From what I'm looking it, it seems painful to play as anything other than the US and perhaps Japan? That's a crazy difference in Tonnage and Budget.

You can bully the US into having a smaller budget but you have to start early in crushing them. They have a couple of brutally efficient bonuses to their economy that really kick in around 1920/30 and unless you're on top of them and beating them up, they'll quickly outstrip other nations.

Germany has been artificially restricted by our repeatedly doing them violence, often in the endgame they're in the same tier as Japan or even the US. In earlier eras of the game the Brits are often in a very US-like position of dominance in budget and numbers.
 
The other problem with playing as USA is that you have random small colonial outposts everywhere, which can get you into trouble with the other great powers early, and you need to have tonnage all over the place to deal with it. And your early game budget is tiny, which is accurate because the pre-WW1 US Congress policed the USN for every spare penny.

Japan has the issue that there's a series of very early game events that give basically every major power pieces of China very early, so you start getting tension with everyone quite early on and it's surprisingly easy to wind up in a multi-way war quite early.
