Okay, here's what I'll do. I'm going to say that this proposal is moving to quorum. Tomorrow, with some of the adaptations and suggestions, I'll present it to everyone more clearly. That means you should stop voting on it, because the proposal itself is accepted, it's just a matter of clearing up some of the language.
 
How can we actually prevent admittance though? As long as they have the password they get in automatically, right?

That's correct, but Nonsequtur, as the founder, can kick them, and when we open up the region we'll probably create Sufficient Overwatch as an organization to oversee new citizens.

Alright, this is going to be rather short because I'm knee-deep in classes but I don't want to particularly let this die off in the meantime. The discussion session was reasonably productive, mostly around discussion for establishing rules for those entering. So this session, I would like to say, will be mostly about how we're going to open ourselves up and present ourselves to the wider nationstates world.

Our embassies with The Newsstand, The Embassy, The Bar on the corner of every Region, and The Gypsy Lands, are all open. If you want to say hello, go over to their RMBs and post.

Here is everyone in the region who is at or under 25 endorsements:

Our regional average is now 26.15 endorsements per nation, which is extremely high and 3 average endorsements higher than Europeia, making our average rather happy and comfortable without much fear of being overthrown. Europeia is also significantly larger than us (like, uh, 1000 nations larger) which makes getting their average up much higher than us. It's a lesson that bigger is not always better in Nationstates and it pays to have an engaged and active membership.

Now then, let's move to voting.

The only topic of voting this time that gained quorum was the Papers Please Act by @Cornuthaum, which wormed its way through and had some suggested amendments. I'm going to establish some rules regarding amendments of user motions going forward:

1. An amendment to a user motion needs the agreement of the original proposer to go forward.
2. It does not need to go back to quorum, unless the amendment is judged so significant that it changes the nature of the user motion (this will be determined by the WA delegate).
3. As a result, it is recommended that you cooperate with others you think might have good ideas to make your user motion the best it could be.
4. This does not affect write-ins to normal, WA delegate proposed votes.

Now then, let's speak about the Paper's Please Act.

The basic proposal that I will put forward is this:
  • That all users who join Sufficient Union must have an SV Account
  • That all users who join Sufficient Union must join the World Assembly
  • That all users who join Sufficient Union must identify themselves on the RMB
  • If their account is was created after the passing of this motion, they must post in this thread as well. Think of it as "two-step verification".
However, once they have gone through these steps, they are full voting citizens and privileged to both the pile of endorsements we give each other and access to all of the Union's voting. Why do we not want to create residents who are not citizens? Because at the core, putting aside border security, the point is to have some level of political participation for everyone. We don't want an information gap between random people from NS who join the region and don't participate and those who are full participants. This way we preserve a strong legitimate and focused ideal of direct democracy without sitting on a disengaged underclass of people who don't really care.

With that in mind. Two issues crop up. The first is actually approving the motion.

Should we establish a border protection group, Sufficient Overwatch, with border control and citizenship-approval privileges?

Some other minor issues come to mind.

Should we have a Discord link on our World Factbook entry (ie our page on Nationstates) so that people who are interested can come and chat there and get introduced to the region?

However

I think we need to address the idea of people who want to join SU, but don't want to be in the endorsement-sin manifold.

Therefore
I propose that we use Sufficient Storage as not only a holding zone for alts, but also for any citizens who want to join the SU but have no interest in the greater politics or in keeping up with the endorsements, along with non-SV or suspicious users. This could include 'alts' from our linked/embassied regions, to further a spirit of co-operation, while not harming our political power via endorsements and average endorsements.

We cannot keep the name 'Sufficient Storage', as that could be construed as insulting.

This page leads directly to a password, and I would like to fully set up dispatches and such for rules before linking it. However, if they join on discord we can just explain it verbally.
