If you could sigh in frustration, you would. It turns out finding some villains to observe is a lot harder than heroes, likely because the villains do not want to be found. Further compounding your irritation is how limited you are right now. Instead of the near-omniscience you should be enjoying as a god, your damage state leaves you barely able to split your attention in three places at once. Adding further on to that, you're unable to look inside of buildings as you're limited to a birds-eye view while away from the influence provided by disciples. You resolve to do something about this state of affairs when you have the time to do so.

However, your search does not prove to be entirely fruitless. Towards the dregs of night when the sun barely sleeps below the horizon you spot a trio of individuals garbed in dark clothing with black masks covering their faces. They seem to be arguing outside of a jeweler's store. One of them trying to convince the other two that it's a bad idea, that they've already lost too much time and that anyone could show up at any second. The other two seem to be calling him for the female genitalia, which you can only presume is an insult.

Regardless of their argument, the three of them do proceed inside of the jeweler's store, one of them doing something to make the storefront glass disappear, likely the work of a quirk not that you know anything about those beyond that they give mortals supernatural powers. While the three are inside the store you are unable to follow their conversation and progress, but you do catch pulses of electromagnetic radiation leaving the store. Confusing, you'd not expected them to break in only to place a phone-call.

Another portion of your attention takes notice of a new arrival outside, a very large man with mustache, hair and beard made of fire? He honestly looks impressive for a mortal, very close to what you could imagine your avatar looking like. His arrival seems a little too fast though- Ah! those electromagnetic waves you sensed earlier must have been an alarm of some sort, otherwise you cannot see how he could have gotten here so fast except for happenstance.

He does not enter the store straight away, instead taking position to the side of it, where neither he or his flames are directly visible from the storefront. His reasoning quickly becomes clear as the trio of villains make their exit, massive walls of flame springing up around them in a perfect sphere, trapping them inside. Two of them panic, screaming and raising their hands, seeming to simultaneously try to surrender and bat the flames out at the same time, while the third laughs and runs through the flames, unscathed.

"Hah! Should've sent someone else Endeavor, my quirk makes me fireproof! And the Yakuza are gonna pay me bigtime for your- Urk!" His blathering is cut short by endeavor giving him a clothesline with one of his massive arms on the other side of the flames, following it up with a headlock until the villain stops struggling. You're impressed, though you'd set out to observe villains you'd instead found a single outnumbered hero disabling them in less than ten seconds. Perhaps it would be more worthwhile following him around for the remainder of the night?

Once again you draw your disciple into the blank, grey void you have forged out of his dreamscape. It takes him a shorter time to 'wake' up in this dream, and a shorter time to get over his surprise as well.

"D-deus! w-what-?"

"My disciple" You interrupt his stuttering before it can turn into something long-winded. "I have questions for you."

"A-alright." He swallows audibly, but looks determined "I'll do my best to answer!"

"Where do quirks come from?"

"I, uh, well." He scratches his head awkwardly "No one really knows. Most people think they are genetic mutations, uh, that is that quirks are the next step in human evolution."

A preposterous notion to you, how could humans possibly manifest such powers at a random whim of evolution? No, you surmise there must be more at play here than your disciple is aware of.

"What is the distinction between heroes and police? As well as Villains and regular criminals?"

He straightens up a bit before answering, enthusiastically. "Ah! Well, the heroes deal with quirk-related crime while the police deal with regular non-quirk related crime as well as take captured villains into custody. It's the same on the other side, villains are the ones who instigate crimes with their quirks, while regular criminals do not use their quirks to commit crime."

You consider this for a moment before asking the logical follow-up. "Then why did you seek to be a hero without a quirk?"

"W-well. I wanted to be a cool hero like all might" He rubs his neck awkwardly, blushing furiously but continuing on quickly. "N-not that there's anything wrong with being a policeman! It's just... Just that I've always wanted to be a hero." He laughs awkwardly "A stupid childhood dream I guess."

"No" You interrupt him, "Not any longer."

You shift the questioning to lighter topics after that, and spend a couple of hours grilling him on various details on human society and sociology. You have more to ask him, but you know mortals need proper sleep as well, so you let him rest for the remainder of the nights. Still, the information you have gained from him has been very fruitful, he is most knowledgeable on matters of heroes and heroics.

Figure out how the legal system works, then see about doing a comparison between Izuku and All Might.
 
Hmm, if I'm not mistaken we can accelerate Izuku's training with Healing right? Let him work himself to the point where it'd normally hurt more than it helps, then heal the damage.

Would be a bit expensive on the Mana though, to heal him more than once per day (assuming his prayers make 1 mana a day).
 
They are the modified prices, mana cost is not affected by alignment (But will be affected by domains). And the 24h stipulation is because it's a T1 restorative miracle, it can therefore only remove recent or "fresh" injuries. Higher tier miracles bypass this restriction and provide more potent healing.

all miracles related to healing and protection will be at half price, while all miracles related to destruction and killing will be double price.
I assumed that meant Mana Price, not XP Price.

How fast DOES Deku make us Mana? 1 MP per day?

Currently, it's roughly 1 mana per 2 days. More followers praying regularly and/or getting Deku's worshipper rating high enough that he can consecrate an area and perform religious ceremonies will increase the rate of mana gain.

Of course, human sacrifice provides a very large amount of mana instantly as well.

Do lesser sacrifices do anything for us (Animal, Money, Food, etc), or is it only Human Sacrifice?

The justice system is already being explained and explored by Deku, no need to build on that. Plus, Endeavor is interesting. Yeah, he's an ass - but he is a hero, and he's saved a lot of people over the years. It's an interesting contrast, and a way for Deus to understand the difference between him and All Might in the future, and why it's important.

- This could be plot-relevant, might even provide us a way to try and draw on the divinity of the ones who've left. Major boost if we manage even an exceptionally weak level of it.
- Potential quirk research, but also a potential way to set up a baseline for Deku in case he needs healing through a miracle. Also also - maybe we can try and streamline his body, for faster and potentially greater fitness?

No, just humans. (Younger sacrifices give more mana). Unless you get a domain related to some other sacrifice (A domain of feasting for instance would gain mana from fine food/wine sacrifices).

And no, it will however reduce the odds of being blindsided by something and make it easier if/when you want to find something or keep an eye on multiple people at once.

You disregard the captured villains, you'll have plenty of chances to see the nitty gritty details of the justice system at work, but a hero this strong can't be common. He sticks around for a short while to tell the police what happened before walking calmly down the street. Not jumping from rooftops, not flying on a pillar of flame, not even riding any manner of vehicle. Just walking. This clashes somewhat with the view of heroes as paragons of action who swoop in wherever there is trouble, using their quirks or other methods of transport to shuttle quickly between scenes of crime. In an effort to uncover what is going on here exactly, you split all threads of your attention across the few people up this late, or early you suppose, to see what they have to say about the situation.

"Is that endeavor? Man, he looks way scarier in person."

"I am so glad he's not a villain."

"Wow, Endeavor is really hot guys!" This prompted a wave of groans from the mans companions. You're not sure why, that seemed a perfectly acceptable pun.

But you're beginning to pick up on a running theme. People who look like they're about to get up to shady business abort when they find out endeavor is near, more than once you've seen teenagers giving up on spraypainting in alleyways when they see a flicker of Endeavors flames coming down the road. And the people who see him don't seem as enthused by his presence as your disciple is about allmight, rather they seem happy he's a hero, and express varying degrees of schadenfreude towards whatever unfortunate villains he runs into.

You understand the situation when he apprehends another villain, a lonesome purse-snatcher this time, who simply gives up as soon as he notices Endeavor. He's not a hero for people to look up to but rather a hero for villains to be afraid of. That does make some measure of sense to you, and you can even applaud his efficiency since his presence alone is enough to dissuade most petty criminals from doing anything, thus reducing the risk for public harm.

Before you depart, you memorize the unique patterns of the electromagnetic waves around his handheld device, phones your disciple had called them, just in case you ever had any reason to contact this Endeavor. He would make for a fine disciple if you could make him believe in you somehow.

While your disciple is busily working away to clean trash from the beach, you focus your attention inside of him, narrowing your vision to the molecular level as you place all of your attention on figuring out how his biology works. It's easy to figure out the fundamentals. The lungs take in oxygen and distribute it to the blood, which in turn gets pumped through the body by the heard so the blood can deposit the oxygen to muscles and organs that need it. The brain is a mess of interconnected webs and neurons firing off almost too fast for you to notice, so you leave that alone for now.

A little worryingly, you notice that his muscles aren't doing so hot. They are straining and breaking at a rate which seems unhealthy to you. While you're uncertain of just how well mortals can heal muscle fatigue and damage, it seems to you like your disciple is on the road of overworking himself. It seems you had underestimated just how much he wanted to be a hero, even to the point of destroying his own body.

How do you want to deal with this?
[X]Don't, he is a mortal and they learn best from adversity. After he ruins himself once or twice he should become careful about doing it again on his own.
[X]Tell him to slow it down a little, the scrap on the beach isn't going anywhere and he'll just make it slower in the long run if he collapses.

Other than this unfortunate discovery, you do find many things about the human body that you were previously unaware of. Like that they sweat instead of pant to shed heat, or that their metabolism is effective enough to break down food even under heavy exertion. Truly a fascinating species, you're glad they're the ones who can worship you.

Searching for All-Might proves almost laughably easy for someone with your powers. The first time you sensed a massive change in air-pressure, you simply re-diverted your attention to where it came from. Were you anyone else, it would have been incredibly difficult to follow him afterwards however, as he always seems to take off immediately after fixing whatever problem he was there to fix. This is not actually a problem for you however, since your attention can travel virtually at the speed of light.

Unlike Endeavor, All-Might very much lives up to the idea of a hero you'd build up. Always on the move, just stopping for a word or two with police or press before jumping off towards the next disturbance. Be it stopping armed robbery, rescuing cats from trees or just helping old ladies cross the road. Over the course of half an hour you see him resolve almost two-dozen petty incidents, and wherever he goes the public mood lightens visibly, sometimes even cheers following him along as he leaps off towards the next destination.

Since you'd already resolved to learn more about what your disciple called 'phones' and 'the internet' you start working on the one All-Might has secured in a pouch. Accessing it is a simple matter for you, you could easily send him messages if you wanted, perhaps even place a phone-call if you wanted, though you suspect the audio quality would be somewhat distorted by the sheer volume of information you'd be sending to it. Actually learning what is on the phone however takes a far more subtle touch.

You have to limit yourself to the smallest presence you can manage to enter the phone without overflowing its storage medium a thousand times over, and even with the smallest speck of your attention entering the phone it still gets dangerously close to overloading. But you do gain entrance, a literal ghost in the machine, as you start rummaging around figuratively. Or more accurately, sifting data back to your main body so you can process it. Once again human ingenuity catches you unaware with just how impressive it is, managing to not only break down information to ones and zeroes, but also compressing it to a very impressive point so it can be transferred wirelessly on a global scale.

You get a lot of information from this sifting. Phone numbers for several people whose names mean nothing to you, All-Mights own number, a lot of doctor appointments for someone named 'Toshinori Yagi', likely a close family member as well as a very interesting conversation with a 'Nedzu' in text form about your intervention against the sludge villain. It seems they have been trying to figure out who or what saved your disciple in such a destructive fashion, but have so far not gotten any leads. There is short mention of observation of Midoriya Izuku to ascertain that it was in fact not him uncovering a hitherto unknown quirk, something that you're not quite sure how to feel about. On one hand attention to your disciple means attention to yourself, on the other hand, someone observing your disciple could lead to complications you are not yet ready to face.

When you finally withdraw all of your focus from the phone, you do a proverbial double-take. Where previously the imposing form of all-might was dominating with his presence, there now was a sallow, skeletal figure breathing deeply while resting on a couch in a tall building. You know it's the same person, not only because he still has the same phone, but because you never felt your attention move away in a different direction from All-Might while you were busy with his form.

You wait around for the mystery to unfurl, and after maybe half an hour he stands up and flexes, a faint puff of smoke accompanying his transformation into the imposing, musclebound form of all-might once more. That explains all of it, he's actually a shapeshifter. No wonder your disciple said no one ever figured out his true identity when he looks like a completely different person in his other form.

Still, this may provide an opportunity for you. You know the secret that seemingly no one else does, and you know All-Might and his compatriots are looking for you. You could seize the day and contact them first instead.
