Trimmed it more. We're already fairly top of the line, and haven't even really used our weapons. CX doesn't know anything about armor yet. Ciel doesn't know much about energy generation, but since we brought it up her first thing was to probably go looking as to causes and such. And I'd rather no have to explain why we put a Charged Shot through the wall(s).

You wake up, step out of your po... medical pod, and ready yourself for another day.

Today in the afternoon is the session you set to discuss the possible effects of project rebirth. That means you have the morning to do your paperwork, inform yourself about the current events and authorize whatever request they send you to keep the city running... Or you could spend the morning on some projects you wanted to do anyway.

If you play your cards right, maybe you can do both.

You spend the first hours reading quickly the news report, making sure everything is alright and nothing exploded, then authorizing the most mundane of the requests.

Call-wise, the day so far has been very calm, probably because everyone is preparing the reports for the coming meeting.

After a while, you step out of your office and walk towards the cargo bay.

For what you have read lately, you deduce this area was used to repair satellites in geostationary orbit, back when the world was able to build and send satellites into orbit.

You step outside the airlock and into the external platform, and then you try to call Ciel.

"Hello?"

"It's me" You say.

"Oh, hello Copy X. Is everything alright?" She answers. By the sound of her voice, it appears she was already up, which means you didn't wake her up, which is a good thing.

"Yes. I wished to ask you some questions, if it's alright with you"

"Of course it is."

You think for a moment what is it exactly what you are going to ask, and then you proceed.

"Have you found something about energy sources?"

"Well... I have read a few articles about it, but nothing on the scale of a city" She answers, some embarrassment leaking through the line. "My specialty is on reploids and cyber elves, I don't know much about city grids..."

Well, you made Ciel sad again... Great.

"You don't need to worry about it" You say, trying to amend the situation "It's just... Why is the energy grid so strained? The city has not grown in nearly 50 years, and yet..." Some frustration is visible in your expression. The whole situation so far does not represent a problem, but you feel it will. You just know it, and thus you must make sure the problem is eliminated before it begins.

"...From what I read, many of the machines responsible for the city's energy are old" Ciel finally says. "Some parts are very hard to come by, and because of that they are saved as replacements. And the bigger plants cannot be made nowadays"

You think for a moment. If the problem, or soon-to-be problem is parts, the solution sounds fairly obvious.

"What about the ruins? Some of them are intact enough to have said parts."

"I... I don't know nearly enough to answer that" Ciel says, sounding a little defeated. "I will keep investigating whenever I can"

"I would really appreciate that" You say, "and I trust you can figure out things."

Some seconds pass. You look at your sides and behind you, to make sure no-one is eavesdropping. Not like you are making sounds, being in space and all.

Finally, confident there is no-one looking, you proceed.

"There's another question I have" You say at last.

"huh?"

"Do you happen to know some way of improving my combat abilities without copying weapons? Yesterday I had a firefight against some pantheons, and my performance was... It could have been better"

"..."

"You did what!"

"It was in controlled conditions, there wasn't serious injuries!" You quickly say, before the situation escalates.

"Your first combat experience was a firefight? It... You... You should be more careful! What if I made a mistake, and you are not as strong as you should?"

"Second. And I wasn't in serious risk, you don't need to worry" You point out. Perhaps you are not even lying.

"I... okay." Ciel says, seemingly more calmed "There are several ways for a reploid to become stronger. You could carry e-tanks, those would accelerate your natural healing, up to a point."

"There's also cyber elves," She continues, " but they should be your last resource, always. They can make you more powerful in many ways, but... They die when they use their powers too much"

"And finally, there are multiple armors you can use. They should be contained in your potential system, but I don't know what the trigger is for they to appear" Ciel says, in a more sincerely calmed tone. It must be the theme of conversation, you think.

"Master X was capable of summoning the armors at will, for what I investigated. You could try that, and see what happens."

After that, you say good bye and end the transmission.

Currently you are in an open platform, at 35 thousand Km above the surface, in hard vacuum. You can't think of a better place to test new varieties of shots with your buster.

You transform your right hand into a buster, and fire. A small, yellow plasma ball comes out, and quickly disappears into space.

You concentrate on the sensation, and try pushing more energy, then you try to make it turn, and then you shot the fastest you can. Besides shooting more plasma balls, it makes no difference.

Finally, when you are about to give up and you try to hold the energy of the next shot, the power sensation begins to increase.

Curious, you take aim and shoot, and instead of the usual plasma ball you see a greener, much bigger shot come out of the buster and into the void. The recoil is stronger but manageable, and the flash of green light is not enough to bother you.

You try that again, and again, until you can consistently make those energy shots. They are faster than the regular ones and probably stronger, but take longer to fire.

Back in your office, you think on ways to make yourself more resistant to damage. You could try your hand at designing combat armors, but you have 0 experience with those. Ciel mentioned there being armors in some component of you, so maybe you could try to get them out meditating or something.

Buying a e-tank should be trivial, but that would only help repairing damage, not preventing it. So far, the only armor you have is the one you were made with, but it appears to resist at least low-level plasma busters, if your exercise is any indication.

You could also buy a shield, but historically Master X never used one of those.

Is already midday, and you already finished today's paperwork.

The meeting is in 2 hours, and you use some of that time to quickly read what the meeting is about.

For what you can read, it will have a presentation on the required changes, cost and projected benefits, then a tentative timescale, a discussion between the generals of the 4 armies, declarations of the civilian council, the judges and finally your opinion. For a rushed special session, it sounds pretty well organized.

You walk towards the judgment room. As the name implies, it was originally designed for the important trials made in the city, including the ones made after the elf wars. Nowadays its uses have expanded to include important meetings, public declarations and such things.

Tradition dictates you are supposed to enter last, sit on the hearing chair and then start the session. You have seen previous tapes, and have a very decent idea how to behave in this situation without raising suspicions.

You enter the auditorium. It is a very nice room, with tall pillars and ceiling, brow metal plates reminiscing of wood, and many, many chairs arranged as in a theater. A little behind the center, opposite to all the seats is your place.

You walk with confidence, as if you had done this many times before, and reach your seat.

Said seat is a throne in all but name, with a golden X embedded in a flat hourglass-shaped structure behind, and with the Neo Arcadia symbol on top.

You look at the people in the session. There are many faces you don't recognize, both human and reploid, but some of them you had read of before, or even spoke to.

There are the generals and colonels of the Neo Arcadian armies, the science and research team, the civilian councilors and 2 judges. The session is private, so there is no press present, but camera crews are still working to record it.

And so, the session begins.

The first presentation shows the planned restructuration of the armies in 4 main branches, with the inclusion of the explorer corps into the Jin'en and Rekku Armies and the police force into the Zan'ei Army.

By the scientist's estimates, the cost of the operation would be enough to set back the city's growth for the next 2-3 years, and the military forces would be tied down for 6 months.

After those years, the benefits for the elimination of dangerous mechaniloids, climate control and repopulation would offset the cost. The chief explorer even mentions the possibility of recovering lost technologies using the help of the Jin'en ground tanks to penetrate the most hardened maverick outpost.

Aztec Falcon, a humanoid reploid with wing-blades instead of arms, a bird-like face and the general of the Rekku Army, doesn't seems convinced by the project. He considers that it would transform his army into a glorified transport and maintenance service, instead of the fighting machine it currently is.

Hanumachine, a white and red monkey-shaped reploid and a general of the zan'ei army would also prefer their forces to be more involved in combat, but he is interrupted by Tech kraken, another fierce-looking zan'ei reploid, who mentions it would be an honor for their people to join operations with the police forces, maintaining peace in the shadows.

Anubis Necromancess, a reploid resembling its namesake and the newest general of the Jin'en army express his delight in bringing death and desolation on the enemies of Neo Arcadia, and supports the project in full.

Poler Kamrous, a big reploid partially based on a polar bear, but with giant globe-like hands ending in ice claws and general of the Meikai Army, sees the project with good eyes, as it would represent a substantial increase on the navy's budget and would give them an actual purpose beyond patrolling empty waters.

The civilian council is more divided on the matter. Most of the councilors favor the project, as it would represent an expansion in the city's economy mid-term, it would help create civilian outpost and lower the prices of scavenged parts.

Others warn that it would be necessary to lower salaries and reduce life quality for the first years of the project, and the potential of a recession.

The more radical human parties view the project as yet another way in which reploids are amassing more power for themselves and leaving the humans aside.

The more conservative parties fear an increment in maverick attacks until the armies restructure themselves, and suggest a preemptive strike against the closest bases before implementation.

Finally, the two members representing the Eight Gentle Judges speak their pieces.

Blazin' Flizzard, the judge of war actions, a dark-skinned, fuchsia-eyed humanoid reploid in the typical white attire of the judges says that the proposed plan doesn't act against the laws of war, and that seeing the armies dedicated to the betterment of the city outside combat warms his core.

Cubit Foxtar, the androgynous judge of deceitful actions, also gives approval to the plan, but warns that paranoia and overzeal could easily find its place in the Zan'ei Army, if care is not taken. He/she appears to look at Tech Kraken when saying her part, but you are not sure if the message is for him, or at him.

Finally, it comes your part to speak. You are supposed to give your verdict, decide if the plan will be approved or not, and in which way.

You also are somewhat tired. The session extended well in the afternoon, and there was a lot to take into account. Maybe a walk after this would do good to you.

No, you are definitively going outside after this. To know some of the city and vent pressure if nothing else.

What about this?

Mention that even if the project was to be delayed, the city is running in borrowed time: the generators are old and require replacement parts, which will force the necessity to get these no matter what. Even if that was done, it's still a stopgap. That's why the project is necessary: to improve the living conditions and the safety of the city, deal with the Mechaniloids' menace and, lastly but not least, give us the time to catch our breath and come up with a proper solution for the incoming energy crisis.

Seems... maybe wasteful?

I was thinking we could stagger the restructuring? Get Harpuia and Fenrir out first so we have a functioning army and then Leviathan and Shadow after. Aquatic attacks would be a thing to worry about for a time, but I hope it would hold better.

That would work, but I'm not sure if we have in-game knowledge of these two. Edited my vote with your suggestion anyway.

You patiently heard all the arguments, counterarguments and opinions. You saw the charts and estimations. And after some moments of pondering and considering ways to mitigate the consequences, you take a decision.

The whole room is silent, waiting for you to announce said decision, and to dictate how to proceed. The looks each person throw at each other, on the other hand, reveal a huge, chaotic and many-sided battle of influences and more than a few grudges, those not willing to participate pretending to be reading their notes.

You think for some seconds how to address the people here present, organize your ideas and then you stand up.

With almost all the looks directed at you, you begin:

"After hearing all your declarations and meditating over the possible consequences of the project, both good and bad, I've decided that the wisest choice is to approve the project"

You stop for an instant to gauge the reactions. As expected, the Jin'en, meikai and the explorer envoys ooze approval, while the rekku personnel has a more reserved reaction. You are unable to determine the reaction of the Zan'ei forces, however.

"I know that not everyone will agree with this decision, but I would like to expose my reasoning. Neo Arcadia has stood for more than a hundred years, but currently it is running on borrowed time."

As you speak, your tone and body language shift. You become just a little more emotive, and your voice grows a little in intensity.

"Our generators, the source of energy for the whole city are old machines, barely able to fulfill the task anymore. They require parts and pieces that we can't provide now, and each day that we do nothing to solve the issue is a day the situation worsens. There is no hiding from the fact."

"This plan is also not a solution, only a step in the right direction. There are still thousands of mechaniloids freely moving across the surrounding lands, and without expanding, the living conditions of all the citizens will only worsen in time."

You catch the reactions of some of the civilian councilors. Some seem worried, but most appear as collected as they usually look.

"Project rebirth will be our solution to those problems, until we can formulate a better one. It will buy us time to recover, and for the first time in a century mankind and reploidkind will take back some of what the wars took away from us."

"There's some of you who raised worries about the economics of the project. If it doesn't work as intended, an enormous amount of resources would have been spent on nothing. I have a proposition to make: The restructuring of the armies will take 8 months. After that is completed, the project can be given 1 year of trial time, and be evaluated then."

You take a moment to reorganize your thoughts. There's one more point to cover, but overall you think you are doing okay with the discourse. You were made to do this, so is not surprise.

"And finally, I consider prudent if more resources and personnel were to be allocated towards early warning systems and guards during the first months. That way if the mechaniloids, or even mavericks decided to attack, a counterforce could be sent immediately."

There are several murmurs and nods of agreement, and some people take the opportunity to talk to their companions.

Judges Flizzard and Foxtar seem to be arguing to each other, then they appear to come to an agreement.

Finally, you call the session to an end. Everyone stands up and walks to their homes, or wherever they have to be at the moment.

Being already up, you just turn around and walk towards the exit. On the corner of your eye you see Tech Kraken and Hanumachine having somewhat of a shouting match. The words being spoken are formal, but the tone is anything but.

After 2 transerver transfers you reach your room. Overall the day has been quite tiring, but you still wish to take a look at the city.

But first, you cannot just go walking willy-nilly on the streets. You still have not made an official public appearance, and even if you had, it would be awkward, maybe even dangerous.

The first idea that comes to your mind is to disguise yourself. Technically, you are currently disguising yourself as Master X, but you know what you mean.

First you try to take off your armor. The hand, feet and hip sections appear to be fixed, bud after some fumbling you manage to take off the chest section.

Then, you try to take off your helmet. This takes significantly more effort, until you figure out that it takes both physically pulling and thinking about taking it off. Also, it appears your hair is black, with some blue reflections. Huh.

This alone would makes you look different that Master X, but not by much. Perhaps there's something else you can use to disguise yourself? Or you could just go like you are right now.

On the corner of your eye you see Tech Kraken and Hanumachine having somewhat of a shouting match. The words being spoken are formal, but the tone is anything but.
These two might be trouble in the future.

Your plan to disguise yourself continues. To further obfuscate your image, you think using a cloak and some hat should do.

You search among the rooms inside your room, hoping to find such items. Along the search you pick up one of the hair combs, but find nothing that looks like a cloak, or a hat.

What you do find is a standard medical visor, a lot like the one Cerveau always carries with him. You put it on your head, turn down the displays and voila!, a new shiny pair of glasses.

You comb your hair until it looks like the hairstyle Cerveau carried the other day, althoug with a somewhat longer hair, and think on how to resolve the cloak issue.

After discarding the idea of using the towels as an impromptu cloak, you decide to just call a pantheon and order him to bring you a cloak, and a receipt if necessary.

The you take off the visor, put your garments back on and proceed to give the orders. It takes half an hour, but the pantheon comes with a decent cloak and no receipt.

Then you proceed with your plan.

You are currently on the outsides of the Holy ground. Climbing the wall shouldn't be that difficult, and this night patrols are at a minimum because of several reunions.

You take off your helmet and your chest armor, and bury them at a side of the wall. Then you proceed to jump.

The wall is mostly for decorative and delimiting purpose, its light purple blocks not designed to withstand heavy weaponry, and it's height of 5 meters is within your range of movement.

Well, almost. You jump high enough to grab the ledge, but barely. The way down is easier, and after landing you mark the position on a map and don your cloak and visor. You have to re-comb your hair, but otherwise the plan goes as intended.

After walking around some empty streets you slowly come in contact with the city proper, and what you see marvels you.

There's lights everywhere, people and reploids alike are walking and going on their own business, vehicles are going along the streets and the air is permeated with the feeling of a living, breathing city all around you.

You walk around streets and runways, fascinated with how the buildings look from down below. You pass along skyscrapers, smaller buildings and eventually you end up in some residential area. All along the way there are buildings and highways around, and above them is the Neo Arcadian Dome, only recognizable by the lack of stars on the sky.

In spite of your impressed state, you take care of not looking like a madman. The fact that you are using a desert cloak in the middle of the city is suspicious enough, adding strange behavior to the list would be asking for troubles.

It has been a few hours, and you are currently sitting on a bench. Going outside has helped you clear your mind a little, and get a glimpse of what you are doing this for. It's one thing to know what you are doing, and another to perceive what you're doing.

You muse about that for a while, about the things you have pending to do, and the events to unfold.

There's the discourse, in a month or so the four reploids you saw on the pods will be activated, and of course you should keep studying and practicing. But overall, things seem to be going fine.

There's not that many people on this particular park at this particular hour, which creates some semblance of peace among the constant noises of vehicles on the streets.

You think you should return to base and rest, when you suddendly hear a noise.

Carefully you look at your side, and spot 2 individuals doing something with a machine to one of the light posts.

On a closest examination, you see that they are a female reploid and a male companion, but you cannot see if he is a reploid or not. They appear to be tense, and by the way they move you suspect they are not exactly electricians.

You think what should you do about that...

[X] Ask them what are they doing. You suspect they will not take that well.
[X] Use force to stop them. You lack some of your armor, but they don't seem armed.
[X] Wait until they finish, then follow them. It may lead to something.
[X] Call the police. It would be the proper thing to do, but those 2 may be done before the police arrive.

Return: Jumping around
You muse your options for all of a second, then you decide to lay on the bench and pretend you didn't notice a thing. Key world being "pretend".

Minutes pass by. The lights around the park gain an almost imperceptible fickle, one you wouldn't likely have noticed if you were not paying so much attention to your surroundings.

Speaking of which, you try to take a discreet look around you. Nothing here has changed, and the pair is still working on the light post.

More time passes. You try to do your best impression of someone sleeping, but it seems kinda moot, as the pair appears to be very focused on their work.

There's a sudden "ding" sound, and the female reploid suddenly jerk her head in your direction. You lay still, not even risking making eye contact even though you have a visor.

The reploid turns her head back, and pulls up her companion. Then the two half walk, half run towards a street.

Once they are not looking on your direction, you jump off the bench to follow them. By the time you reach the street, you have almost lost track of them. Almost.

You see them, walking on the street at a brisk place. You don't want to risk they noticing you, so you follow them from about 20 meters. Now that they are walking, following is a lot more easy.

They travel across 10 blocks, you following behind. There's not a lot of people on the streets at this hour, which you assume must be a local phenomenon, given that other parts of the city looked a lot more crowded.

The companion looks behind for a moment, and then looks back. He has done so several times already, but he either didn't noticed you, or don't care.

The two companions turn on a narrow alley. You enter say alley, and when you come out they are nowhere to be seen.


You check again. Left, nothing. Right, nothing. Left again, still nothing...

Damn it!

They had noticed you. They noticed you, and you thought it was nothing important, and then they ran away, and you lost track of them.

You are frustrated by the turn of events. There is not much you can do now, except go home. You lost track of the pair, and unless you learn to fly on the spot, there's little you can...

No, that's not right. You cannot fly, but maybe you can do the next best thing.


You take a look at the building in front of you. It has a many windows, and ledges, and things to grab. With luck you can climb it fast enough to get a view of the streets.

You proceed to run to gain speed, and then you jump at the building. The impulse lands you on the wall several meters up, but there's nothing for you to grab there.

Time is at a premium, however, so you attempt to jump again to gain altitude... And instead you propel yourself backwards.

You see the building getting away from you and think on how could you miscalculate so badly, when your back hits the other edifice, in front of the one you were trying to climb.

Acting quickly, you try to grab something, anything to brace yourself, but there's nothing close enough to you. Then you try to jump again, and this time you are travelling towards the first building.

There's not much time to think, and what you proceed to do could be better described as instinctive. You flip yourself to face the building, and just before contact you kick it with enough force to propel yourself backwards, and repeat the motion.

At a quick pace, you bounce from one building to anoher gaining altitude, until you jump from the wall and fall on the top of one of the buildings.


You feel very proud of yourself for a moment. You may be on the wrong building, and that was nothing like what you intended to do, but you are proud nonetheless.

Then you remember what you were doing, and hurry up to search the guys you were following.


One look at the street, and they are not there. You take impulse and jump to the building in front. One look at the other street, and they are not there either.

You look at another street, and another, and another. Each time worrying more than all of this was for nothing.

But you are sweeping the streets faster than they are walking them, and that keeps your hopes up.

Another look at another street, and you see on the distance 2 individuals walking, one of them looking at its sides and behind.

You close the distance from the roofs, the noise of the city drowning your steps.

Finally, you are above them. You wish your visor had a zoom function, but from this distance you recognize the pair as the ones you were following.

They take a final look at the streets, and enter the building.

I planned to finish this 2 days ago, but my cold didn't agree. Anyways, here it is. Also congratulations, now you can wall-jump as long as there are 2 walls close enough. You are one step closer to basic competence.
