It's fine if it is hostile. If you haven't noticed, Suzuka IS being hostile to Yuuno right now. I don't think the votes are hostile enough that the others will follow her lead, thank goodness.

On one hand I like the no barriers thing since it will make it pretty much impossible to keep the Jewel Seeds secret after awhile which might lead to the existance of magic being exposed, although on the the other hand I don't like it since it means less giant lasers of FRIENDSHIP.
Just make sure we aim at an upward angle.
If RH can judge a mage's defenses accurately enough to make its attacks non-lethal, I see no reason why it can't do the same thing to the ground. It's probably not even hard in comparison.
I'm sure there are some barriers still, just the mechanically more simple to understand ones.
Like say an illusion type spell creating a large hologram, maybe various kind of stealth type fields (Via say creating meta material type effects), Electronic Counter Measures, plain dumb barriers that stop things from going through it, etc
