As I see it we'll have to handle essentially dismissing the class as a pause versus a full on "You Have Concluded Your Training" certificate. If Yui the newbie thinks they need more experience they probably really really do. However Maiko is overwatch for a reason and if her head is not in the game then I cannot say in good consciousness that continuing is a good idea.
 
I'm bit fuzzy on the details but considering this chapter's issue in quite a while made me want them get it over with, tell the truth to Yui instead of all this tortuous dancing around.

Yeeeah. I do think that as much as Yui plays at being (and is) immature and naive, I think she's strong enough to take the witchbomb.

I mean, I don't think this is actually policy yet, but hey, we're the boss here! We can make it policy if we reinforce it enough in these formative days. And unironically, it's not a bad idea to make sure to do something to minimize emotional turmoil after a hunt goes wrong. Though I shudder to think what will happen when we eventually recruit someone who doesn't like ice cream...
 
Alright, I agree with the idea behind the current plan but... Well we're still in Instructor Role. And our Seargeant Rock is about to have a Witchbomb talk it seems.

So this plan is in 2.5 parts.
Part 1 - Session Wrap Up
Brainmail Maiko as how she wants to handle feedback/assessments. And whether she'd want to do another big group session or break it into smaller sub groups focused on particular skills/roles.
End Training for the day, clear that this is not intended to be the end all be all lesson.
Announce the structure of the lessons in the future. IE - Big group session again, time to be determined or sub grou

Part 2 - Safety Briefing
General reminders of no hunting Witches alone, that if an unknown magical girl is in the area inform Yui and or Maiko. If they see Kyubey talking up a girl who hasn't contracted, try to get the girl's contact information and pass the news along up to Yui and Maiko. We're trying to keep anyone from being blindsided. Oh - and that they are liable to be seen as threats if they go into other MGs territories uninvited/unannouced. Also general information about the town as in Witch population is unusually active due to lack of MGs.
Part 2.5 - Non Magical girl bonding time.

Witchbomb Yui when?

I mean at this point she's already handling ethical issues around witch treatment and concluding that ending their suffering is a mercy of sorts; we're already more-or-less treating them like tragic (and dangerous) people instead of mindless beasts.

And she's pretty much only ignorant at this point out of a mixture of trust and choice.

Seeing as we are her choice, are we ready to take that final step?

Good question - trick is convincing Maiko. And she's also managing her own mental condition. And timing because the WitchBomb is going to wreck Yui emotionally even if it's not a spiral. Just legitimate bad day, and Yui doesn't have the leave time for an emotional health day.

Something else that I'm not sure how to handle. How do we explain the Veterans already in the city and established and the etiquette of no poaching, and general etiquette because everyone is expecting invasions and the veterans don't know the new girls? Because I really don't want fight breaking out because we have blue on blue.

The one person I know who doesn't like ice cream IRL doesn't like it because of the cold, so those wouldn't work for him. If it's just texture or something that's the issue, your suggestions would work fine, but we should have a backup plan in case they're just not into cold desserts in general. I'm wondering if there's a cupcake shop nearby or something that we could open friendly relations with.

Yui's first big "being meguca is suffering" type conversation with Maiko was in an ice cream shop, and as far as Yui is concerned that precedent is enough for it to be policy. :V

Good question - trick is convincing Maiko. And she's also managing her own mental condition. And timing because the WitchBomb is going to wreck Yui emotionally even if it's not a spiral. Just legitimate bad day, and Yui doesn't have the leave time for an emotional health day.

Basically. Maiko is simultaneously doing her best to preemptively mitigate Yui's reaction to it and delaying the actual reveal, possibly more than she should.

There are several interaction routes or possible events I might toss in at any point that would force the issue at this point, of course. I will say, on a meta-level, that simply forcing the matter with Maiko is neither the best nor the worst option for getting the reveal.

Of course, if we want to be really strict about the ice-cream thing, Sorbet is a thing, and hot-chocolate is kind of vaguely like hot ice-cream while tea is kind of vaguely like hot sorbet...
