Once that is done, you turn your attention back to EROM. You send her a reply. "What's this new magical girl like? Mami just adopted a new magical girl. Is she the same girl you're talking about?"

After you send the message, EROM calls you. You answer and she says, "No. I know that you know about Bo. I'll send you a video of the new girl." It's quite a show.

"All right," you reply. "I'll take a look."

EROM sends you a video and you look at it. It shows a girl having her Soul Gem form right in front of a McDonald's. It's the same girl you once suggested add fries to her order, in front of the same McDonald's.

"I'm busy sorting out that mess right now," EROM says. "Thankfully, thanks to learning about guaranteed magic secrecy, I now know that it should be easy to cover up." Thank goodness. Otherwise, I'd be complaining about how much work this loads me with.

"Thanks, EROM," you say. "For now though, we've got other business. We're meeting Choi Mishil."

"Good luck with that," EROM replies. "She's never been particularly cooperative with my attempts to intimidate her prior to when we met." New buildings sprouting up aren't the easiest things to hide.

"Thanks again, EROM," you reply. "Bye!"

Natsume teleports the group of you to the outskirts of the city. Before you lies a brand new, upmarket residential area, full of spotless mansions. As you approach, you double check the address. The place you were told to go to, simply isn't there. Suddenly, pillars sprout out of the ground, enveloped in a golden glow. Walls, a floor and a ceiling grow out of the pillars. A large desk and a set of chairs form in the centre of the room. Walls surround you, blocking the exit to the road you walked down, though two doors form on the other side of the room as it furnishes itself. A chandelier hangs from the ceiling and lamps grow out the walls. Paintings form where there would normally be windows. The table and chairs lift onto a platform and stairs form on either side, with the narrower side facing you.

In through the two doors walk five magical girls. Two stand by the doors and the other three ascend to the platform. The centre girl take a seat while the last two stand on either side of her. "I am Choi Mishil," says the girl. "I believe you wished to speak to me?" And hopefully, this isn't a trap.

Mishil wears a yellow skirt held up by suspenders, a frilly, white blouse and a yellow beret, decked in flowers and ribbons.

You climb the stairs, one at a time, as that's all the space you've been given. There are enough seats, however, and you all sit down. "I do want to speak to you," you say. "May I ask what the focus of your group is?"

"That's simple enough," she replies, leaning back. "Each of us experienced dissatisfaction with our lives, prior to receiving magic. As we received magic, one of our problems were solved, and we received the power to help solve others. However, each of us received magic specialised in one area. Other magical girls would be better equipped to solve some of our problems. Even with magic, it isn't easy. Working together, we can create a community that supplies us with what we need, in a much better fashion than the authority figures that we have previously depended on, have already proven to lack the willingness or capability to provide us with satisfactory lives, and which have still had the audacity to demand we follow their rules. Well, now we have the power. We have magic. We don't need them anymore. We have each other. We can make our own rules. Any magical girl willing to use her skills to support our community is welcome to join us, and even to bring in loved ones, should she wish, as long as they commit to backing us, and our own rules. "Southern Retribution complains that we're insufficiently patriotic and are making things easier for the North by dividing our forces."

"Tomorrow's Heralds whine all the time about us having responsibilities to those outside our inner circle. As if we should care about those unwilling to support us. We've got enough problems already."

"The Seekers want to expose magic. Which will no doubt be necessary eventually, but we don't want to draw attention before it is, and we can't announce our presence to the larger world before we can deal with the possibility of the government cracking down and crushing us as a minor group of treasonous rebels. So, yes. We clash.

"Secret Talent, Hidden Fairies and Treasure Keepers all pretty much just want to be left alone, which suits us fine. We want similar things. They're more aggressive about it than we are though and think we risk exposure too much, so yeah, they do tend to interfere with our projects." It's such a nuisance having to deal with all of these groups, but that's what I get for going into politics, I guess.

I'm going to put a pin in this for now, since we probably shouldn't talk about too many things at once, but I'm kind of torn here. Something like this could form the basis of a future power base, but the open opposition to normal society could be difficult to work with. It will probably get better if we help them find ways to deal with their problems that don't require them to fight the government though.

You're feeling a bit conflicted. Mishil's magic is very impressive. It reminds you a bit of a Reality Marble from the Nasuverse. And the community she's created seems great for a base of operations for the kind of thing you're hoping to do. But you don't really like the antagonism that she is expressing for the mundane world at large.

Still, maybe you can work with this. You pump up her trust in and respect for you. "Based on your plans and relationships with the other groups," you start, "you should know that there is a secrecy effect placed on magic. It can't become public knowledge. Any attempt to prevent magic's public exposure is automatically successful."

Mishil frowns and glances at her allies, as well as over your head. She's looking at something you haven't noticed. Her allies also seem disturbed by this. "Really? Why is that? How does that work?" That's odd, but it also, oddly, makes sense. And if Hikari says so, I believe her.

"A particularly powerful individual has weaved that effect into the Universe's makeup. She wants magic to be kept secret."

Mishil leans back. "That complicates things. It's great that we won't be revealed before we want to, but never being revealed makes expansion difficult." We'll have to work out just how this affects us, what we can do about it and how to adjust our plans in response.

Next, you want to learn more about Shadows Unseen. These girls seem to deal with them more than most and the other groups haven't given you a good impression of them so far either. "Could you tell us more about Shadows Unseen?" you ask. "What sorts of things have they done?"

Mishil leans back and sighs. "It's not easy to know the extent of what they've done," she says. "Because they spend huge amounts of effort covering up their activities. This secrecy effect you mentioned probably loves them. They use vandalism, threats, violence and esoteric magical effects to cover up what they do. They have two memory manipulators and a charmer to help them with that. One of them spreads disease. Another drains people's funds to supply them with their financial needs. They're pretty good at kidnapping, as they have a teleporter who can control people's schedules, and their own building controller who specialises in creating secret rooms. Finally, their leader drains the intelligence of those around her." They're a dangerous and unpredictable group of organised criminals.

"I see," you say, scratching your chin and looking down. You then look up to maintain eye contact once more. "And what do they offer people in their attempts to recruit?"

Mishil shrugs. "I don't actively investigate them, so I don't know what they've offered others, but based on their offers to us, the general themes are secrecy, revenge, funding, privacy, comfort, protection, allies, and a strong, intelligent leader to provide guidance." That should be plenty for anyone interested.

You frown, pondering what you've learned. "And why do they think you should work together?"

Mishil leans forward. "Like any groups, they're interested in expanding, and they're particularly interested in some of the powersets offered by some of my girls, myself included. Especially our ability to alter laws. Having more underlings is particularly useful for their leader's power. In addition, they share an opposition to the government and a desire for freedom and independence. They're pretty slippery and they want to keep it that way. They aren't really the type to appreciate mundane authority." Yet they haven't been productive and tried to start their own community like we have.

"You said they use violence," you say. "Does that mean they get into actual fights with other groups very often? Do they do that?"

Mishil shrugs. "We're basically gangs. Using violence against each other is just a fact of life. If you want to know if they're one of the more violent groups, well, yeah, I'd say so. Then again, they're also a big target for groups like Tomorrow's Heralds, so they're obviously going to defend themselves and counterattack. Groups like The Seekers have goals directly opposing their own, so they're going to be forceful in their opposition. But any magical girl group would use violence in similar circumstances. That said, their violence is one of the reasons I don't trust them, yes. The bigger reason is that they go out of their way to make sure that neither I, nor anyone else, knows much about what they're doing, or have done." How am I supposed to ally with a group that won't reveal what they're doing?

"Well, either way, we want to check them out," you say. "But on more pleasant topics, I'm happy to hear that you've found ways to help each other out. I was hoping you could tell us more about those projects."

You start to scan her mind to see what she's leaving out. You quickly find something. The oldest magical girl in the city is standing right behind you, invisible, on Mishil's orders. Mishil has no plans to mention that.

Mishil waves a hand. "I built all the buildings you see around here. We also use magic to provide electricity. One of us uses her magic to cook for us and she is one of two who provide transport. Another provides most of our security, though we all chip in for that. As I said earlier, we also have access to law manipulation, which keeps the government from bothering us." It's a good setup.

The invisible girl is Park Da. She has survived this long due to her specialisation in hiding.

They have a second veteran in Cho Myung-Ok. She's the security specialist with magic focused on protection. She makes barriers, causes repulsion, and renders objects intangible or harmful to the touch.

The electricity generator is Mun Myung Hee. Park So Young is the cook and has magic relating to food and teleportation.

Their law manipulators are Han Soo-Jin, Han Bong-Cha, Kim Dae and Gang Choon-He. Soo-in is also a scryer they use when they need to spy. Bong-Cha is the other teleporter, though she can manipulate space in other ways too. Park Da helps her with spying as well. Dae disables security and renders objects safe to touch, which makes her a useful thief. Choon-He has minor time manipulation like Kirika, which is particularly good at affecting perceptions.

Their last member is a second thief named Rhee Soo. She summons objects.

The four girls flanking Mishil are Myung-Ok, Mun Myung Hee, Choon-He and Soo.

Myung-Ok still looks like a teenager, despite how long she's been a magical girl. She has short, dark hair and deep purple eyes. Her dress is long and dark purple, covering most of her body. She also has lacy, white gloves and a bonnet. She has large, dark button and frills down her chest and exposes practically no skin. Her shoes are thick, black boots with silver buckles. She's skinny and hunches to give the impression of someone very short. Her Soul Gem is a purple broach shaped like a treasure chest.

Choon-Hee's violet hair sticks out from her fur-lined hood. Her sleeves and trousers are also lines with fur. The fur is white, but the rest of her outfit is purple, like her eyes. Her soul gem is a purple arrow strapped to her left wrist.

Soo is the third girl dressed in purple, but it is a skin-tight catsuit, complete with a nekomimi Alice-band. Her soul gem is a purple circle on the back of her right glove.

Mun Myung Hee is the exception, with an orange colour scheme. She has wild, long, orange hair that sticks up in spikes on top of her head. She is tall, but also skinny. Her outfit is orange, but is not a dress. She wears shorts and a short-sleeved blouse done up with tassels. Her shoes look like sports sneakers with bright orange accents. Her soul gem is an orange lightning bolt she wears as an earring , dangling from her left ear. Her right ear has no earring.

It really depends on what you're wanting to do. You can run a mutual aid society or whatever without interacting with the government (in most countries, anyway), but if you want to go around making buildings as teenagers it's probably necessary. It's a power to be used sparingly, but I'm not to concerned with what they've done so far, aside from wondering where they got this land from.

With a yellow glow, the raised section lowers and the back wall opens to form a large arch. You walk through it with your own team.

"What are you planning to do next, Hikari?" Mami asks. I trust that it will be a good plan.

"I'm planning to meet Tomorrow's Herald's next," you reply. "They seem like your kind of people. They've made their own crime-fighting group, so maybe you can exchange tips."

"That sounds like a wonderful idea!" cries Natsumi. You're so wise and sweet and smart.

"It does." Mami nods. "It's like my dreams are coming true." I'm so glad you entered my life.

You smile and call Park Myung again.

"Hi, Hikari," she answers. "How'd it go?"

"Not bad," you say. "They're an intriguing bunch. But I've got more groups to get through. Could you put me in contact with Tomorrow's Heralds?"

There is a slight hesitation. "Okay. I'll send you Choi Hyun's number. Just a warning. She has a ... flair for the dramatic."

"Thanks," you reply.

"Bye."

"Bye."

You receive Choi Hyun's number and give her a call.

Her phone rings for longer than it did for the other groups before it is answered. "Thank you for calling the Justice Hotline! How can Justice Girl serve you, citizen!?"

"Um ... I'd like to organise a meeting," you reply. "I'm Tahibana Hikari. I'm a magical girl from Mitakihara, Japan. I'm here as a negotiator to help organise peace between the various magical girl groups in your city. We're hoping to do something similar to what your group does, but we have to remain neutral and learn more about the situation."

"Peace. A noble concept. One befouled by so many. Your dream is inspiring. I, Justice Girl, shall help you achieve it! I will inform my sidekicks and send you the address."

"Thank you," you reply.

"It is always an honour to fulfil my duty. Goodbye and fare thee well!"

"Uh ... bye."

A few minutes later, you receive an address and ask Natsume to take you there.

You all hold hands and teleport to the middle of an alley.

"A group of superpowered individuals uses their abilities to instantly transport themselves into the territory they were invited to!" blurts the same voice from the phone. This time, it is over a microphone. "They are confident in their abilities, but is their confidence misplaced!? For this territory is under the watchful eye of JUSTICE GIRL! Are they allies of Justice, here to unite against a common foe!? Or are they tricksters, here to ensnare Tomorrow's Heralds in a devilish trap!? Never fear!? No trap can stop JUSTICE GIRL! Halt, girl in the nurse's outfit! I know that if you come closer, you will be able to use your powers on me! We will do our negotiating at this distance, with no eye contact and no cameras!"
