I'm not sure we can grant our Disciples full on Miracles yet. We can do Minor MIracles, and the one he has should suffice as long as he heals himself as he's working.

Working himself super hard is not a bad thing. Lets give him some good ole Positive Reinforcement. Having him rely on the Minor Cure Wounds till we complete the new miracle will also save us a bunch on Mana, since we only have an income of 1 every 2 days, and it would need to be cast at least once a day.

You unlocked the ability to assign proper miracles to your disciple with the purchase of Miracles 1, however you will still be providing the mana for them. So you'll need to reserve mana for your disciples to cast miracles with (By default 5 unless other amount is voted for).
Since it's just the one miracle right now, you giving it to him has debatable effect since him casting it on yourself or you casting it on him both do the same thing. Granting miracles to your disciple is more effective when you want them to be seen doing flashy stuff as your prophet, or if you need to keep your attention busy elsewhere but still want them to have some miracle support.

He doesn't need to pace himself if we tell him to heal himself. He has options for working at full throttle without hurting himself, so he should use them.

What lesson do we want to teach our young follower? Should he always go full steam ahead and damn the torpedoes, or should he favor a careful, more deliberate approach to obstacles he seeks to overcome?
Bit of both. Ply his abilities and advantages to max potential to never give in for anything less than his best. Which is why I'm voting for encouraging his work ethic (because it IS a thing to be encouraged, and is something that can make him into a wonder if properly nurtured even without bonuses given by us), while also advising him on ways to creatively use his powers to overcome his limitations.
So, in short, encourage his work ethic, get him thinking of ways to use his powers to max potential, and get him further devoted to us with some good ole Positive Reinforcement

If I were to guess at possible good outcomes, it'd give us and excuse to make a miracle to heal him. Could also give us more info on Humans, Heroes and/or Technology, watching his reactions.

How is that needlesly antagonizing the number one hero won't have a negative consequences, specialy since he will triple down on investigating with a new negative outlook on us ?
Honestly we don't need an excuse, we just need power to heal such an old wound since we are a benevolent god. And considering we normaly raise knowledge trough long study periods a panicked and defensive All-Might is unikely to help.

What could he do against us? The only thing that could actually inconvenience us is someone killing Izuku, and All Might wouldn't do that. And there's not really anything he can investigate (try as he might), all of our divine messages come out of thin air, the only source of information on us that exists anywhere is Deku himself, and he probably hasn't started preaching yet.
We probably do need a reason to make that power, since we probably need more than just a good healing spell.
We have only needed two-ish days for every study period (3 actions a week, 1 s
Action then being roughly two days). A panicked All-Might is likely to give us insights into Humanity (from learning how panicking people act), info on Heroes (from him contacting his buddies to inform them of this mini emergency), and technology (how he goes about trying to (futily) track us with the Principals help).
