Simply for the purposes of recordkeeping - I noticed as I was doing a final check after I posted that a Peacekeeping option related to the Church of Red Mars had been deleted accidentally. This has been fixed, and the option has been restored! My bad!

I don't think we can afford it, and we still have two months to start counting this month. We need to actually do the Refugee Office, and the synergy between Propaganda for Heph and Heph Lives! is, like, undeniable. It's a shame that the Green Bloc didn't take Re-Education, but them's the breaks. The Heph and Refugee Crises feel like more pressing ones RN.

But we're also being forced to hold off from actually messing with the MEF despite the fact that we've been warned that letting them get their feet could be dangerous. However, our trains are currently too undefended, as shown by the hijacking that occurred last month, and as the Long Retreat showed, we must be able to use them in warzones. Do you have any final notes or suggestions not included in the survey itself?: I am personally concerned about the lack of focus on socialist education - we face an influx of many refugees, many of whom are fleeing reactionary ex-states or Stadium's revolutionary justice in Mariner City, measures must be taken to ensure that Station's ideological identity is preserved in the face of such a flow of refugees. I've been logging requests for additional supplies and personnel, but wartime needs have kept them at the bottom of the list, even now. And it'd be nice if the Depot was able to send some more non-essential stuff from other regions, been a while since I saw any real alcohol come through from the Stadium breweries like it did before the war and Pat's Brewery only makes the weak stuff.

Countless replies flood in, with survey forms being passed around communities by Conductors and handed out in distribution hubs. Results are tallied, debates are held, and the census bureaucracy of Station focuses itself on this survey, for this period in time, interpreting the results as best they can. Here are some small excerpts from their findings:

When asked what polity represented the greatest threat to the MPA:
  • 35% of respondents consider the MEF to be the greatest threat to the MPA
  • 26% consider the MUC to be the greatest threat to the MPA
  • 19% consider the Dead Crusaders to be the greatest threat to the MPA
  • 10% consider the United Nations to be the greatest threat to the MPA
  • 6% consider the Church of Red Mars to be the greatest threat to the MPA
  • 2% consider Hephaestus Guerillas to be the greatest threat to the MPA.
  • 2% consider Shanxi/Biodyne/University to be the greatest threat to the MPA.
  • 1% either did not answer or answered with another option.

When asked what the foreign policy goals of Station ought to be:
  • 49% indicated that anti-MUC and anti-MEF foreign policy should take priority.
  • 32% indicated that pro-Hephaestus foreign policy should take priority.
  • 11% indicated that integration of Shanxi and Stadium should take priority.
  • 5% indicated that trade concerns should take priority
  • 2% indicated that reduction of University autonomy should take priority.
  • 1% indicated other priorities/did not answer.

When asked about what the internal priorities of Station should be:
  • 24% considered additional railway construction or existing maintenance of railway systems the first priority.
  • 23% considered handling the refugee crisis the first priority.
  • 21% considered either increasing the quality or quantity of goods flowing within Station's borders to be the first priority.
  • 18% considered increasing access to and quality of healthcare to be the first priority.
  • 12% considered increasing the size and quality of the military and intelligence establishments to be the first priority.
  • 2% either did not answer or wrote in their own answer.


The top issues of the people will now be listed in Station's Status, starting next turn. It is advised to answer them before any crises related to them arise. Additional options have been unlocked to handle unaddressed desires of the people.


Propaganda for Hephaestus​

The fervor beginning to be felt by the populace for the revival of Hephaestus was undeniable. As refugees from Shanxi began to pour in, and stories of the treatment they'd endured came out, that fervor quickly turned to anger. Condemnations rang through the air and in the press, local papers and printers were quick to rattle off accusations of mistreatment, neglect, and abuse. A dangerous atmosphere for UN supporters, but a perfect moment to capitalize on with a propaganda campaign.

Refugees were contacted, arrangements made, amenable printers given information and requests, government writers scribbling frantically as they drafted a propaganda campaign, one sure to build the fervor higher and higher, prepared to culminate at the height of the moment - Stationmaster Rutherford's planned speech in support of Hephaestus at a New Council public forum. But, the question is…what did Station's propagandists focus on?

The Coordinators of the Refugee Office​

As the population was getting fired up for Hephaestus's revival, the work of ensuring Station's people would survive the journey to it began. While the first wave of volunteers had already gone out to set up the hubs, the second wave would be assigned as semi-permanent staff to them, taking up the role of coordinators. Naturally, this necessitated selection and heavy vetting to ensure that no corruption would occur…and eventually, applicants were narrowed down to three groups.

Pick one of them to serve as the primary pool for coordinators.

[] The Revivalists
  • Hardcore Hephaestus Revivalists, the Revivalists are Station citizens and ex-refugees who have chosen to volunteer to serve the Refugee Office as a way to aid their cause. They are hardline anti-UN and will seek to influence refugees in that direction. They are not particularly likely to be susceptible to corruption…but they are clearly biased.
  • Gain reputation with Hephaestus.
  • This will have no impact on any theoretical corruption.
  • Lose Favor with the UN Bloc once.
[] The Loyalists
  • Loyalists to Station and Station alone, these are competent, well-rounded people. They are veterans, bureaucrats, and committed socialists all. They'll doubtlessly serve the Office well, and most of them have a long track record to prove it. However, most of these applicants are expressing similar tendencies as many of those noted during the recent surge in recruitment, often citing Stationmaster Rutherford as an influence on them or their decision to join.
  • Mitigate the Refugee Crisis one additional time.
  • Coordinators will be harder to corrupt.
  • Unknown impact on ??? situation.
[] The Locals
  • We've gotten a fair number of volunteers from local municipalities. They certainly know the area well, but they also aren't necessarily as ideologically loyal as those who we can source from directly within the heart of the nation, and they may already be tied into their local politics or simply relationships that could unduly influence their behavior. Still, their knowledge of the local area could prove invaluable to ensuring that refugees don't overstrain any networks, and that they integrate well.
  • Mitigate the Refugee Crisis one additional time.
  • Coordinators will be more susceptible to corruption.

I have absolutely no idea what those unknown impacts and mystery side effects could be and I'm definitely not picking those options because I'm morbidly curious as to how far we can take this before the people decide to vote her in as Station Master for Life with little chance of refusal.
 
I'm skeptical considering how big of a problem loyalists could be... I mean, yes, they're harder to corrupt, but we need people and factions who can provide us with information about problems.

I think the Locals might be the better choice? Yes, there's a slightly greater chance they get corrupted, but we can deal with that internally.
 
I'm totally getting cult of personality vibes around the stationmaster building up. That's not super desirable. Hopefully we don't end up surrounded by sycophants.
