If we protect ABB turf Lee has time to free Lung. We can grind the dragon and get more skillbooks. Repeated bossfights are always safer than new ones.
Or, and just hear me out here, we can actually try to be a heroic hero. God knows the wormverse desperately needs those.

Also, time spent grinding the same boss for skill books is time spent not diversifying our abilities. Besides, just imagine what we'll get from Lee...

I have chosen to see this quest as a videogame instead of something that is, in the wormverse, real after we accidentaly killed twenty people. Now I vote for maximal action and loot.

Best Offense is a good defense. If we capture Oni Lee there will be no one left to break out Lung and Bakuda. Plus with our Boss Arena we can stop him from escaping so we're the best bet for actually capturing him.

We can also probably swing this into a PR win against the E88 if we take down the ABB completely without their help. Show that the protectorate really can do a good job of keeping the people safe WITHOUT the nazis.

Coil wants Protectorate weaker than it already is. It is in his interest to set Lung free for now.
We need Lung and more importantly, Bakuda out of action permanently in Birdcage.

Is this in character or not? Because, considering that shards muck up people's brains(and, y'know, PTSD), this honestly seems like something that could possibly happen to us in-character. (Though we don't seem to be acting like it at current. Maybe if we accidentally massacre again?)

All the same, however, while increasing our power with minimum effort may be efficient, a more diverse build and/or powerset will offer more options than a "hammer" build.
Besides, who knows, the devs might've included conditions for if we grind in a manner that is "unheroic." Unlikely, in an FPS, but weirder things have happened.

Just a note - Oni Lee is likely to be with the attack on their convoy that frees them. If we're with it, we'll be able to take him down (hopefully)
 
oni lee wants to free lung and bakuda, he will COME to us. We can prepare to deal with him and not have to worry about running into other gang capes.

If there is one thing we don't want than it is the ABB gone. The very delicate balance of power (Lung beating up every now and then the E88) is screwed enough as it is. PRT and protectorate simply does not have the manpower to stop the E88 taking over the city...

Isn't that contradictory? If you want the ABB as balance for the Empire they need Lung. Guarding him is contraproductive for that argument.
 
The main point is to let Oni Lee run damage control and not press him as if he is removed as well the ABB have nothing to put up against even the merchant much less the E88.

Without Lung and Bakuda they'll break anyway. Lee can't hold them together even without outside attacks and he would almost certanly loose against a well-chosen group of empire capes. Always remember there is no Asian community, just Chinese, Japanese, Koreans and others living in fear and respect of the Dragon.

The first thing to do, is, of course, to examine your new loot.

'How to Start Fires And Incinerate People'. Not the most heroic of titles, but you pull it from your inventory nonetheless. It appears in your hands, a huge, heavy tome, bound in what feels and looks like dragon skin. The title is sloppily scrawled onto the front of the book, and when you open it-

Every page just has the words 'USE FIRE' on it. Inspirational.

You can't select 'yes' fast enough, and the new spell pops up in your quickbar, a stylised dragon's head belching flame.

Effect: Create a continuous cone of flame from a point six inches in front of your mouth. It can be as short and narrow as a pin, or 50ft long and covering an entire 90 degree sector, or anything in between.

Neat. Not necessarily the best thing to use in a fight with normal people, but it'll certainly have use later. Plus, it looks like it can be upgraded for more heat and control, if you're guessing right. And it can be used precisely, too – a pin-wide bar of fire fifty feet long could definitely be very useful.

You've made up your mind about the other thing that was bothering you, too – a solid decision on where you'd like to be posted, what you'd like to achieve. You think that taking down the last of the ABB capes is the best choice. While Oni Lee might not have the sheer presence of Lung, the power to keep all the disparate nationalities vaguely classed as 'Asian' working together, he could certainly keep the core of the gang working. Even if he could only hold the Japanese or Chinese gangsters – you suspect Japanese, based on the 'Oni' part of his name – he'd still have a hardened and experienced group.

Of course, that will cause war. There's no way around it, though, not really. You fucked the status quo by capturing Lung, and there's no way back. By removing the ABB as an issue – and taking out their last cape will certainly do that – you can free up resources to fight the other gangs, and maybe even start a push that cleans up the city. For the moment, at least. The endemic poverty and simple fact that the USA is a failed state mean that the gang's won't stay away, but any change for the better is worth the effort.

Things don't improve if you never try.

That's the easy part, though. The hard part is convincing the others, the Protectorate and the PRT, that this is the best way forwards.
