North Winds Fall (Xianxia - Survive the Protagonist)

2-5 Four Families: Xue - Yang - Hsu - Su
[X] Bringing Rural families and communities full on board as equal partners with families from the Capital.

[X] Making a Fresh start, apart from the Xue family name. Autumn still wants to find her siblings but she's done with the evil and folly of Xue and what it stands for.

Grandpa Yang spoke with Autumn only for a moment as they hurried out the next morning to visit with the local Yangs.

"You've got a lot of questions I'm sure, and so do we. We'd like to settle in today and then sit down together tomorrow."

Neither Grandpa Yang nor "Uncle" expected the extra arrivals that night. Uncle had to get up from the dinner table and enlist other villagers to find places for the Su and Hsu families to stay.

So the meeting the next day was with Yang, Su and Hsu families, and their attention was all on her.

Grandpa Yang spoke up, "I think we are eager to know your intentions Princess. If I may be so bold, our three families have no interest in Sang or Conner control of the Empire, even with the two princesses involved. Sang Tia and Conner Kasi are both loyal to their family of marriage first. As they should be. Unless Xue Chi shows up, you are our last hope for the Imperial family."

It wasn't too surprising to hear that from Grandpa Yang, but she hadn't really thought of the Imperial family continuing, it was already destroyed, and more bad would come when these pirates and outsiders arrived.

"I think we need a fresh start, but not the destruction which Lin Tsu promises. I fought him recently, and he used plagues, pestilence and horrible alchemy to try to kill me. These are not the ways of some kind of hero like he thinks he is. They are the same foul ways he used to kill my father. We can't let him or his Wu Allies take over.

Not everything can stay the same however. The Sang family represents a lot of what I don't like about my family and the way my brothers ran things. I can't let them take control even if it's in my sister's name. It's time to start again, and I think we should consider looking beyond just the capital. I want to argue for rural families and villages gaining a voice as well, we need to put some effort into including them in our conversations.

I am eager to rescue my siblings, especially my younger siblings who didn't do anything wrong. The Wu family and Lin Tsu are hiding them somewhere. The Xue family will recover, even though right now I can only join this council as myself. I have progressed in my powers, I was able to force Lin Tsu to flee when I fought him recently, but I don't expect Tsu to stop his own power progression. I also have several treasures I collected from the South and West palaces that I am willing to place before this council as additional consideration."

Yang priorities (fixed): Integrity, continuing Imperial line
Yang opinions: Dislike Wu - Lin, Neutral to Sang - Conner

Su priorities: Opposing Sang family, Supporting Autumn personally (not in favor of renewing Imperial Line)
Su opinions: Dislike Wu - Lin, V. Hostile to Sang - Conner

Hsu priorities: Wise Rule, Supporting Autumn personally (not in favor of renewing Imperial Line)
Su opinions: Dislike Wu - Lin, Hostile to Sang - Conner

The Hsu grandma who was representing her family responded first.

"Look, we can't follow the line of Imperial Succession exactly. We'd have to give your brothers each fourteen days to appear, including the Fifth Prince, and then there's no rules allowing for Princesses to succeed to the throne. Even if there were, you've got three older sisters. More importantly, we do want to avoid the Sang family taking control.

I think what we've seen is no one can do it all alone. We all need other voices of reason to keep us in check. So as for the Hsu family, we are in favor of a council, not in favor of returning to Imperial rule. It seems reasonable to seek more voices of wisdom, where we can find good representatives in the outlying areas, we would love to have them join this future council."

Father Su spoke next, "For the Su family, we'll consider working with anyone elese, as long as we can stand firm against the Sang family. If we do anything else, first we have to make sure that they can't take over. Some of us are going to have to go back to the Capital to resist there influence. And secondly, we stand behind you Autumn, we've only interacted on occasion before, but between my wife and kids, we all come away with a good impression. Like the Hsu family, we have no desire to see the Imperial line continue, but we are here to support your plans."

"Princess," Grandpa Yang asked. "If you want to continue as the next in line for the Emperor, even if we have an interregnum for now, we would hope to convince one of our other families. Is that want you want?"

"If things were different, and the Su and Hsu families were eager to see the line continue, I would support that, but honestly, as it is, I think devolving to a council of four families is what I support. With four, we will have to work together and gain the support of two other families to pursue anything. I was not raised to be a ruler, I was raised to be a wife, and I worked hard to break out of that mold, but I was more interested in Tuan's swords than Son's administration."

Conversation continued, and the Su and Hsu families filled in Autumn and the Yangs on the quickly changing Capital situation.

"There is another group of families having conversations much like ours. You may not be aware of them, Autumn. The Vong family and Ho family were the first two families but others have sought interest. We have no reason to oppose their efforts, it would be good to make contact.

Open fighting has broken out in the Capital. The Sang and Conner families are attacking families in their homes. The Su family as well as our Hsu family were attacked. The Wu family is taking control of Hightown and raiding any merchant families there not supporting them.

Many of the poorest families in town have actually resisted the Wu family, and now there's a lot of anger in those parts of town. It's disorganized anger but it will have an effect."

Grandpa Yang finally relented on the Imperial line talk. "If the Xue, Su and Hsu are against it, we won't fight for the Imperial line," Grandpa Yang said. "If we are to insist on one thing, it would be fighting to stick to our word. The Yang family is known for that, and I don't want to think any less of our council's integrity. We will hold on to the Sang and Conner family's bank money for the duration of this conflict, but if they surrender to this council, our obligations will be repayed even to them. This is our Yang bedrock and foundation."

Grandpa Su responded, "We don't have a problem with that. Our firm position is that we must oppose the Sang family. We are flexible on everything else."

Grandma Hsu confirmed her family's priorities, "We were adamant about not continuing the Imperial line, but now that that is settled, we consider it even more important is that we conduct our council with wisdom and open conversations. We will oppose any group that wants to put brute unthinking force or unexamined tradition in charge. That means the Sang and Conner families, and seemingly the Wu family are not qualified."

Autumn completed the four families statements with her bottom line, "I won't work with the Wu family or Lin Tsu. I think Lin Tsu needs to be arrested and face judgment for what he's already done. And I need to find my younger siblings. Xue Wei, Xue Tai, Xue Siu and Xue Suk are all currently captured by the Wu family or one of their supporters. I have no idea how they are being treated right now, but I don't want to subject them to a moment longer."

Autumn added further, "I will go back to the capital, if you think I should be there to look for more allies, and seek out the Vong and Ho families. I want to ensure someone is looking towards our Rural friends. Grandpa Yang, do you think your family could take up that matter. Starting with this village, and moving on to others nearby? Bring all of the families of the village in to discuss these things, and maybe each village can appoint one family to act as their representative? If you are willing, I'll leave that with you."

Grandma Hsu said, "Let's take the night and consider what our plan actually is, instead of just flying off in four directions. In the morning we can decide exactly what to do."

Father Su and Grandpa Yang agreed, and they broke up the gathering to spend the day in rest and contemplation.

First thing the next morning, they met again to put together a few plans and decide among them.

Vote on a Plan for the next few days (or write in your own):

[ ] Plan 1:
Autumn & Su family return to the capital. The Yang family purchases property for the council in their home village. Hsu family seeks support amongst nearby villages.

[ ] Plan 2: Su and Hsu family return to capital. Autumn and the Yang family seek support amongst nearby villages.

[ ] Plan 3: The Yang family purchases property for the Council, the Hsu and Su begin seeking support amongst nearby villages. Autumn returns to the capital to talk with the Vong family and find out where her siblings are being kept.

[ ] Write In
(Returning to the Capital takes the full time for a family, but Autumn alone can get something done once she gets there. There are other ideas for the families, but they should be options the families could realistically know about.)

Will the foreign invasion be happening anytime soon? I just want to know if we'd need to prepare an exit strategy soonish.

I'd like to get Wei, and the others, sooner than later

2-6 Back to the Capital
[X] Plan 3: The Yang family purchases property for the Council, the Hsu and Su begin seeking support amongst nearby villages. Autumn returns to the capital to talk with the Vong family and find out where her siblings are being kept.

The spirit, who had been mostly quiet in her days in the village, was very talkative and even talking down to her as she flew towards the capital.

You still think like an Initiate. Those who use Fire or Earth or Lightning may be brutal and direct, but pracitioners of Water and Shipwrights of the Air are not.

So long as you try to force the Wind to obey you will struggle.

When you defeat a mountain by climbing to it's summit, and then stand looking out at the great expanse and realize the many winds that have been with you throughout your journey, then you will understand the Winds.

Guide them and be guided. There is no control without being controlled. They are constantly moving, yet never constant.

The Winds accept all of the other elements, resisting none, leaving earth, water, fire and lightning changed by their touch. There is no boundary they will respect.

Do you think your mind is an impossible barrier to the Winds? Be wary.

Autumn was not very familiar with the Yu family. So it was a bit awkward to be waiting in the foyer of the Vong family's home, at the same time as the Yu famiy's elder.

After a long wait in silence, one of the Vong family servants finally approached the two of them.

"I'm sorry, Master Vong is extremely busy. The Wu family is already letting power go to their heads by preventing shopkeepers from opening their doors. The Wu are allowing their own allies to buy food and supplies but no one else. Master Yang is working with many of the poorer families to see what can be done. Already there's been a realization from the people, that the Wu need to be stopped."

Autumn protested, "I'm not here just on my own behalf. I come with the agreement of the Su, Hsu and Yang families as well, seeking common ground with the Vong and your partners."

"I don't think Masters Vong and Ho are interested in the old powers. All the powerful families let their greed take over, and now they've abandoned the Capital to the Wu."

Without any luck with the servant, she stood aside as the master of the Yu family tried his luck, but he was turned away as well.

Perhaps it wasn't just chance that Master Yu followed her as she walked through the city. Sang and Conner family troops were everywhere in the residential district, and she had to cut down side streets a few times to avoid them.

"Princess?" finally the Yu elder shouted, as he struggled to keep up.

She turned to look at the Yu family elder. He was in his late fifties perhaps, only a few years younger than her father. "Hmm?"

"You said you are here on behalf of the Su, Hsu and Yang families?" Master Yu asked.

"Yes. I just arrived back in the capital. The Xue, Su, Hsu and Yang families are equal partners, but if you are interested in joining our council, I could direct you to the village where we are operating from. I have some other business to attend to but I would be happy to visit your family's home later this evening or tomorrow."

"Let me confer with my family, but with the Vong's cold shoulder, we may be interested. Tommorrow then. Lowtown seems to be a safer meeting spot right now, across from the laundry."

"Tomorrow," she agreed.

It was no easy thing to try to find children who were being kept hidden. Her siblings had to be kept with families that Lin Tsu trusted. Would they be kept inside?

The city was big, the chances of finding anything small, but she prowled back alleys of the Residences and Hightown. Hightown was the place where Wu family influence was higherst, but only a few families had homes above their businesses. The Sang and Conner families prowled the residences, but there would be a lot more homes, and open conflict between the Wu and friends and the Sangs and Conners was frequent.

She was lucky to be in the Residential district when a dozen Wu family militia escorted a few families out of a home. They were retreating from Sang troops, and a stray arrow almost struck Autumn where she was hiding.

Not Luck, but the Flows of Winds, which have kept you hidden and revealed what you seek.

Roll for Sibling: Wei = 1, Tai = 2, Siu = 3, Suk = 4. 2. Xue Tai found.

Autumn spotted her little brother, the Fifth Prince, being guided by an adult. She didn't recognize the family Tai was with, but when the Sang archers stopped firing, and their swordsmen approached, Autumn used the moment to try to rescue Tai.

Sang (15 H.P. = 5 dice) targeting Wu: 70 91 1 14 81 = 257
Wu (10 H.P. = 3 dice) targeting Sang: 88 15 77 = 180
Autumn (15 H.P. = 5 dice) targeting Wu: 57 10 79 61 88 = 345

602 / 50 = -12 HP for Wu : Wu defeated.
180 / 50 = -3 HP for Sang

Grab Tai and Escape (DC 50 -20 = 30 (Confusion): 52. Escaped with Tai.

The Wu coalition militia was completely unprepared as they tried to resist the superior Sang fighters. Autumn deliberately knocked away the adults near Tai with a burst of wind, and then distracted the two militia members closest to her, and the group crumbled. Some were struck by the Sang's sword blows, and others fled.

In half of minute, only the children remained. It was an awkward moment as she started at the Sang troops, and then she picked up Xue Tai and escaped into the air.

Tai started crying, so she landed a few blocks away in a quiet alley to console him.

"It's okay Tai. I'm here. I want to find Wei and Siu and Suk too."

"I don't know where they are," he said when he recovered. "All the kids were mean to me. They called me Princess to tease me."

"Come on, it's not safe here," she told him.

With all of her friends and allies now outside the Capital, she didn't have a good place to stay before seeing the Yu family in the morning, so she decide to check if she could stay with the Yu family overnight.

Maybe it was the fact that they were one of the last houses on the eastern most part of the Residential district, but the Yu hadn't been forced out of their home by the Sang or Conner families yet.

Still, as she waited outside with Tai, she saw three generations of the Yu family coming and going, and they were armed and armored.

"Do you know where your mom or the other consorts were taken?" she asked Tai.

It was said that she couldn't even remember Tai's mother's name, but she hadn't seen her own mother for years until that day she stopped to pick up Wei from the Consort Palace.

Tai shrugged. He wasn't informed of anything, she suspected. He was sitting in the dirt, playing with a stick, peeling off the layers of bark around it.

Finally, one of the daughters of Elder Yu invited them inside, and at least Tai was able to warm up. The capital was truly a foreign and hostile place for her now. It was a bizarre thought.

~~~
The Elder she had spoken with earlier that day was Yu Boqin. He was the oldest of three brothers, and it was these three families of Yu that made up the larger family group. Boqin himself had two daughters, both were married to men of smaller families who had joined the Yu family rather than staying with their families.
The City was becoming a place of great tension, as no one knew where the next meal or neccessity would come from. The Wu family was controlling more and more of the merchants, and their grip over Hightown ensured no merchant couldn't turn against them.
"I don't know how the rest of the council will vote, but I expect they would be happy to see the Yu join as our fifth member. In addition, we are focusing on bringing several villages onboard, with a council member for each village as well. If we hurry, we will control the harvest while everyone else was focused on the Capital or Palaces. We'll have to attend to the situation in the Capital eventually, but for now we still are looking for more partners. Which is why I was eager to talk with the Vong family."
Yu Boqin nodded, "I'm eager to hear from the Yang family and the rest. And you said the Yangs have kept all of their account books even when they fled?"
"If you have a balance with them, I know they will honor it. They've kept all the storage artifacts from the City bank branch as well."
~~~

Su family Village partnerships? 10: No results.
Hsu family Village partnerships? 40: Vague interest from neighboring village (+10 to future rolls there).
Yang family: Establishing the Council building: 50. (Council debt: 17 silver.)
Farmhouse and Barn bought for Council. More work needed to remodel and furnish.

"Grandpa" Yang Shan walked around the barn. It would make a suitable storage space for Council property. The farmhouse needed a lot more work, the family who owned it lived just down the road from the farmhouse, but they hadn't used the second house in a year, and it showed neglect. There just weren't a lot of buildings to spare near the village. This was their best option, unless they planned on building something brand new. That would happen eventually, if the coming months went well, but they needed to be fast about things for now.

He had established an account for the Council, and paid for the building with Yang family funds, counting it as a loan from the Yang bank to the Council. Their council had a lot more decisions to make, such as financial obligations of each family.

He hoped Xue Thu had good luck in reaching out to the Vong family. Thu was certainly different than the young girl he had met depositing her first gold coins. No head for numbers, but Xue Thu trusted his family to take care of things.

The Emperor was often curious as to the safety of his private storage, and his sons moved things in and out of the bank all the time, but Thu barely touched the money she received, allowing him to lend from her balance of gold.

Shan was surprised to see the Su family back by late afternoon. "Father" Su shook his head, "I've never tried to talk to farmers before, to be honest. My wife had a bit more luck, but the villagers acted like nothing had changed from last year's arrangements. I don't even know who had the tax rights here. Whoever their normal contact is, we have to make sure they don't try to steal from the farmers right under our nose.

The Hsu family were only slightly better off, gaining a promise to review things again that fall. There were still other villages to speak with. "Uncle" knew of five more nearby.

Yang Shan hadn't ever paid attention to rural matters. The life of a City bank manager was busy enough on it's own. None of the coalition's members had any clue how to approach farmers, how to explain the shakeup happening in the Empire.

Wow. We suck at building up our faction. At least this means we're too small to really focus against right now?

We're kinda late to the party, plus most of the interest is either in the Cronyist old ways of the Sangs and Conner, or the more revolutionary, anti-elitist Wu or Vong factions. I think the rolls have been pretty good.

The rolls have the Slums hating the Wu, which is the only reason the Vong faction is still viable for control of the City. Eventually Park, Snow and Chan will get all they can from the Palaces and make their influence felt too.

The original opinion rolls were really bad for Autumn, but it could have been just autumn and the Yang family if the later on rolls were worse. Getting Su, Hsu and now Yu was pretty lucky actually.

Finding a way to group up with the Vong - Ho faction, or the Park family, or getting a bunch of rural villages on board is the best hope. Right now, no one is fighting against Autumn's group, so that's the good part.

2-7 Planning
When Autumn was still living at the Consort palace, Xue Tai was quite young, and she had only seen him once every few weeks since then. She had a lot of time to get to know him better as they headed back to what she thought of as Yang village.

Tai was bored, but she took Tai as she flew around scouting the way forward.

By comparison, Wei was very mellow for her age, even for being a year older than Tai. With her younger siblings separated and placed with different Wu faction supporters, she would have to make another effort to find her sister, but although it was a bitter thing to do, she had to get back to the Council and decide on their next plan of action.

When she arrived, "Uncle" directed her to a farmhouse on the edge of town. The barn near the house was where she found them. Hsu and Su and Yang elders were gathered, sitting on buckets or bales of hay, the roof leaked in a few places, and the smell of animals had not yet left.

Yu Boqin looked around and commented. "I guess we're the country-folk now."

Autumn turned to the others. "I'm back. I can't call my search for family a success until I find them all, but I was able to locate and rescue Xue Tai. And I connected with Yu Boqin, and his family. But our hopes of working with the Vong are dashed for now. They are distracted. I don't know exactly what's going on the in the capital, but I do know everyone is being made to pick a side, and we may have to make our presence known.

It may have started with a lot of strongly-worded persuasion, but the Sang, Wu and Vong factions are all organizing militia forces now. The Wu family are nearly in control of Hightown, while the Sang and Connors have a tight grip over the nearby residential district. They've both left the Vongs with an opening, and the poorer parts of town are coming under the Vong family's control."

Grandma Hsu spoke, "We can't just sit here while everyone else decides the future of the North Winds. Maybe the Vong would take us more seriously if we were in the capital."

Grandpa Yang said, "or we make a big play for the rest of the country. If we control the flow of food into the capital, we can negotiate from strength."

Autumn spoke up, "I'm still going to find my sisters, so I'll have to be in the capital sometimes. Last time the Yu family was there to help, but if we don't find other friends in the capital, it'll be more difficult. The Sang and Wu factions wouldn't hesitate to attack me wherever they find me."

Father Su asked, "Maybe there's some other secrets your father saw fit to share with you?"

"We could try to capture one of the Palaces, but our five families aren't a bunch of fighters. The Snow family have the North palace, the Chan are at another Palace, although I don't know which one. I think the Western Border palace would be closest for us. I don't have any other secrets, unless the Grandpa Yang is willing to open my father's vault."

"If this council agrees to support you as Empress, I would be willing to open the Xue family boxes. Otherwise, I will give them to whomever becomes the next ruler of the North Winds."

"I'm not eager to put myself forward in that way," Autumn said, "and this council is looking for a different way forward. I don't think we have the votes to restore the Emperor as it is."

Grandpa Yang broke the uneasily silence that filled the barn. "The Yangs will support you Autumn, and your claim to the throne. Your sisters have chosen their families of marriage, even as those families betray the Xue. Xue Tai is too young to lead the North in this turbulent time. We can't deny that your older brothers have been involved in some dark business. There won't be any reform with one of them, even if we were able to storm the Wu faction and recover them before their doom comes."

Father Yu spoke less, but it was significant to hear his support, "We are willing to support your ascension, so long as you chose advisors this council approves of."

Autumn considered it possible, that if she put herself forward for Empress she could convince the Hsu and Su to support her claim. With the majority of the Council behind her they would probably agree. Or she could remain one family leader among the 5 of the council.

Do you want to declare yourself Empress Thu Xue, with the Council's Support (80% chance of success), or remain just one of five family leaders of the council?

Council Planning:
(choose one):

[ ] Begin establishing a Council foothold in the Capital?
-- [ ] Minor foothold. Most significant actions will remain in the Rural areas of Western North Winds.
-- [ ] Significant foothold. Split the council's attention between the Capital and the Yang village and surrounds.
-- [ ] Primary focus. Leave a token presence here, in case rural families are interested in joining the council. All five families will begin working to influence and regain control in the capital.

[ ] Continue focusing on bringing Villages into the Council.

[ ] Begin assembling and training the Council militia.

[ ] Plan to take over a Palace

The Hsu, Su and Yu families sent some of their younger generations with Autumn back to the Capital to establish a presence in the city. Autumn had plans to find where Wei was being held also, and find out what was being done with her brothers.

She expected Xue Chi probably left the city entirely by now. She was mad at him for just leaving, but at least he was free and alive. She didn't know whether her other brothers still were.

It was a tense moment in the council when she decided to become the first woman ever to take up the rule of the North Winds. It didn't mean much yet, their council was only a small part of the powers currently disputing her father's succession. The Sang - Conner coalition supported Sang Tia as Empress, and the other powers sought the destruction of the Imperial system.

Autumn was determined to be an Empress guided and advised by a Council that was independently elected, and she intended to continue in that pattern, adding council members as more families and villages joined them.

Autumn and her group were able to avoid the hotspots in Hightown and the Residences, and found the old Palace grounds which seemed mostly abandoned. While all of the houses and the Palace itself were likely to be looted, it was the best uncontested place to operate from.

She had seen some tents and trash on the ground so far, but hadn't had a chance to really get her bearings yet.

Hsu Shun knew a few people who used to work for his family, who lived in the slums, so he would make a few contacts there. Hsu Daiyu would go to the Lowtown area and reconnect with some of her young friends there.

Su Xiaodon and Yu Jia were best friends and would make contacts in Hightown and the Residences. Separately, Jia's older brother Yu Chao would make his own rounds. Autumn planned to meet up with Yu Chao, since he seemed the best suited of the young folk for stealthy business. He could keep quiet when silence was needed, which was more than she could say about his sister.

"Tuesday we'll come back and focus on thoroughly exploring the Palace Grounds. We'll have to deal with anyone who has decided to move in. Until then, chose your friends wisely and speak smartly. Don't reveal more than is needed about the Council."

Soft Power cannot be shared between the Capital and the rural regions. Hard and Soft power each have to be allocated, whether it's to the Capital, or the West, South or North rural regions, (the East region borders the Eastern wastelands and is not very productive or populous, so excluded for now).

I counted your vote as establishing 20% Capital city allocation, 80% West rural allocation, and with this turn I will start tracking influence in the Rural areas. Because Autumn herself is in the city and counts for 15 Hard Power points herself, I took 20% of the remaining Hard Power for the Coalition powers to give 19 HP to the Capital, but the Soft Power fits that 80/20 rule with 68 SP in Western Rural Region, 17 SP in the Capital.

I'm not going to model all of the villages and small sub-regions, so I gave you an existing influence of 10% representing your influence in the Yang family village.

Capital Control Notes

Wu-Lin almost has complete control of Hightown and are emerging with a lot of control of the Residences as well. With the Sang's latest failure, they are now less in control than the Wu-Lin in Residences.

The Wu-Lin definitely appear to be the front-runner but how will that shake up. The Council is only a minor presence overall, and the unemployed guards, hobos, etc that live in the Palace grounds consider Autumn only third after the Wus and Sangs.

Rural

Since each rural region has one block of influence for both Hard power and Soft power, and soft power doesn't spread anywhere else, the Soft Power formula is adjusted to 0.15 * (roll - 10) * SP for rural regions.

West Rural Rolls:

Council Hard Power: roll 68: (68 - 10) * 0.1 * 16 = 108.8 > +109 influence
Council Soft Power: roll 48: (48 - 10) * 0.15 * 68 = 387.6 > +388 influence

West Rural: Council 497/1000

Elder Yang had appeared in the doorway of his family's temporary housing one morning and pronounced with all the confidence in the world: "We've been going to one village at a time and just stopping by like were neighbors, it's really the wrong approach. This is how we'll convince the villages.."

Now he was standing in a field within twenty miles of three different villages. The four Council members were each given a spot between several villages and they were trying, like him, to draw a crowd from the villages by sending out their families as criers.

Yu Boqin knew his sons and their wives and children were out making their cries, but would anyone come?

He was shocked when all three sons returned, each with a crowd of local villagers, some just curious, but some very interested.

"Good folk of the Western lands, Please listen."

To make the moment seem important and imperial, he had his grandson play a rousing rendition on his bugle, before he started the proclamation.

"Empress Thu the First, Protector of the North Winds and Champion of her people, laments the death of her father, Emperor Lee the Third. In view of the dire moment, in which the Empire of the North Winds herself stands upon a precipice to conquest within or without, and in view of the lack of any of her brothers rising to claim the throne, declares that she must take the Crown upon her own head.

Seeing as to the people's concerns, she vows to listen to the deliberations of the newly formed Council of the North Winds, whose members will be increased to include wise elders of both the capital and land. Any villages who recognize the rightness of the Benevolent Empress will be granted a place for their chosen to serve on this council.

All hail Empress Thu the First!"

~~

Of the eleven villages they reached out to, 9 were convinced to join the new Empress's cause. There were other more remote villages in the west, but these were their key 2nd wave of council members.

Before the council grew too large, Grandpa Yang wanted to establish officers of the council, including a Chairperson and Treasurer. He had to speak with Autumn when she returned. He would assume the responsibility of Treasurer and he doubted anyone would contest that, but he was uncertain of who would be the best chairperson.

The balance of power in the council would be very different with 9 new members, but the truth was it would take time for the villages to make an impact anywhere beyond their own homes. From now through harvest time, they couldn't spare many people to aid the council, but controlling the food supply at harvest time would be a big stick which would suddenly draw a lot of attention from the Capital. They would need to spread out and try to convince as many villages to align with them before that day came.

~~

Yu Chao was nervous, Autumn noticed.

She was certain they could outrun any pursuers, but Yu Boqin's grandson must not have been so sure. They were watching the surprising occur, as the arrogant and wealthy Sang and Conner family were being pushed back house by house.

They were hidden in a dark alleyway between two neighborhoods, their eyes adjusted to the near dusk hour. They had hopped from place to place as they watched the militias sometimes fleeing in panic, sometimes falling back in an organized fashion.

The Sang and Conner militias had expected to take over any house they wanted and them live there as long as the campaign was still going on. They would eat and drink of everything the household contained. So the Sang and Conner militias had been spread out across several neighborhoods, drunk and full of livestock they killed and tobacco they smoke, totally unprepared for the suddenly violent resistance they faced.

She hadn't slept since arriving back in the Capital. The prior night she had watched families burning their own houses down at midnight with militia members inside sleeping. Autumn knew the Sang family would get their revenge, and not be so careless in the future, but the rebels were pressing their advantages for the time being.

Autumn just prayed that Wei wasn't stuck in one of those houses still burning. Hopefully she was far away from the chaos.

DC70: 23. No success.

Unfortunately, she found no signs or evidence of any of her siblings. She was focused on observing the ongoing battle, but still she had looked and listened throughout most of the nice neighborhoods of the city.

Yu Chao was relieved when they finally returned to the Palace grounds. Tomorrow they would have to deal with any squatters, but their presence had at least driven away anyone living in First Prince's house, were they were all camped out.

There wasn't enough left of the house's furniture, so they all ended up sleeping on the floor. After traveling with Yu family and back with these youngsters, Autumn had got used to her rough travel blanket, and using her pack as a pillow.

Vote:

How should Autumn deal with anyone found living at the Palace grounds?

[ ] Let them stay, as long as they aren't spying or causing trouble.

[ ] Those willing to work for Autumn's faction would be allowed to stay. With appropriate precautions, of

[ ] Let anyone who used to work on the Grounds stay.

[ ] Kick them all out.

Hmm. I'm definitely against kicking them all out. That would bring negative attention from the populace and quickly make its way to the ears of our rivals.

I'm torn on the other options. Letting them stay is the friendliest, but also weakest option. It basically invites spies.

On the other hand, we have no reason to trust ex-employees anymore than squatters given the nature of the insurrection.

If you've got another option you want to try, suggest it. Those were just three I came up with.

[X] Those willing to work for Autumn's faction would be allowed to stay. With appropriate precautions, of course.

Somewhere between the most and second-most permissive, if it's allowed. Autumn is trying to be a reformer, and different from the shut-in previous Imperials, but there's no need to be silly about it. It's a government building and a Xue family property, it should be cared for and used as such.
