take lower tiers as manageable. Obviously not for a standard human, but my tiers more or less apply.

Death Stalker can keep up with RWBY being absurd at times as well, so the speed issue isn't a problem here. Phantom Steed isn't a combat unit, but it's superhuman in a way as well. And Warrior Bug, while it is slower, is a tank in this scenario against lower tiers. To kill one in the movie it needed to tank at least a series of futuristic machineguns, and even losing limbs barely stopped them really. What you have is actually pretty good for lower tiers already.

Mist is too far away to really affect anything here. Also with how messy the Naruto timeline is, I still wonder how I want to do timeline-wise the whole Mist Rebellion thing. Yes, it's a possible route to go for, if this is what you want.

Mei Terumi is a hot woman after all (laugh). On a more serious note, she is a bit... sensitive about the whole marriage thing. Also I guess a relationship is possible, but it's a very low priority, and let's be honest - in the current scenario anyone would think of setting up survival, and not romancing. Also, he won't be a casanova type, that's for sure. If it happens - it does. If not? Shrug, it's fine either way.

If he really wanted to stop the bridge, he would simply organize blowing it up with a setup explosion, or ninja explosive tags. In the end, most likely he would simply allow it to finish and set up some toll just like you said.

We don't know exactly who rules over the land. Is it indeed Land of Fire Daimyo? Maybe they do have their own Daimyo, as I see it often in fanfiction that Land of Waves does have someone, but in most cases, he/she is heavily bribed/coerced into doing what Gato wants. Who knows?

But well, Gato has no real reason to really destroy the bridge. I would say it's mostly Tazuna not knowing the subject that well to really understand the situation.

Depending on how 'Wave Arc' goes, and maybe if you stay, this will be important obviously.

This is how I take it myself. I doubt anyone really cares about Wave citizens, most likely many politicians know the situation, but simply ignore the suffering 'of some plebeians'. And those that do care, Gato can easily push it on some 'roaming bandits' that he hires, most likely by paying them under the table obviously. If they start testifying, I can see him most likely setting it up, that they will jump at each other.

If situation gets complicated, he may simply hire someone else to 'clean up'.

This is all true. Although I would say that sometimes a normal person may be underestimated by some shinobi, and get information that they shouldn't get. Like a hired prostitute hearing some gossip.

Chapter 3: Entry To The Land of Waves
White. This is what he sees all around himself. Andy looks around nervously, and when an invisible figure wearing some sort of parody of a detective costume waves a hand towards him, he blinks his eyes, clearly surprised by this turn of events.

I understand why you are still angry about this, and it's justified. But in the end, we are on your side, now that you are one of us. You may not believe it, but we will support you all the way. At one point you may end up as the guy who will introduce someone to our system. But to not waste time - I'm afraid returning you home at the moment is not possible, but at one point we will figure it out if this is your wish. Just give this journey a shot.

Oh, Theme unlock is nice indeed. Machine theme will be incredible, especially with Grant Movement perk, as suddenly animals for example that can't breathe underwater, don't need to do it anymore. Also may make them more durable to let's say stab attacks, as they suddenly don't have vulnerable organs to deal with. At least this is the speculation part on his part.

Toucan Puffin is kind of weird but should help out as a small scout as well. And to be fair it's nice to have something that isn't something coming out of the nightmare and may help out with potential hurt children in the Wave. Good to have really. With Celestial Menagerie it's not about combat obviously.

And African Elephant! It's kind of weird to be excited about this one, but Andy always loved Elephants, and at one point he would love to see them in the wilderness in Africa. Or Asia, it's fine either way. Majestic, big animals, that can surprise anyone not just with the raw power they possess, but also with sharp intelligence, and their ability to be empathetic, like mourning for the deceased members of their herd. Andy still grits his teeth at the greed of people for elephant tusks. It has reached the point where elephants literally evolve and adapt so they don't grow their tusks anymore, to avoid being hunted by the poachers.

It's sad indeed. Even when outclassed so hard nature is still willing to put up a fight. This is why we exist really. Now I hope this will help in your journey. And good luck. We still deal with our enemies being really craft in this multiversal cluster, but as I promised - this is nothing you have to worry about. Cheers.

Once H disappears, Andy smiles. In the end, while the skeptical part of his is still cautious, in the end, H is right - it's a journey he should enjoy.

Andy wakes up suddenly a bit hungry, and seeing the sunset happening slowly, it may be a good moment to enter just before it gets dark while having an easier time getting in than in the middle of the day obviously. Andy quickly checks his backpack just in case again.

  • Seal-powered flashlight. Weird, and he has no idea for how long it will work.
  • 5 Cheese/Ham sandwiches. Surprisingly few packs of dried beef. Should be enough for a day or two.
  • Good quality tactic knife.
  • 3 Meters of rope.
  • 3 pairs of handcuffs
  • 1 Person Tent.
  • 1 Pack of matches, and 2 lighters.
  • High-Quality Hunting Binoculars
  • Raincoat in his size.
  • Compass

Overall should be enough for a hopefully short trip. When Andy notices his Phantom Steed trying to gain his attention, for most likely some scratches, he almost rolls his eyes, but in the end, amusement wins over.

"Yes, yes, Fancy. Good job, you're the best." Fancy enjoys the attention way too much, the smug horse-like beast he is. Zabu also presents her middle horn-like appendage again, to have it played with again, while purring. Andy laughs at the realization of how weird his life suddenly is. And let's hope it will keep going smoothly. "You as well, Zabu."

And while some part of him wants to summon others, it's not the time for it. African Elephant is an even worse choice for any stealth-like situation, so like Death Stalker, it's better to keep it as a surprise as well. While the bird may become useful sooner than later.

"Well, let's move on guys. Fancy, do your thing. And walk on water, I think you being in air would be too eye-catching." Fancy simply nods, and they enter the water, thankfully calm, with no signs of any storm coming. Normal, sunny weather.

"A bit humid though." Andy actually isn't a fan of hot weather, but well, he'll manage. Not the first time after all. And he also smiles seeing such a large creature as Warrior Bug indeed swimming like a dog, because yes, it's just funny to witness.

They move surprisingly fast, and Zabu strangely can keep up with their movement. Although to be fair they don't travel too fast, mostly to avoid any sort of detection. They find some abandoned beach, with no humans in sight. Andy made sure of it with binoculars.

Andy picks them up again, to mostly find out what's going on around him. And some views bring out… complex and sad feelings in him.

He has no idea what is the name of the village, about a kilometer away, but well - it's a dump. Kind of reminds him of the more poor villages in Southern Asia, with similar architecture, to the East of him. Observing calmly the closest to his position buildings, are several rugged bandits clearly drinking something outside of the bar, laughing at most likely some shitty jokes, while noticing that one house away it's their… garrison, even if calling it that is waay too generous. Some women enter and move out of the bar, not very liking the necessity of it. Most likely forced prostitution.

Andy sighs, but in the end, he still needs to be cautious. There may be something like a shinobi or a more skilled samurai inside. Well, ronin would be more accurate here. When one of them looks… very young, blood naturally boils in his body, but the more pragmatic part of him knows that those kinds of sights happen in his world as well, and no one really cares. But when you see this kind of situation directly… it does feel different. It's still fucked up though. Especially when some hungry children approach in desperation that group of thugs, and get kicked out in return, pretty viciously as well. Child abusers as well.

On the West, what catches Andy's eye is surprisingly elegant for this place a cottage of some sorts? It kind of looks Japanese to him, and with where he is it makes sense. What makes him raise an eyebrow is the sight of drunk Tazuna sleeping under it. Is that his house? Really? May be worth checking out, to get their perspective on the situation. Shouldn't be hostile, hopefully.

On the North-East of the bar full of nasty thugs, he notices a slums-like district with some starving villagers, but what catches his eye on one of them is a symbol of pirate jack on one of them. Pirate hideout? May be worth trying to steal from them. Or trying to eliminate them? This may be a weird angle to gain allies, but may be worth a shot?

And on the far North, he notices an impressive oriental-style mansion. It's pretty far away, and binoculars barely manage to give a good view, but seeing a small guy in a suit that must be Gato, screaming on his ronin bodyguards from canon, that Andy doesn't remember names of and… small shinobi? Looks like a genin or academy reject, with something crossed on his forehead. Him being black-skinned hints at Kumogakure though. Kumogakure Missing-Nin? That's… unexpected.

May be a dwarf. Not impossible. Again, always be cautious of shinobi.

This makes Andy frown in worry, but if this guy is Genin or low Chuunin Missing-Nin, he should be able to handle him with what he has at the moment. Deep down Andy is ready to kill, for his own survival, but in the end, it's something he never did obviously. How he will try to do it.

Andy sighs and turns to his very unique companions. And while a horse isn't that weird to see, a bug-like alien is.

"Try to hide, like in water or dig in the sand. No worries, I will be careful, Zabu." Zabu is still worried, but she does follow the command.

"What should I do now?"

[] Go East. Focus on killing/knocking out bandits. Thinning their numbers out should help. Or at least helping people in some way. Although feeding them with his supplies is impossible.

With the decision made, Andy moves cautiously in one of the chosen directions. Let's hope it will work out.

1,9k words chapter. In situations where it's close to full 100 points (like 1000 words), I will always round up the word count. So in this case, you get additional '10' points on the next roll. With 500 points banked, you may get something good, either a creature or a power. This rule may change. For now, I'm fine with doing it this way.

I consider adding a rule that you can't save up more than 500 points for now, which I may unlock to 700/800, later on, to keep the balance up early on. This is kind of an idea, you may not like, which is why I ask for your opinions. I may also simply lock the potential creatures to a maximum 600 points tier for now.

Anyway, the plot should start accelerating now. I feel like the build-up was needed, so I hope it wasn't boring or anything.

Also, that 'dream scene' was my unique way to introduce Theme rolls, and 0 points Summons rolls. 0 Points Summons will happen once per 10 rounds, while Theme rolls once per 5 rounds (this number may change). I did it this way to give you some more points to play with ;).

I am on the fence between these two, though I am firmly againts on no killing shenanigans. Trying to hold back in a high intensity and fast pacing battle is just asking for a suicide.

On Tazuna/Tsunami part - I have an interesting plot idea here that makes them something more than expected, but fair enough ;).

Their house looks nicer than most people around, and there is a reason for it.

But yes, pirates (or 'pirates') may also show something interesting. Who knows? Well, I do :D.

I also prepare MC to not be a Skitter (snort) and directly engage in those battles, as she does. He knows how mortal he is for now. But he may always be detected, which is 100% true.

I'm mostly aiming for a 600 limit at most at any possible creature unlocks for now. Heck, if you guys end up REALLY lucky with 600 rolls, I may put a limit here as well.

There are many cool options in powers for (500), I think. Like summon x3 or Creature Acquisition, or Pocket Biosphere, or at least choose creatures from (400) or (100) from each category.

Tazuna is at least familiar name and opportunity to learn the situation: exact date, recent events, state of affairs... Also, Andy can use Mashine Theme on his creatures and possibly make him look like shinobi puppeter. Maybe it's better, than a walking zoo of dozens of summons and the locals will be calmer. Strange machine is better than a monster walking around, I think.
