My read on the letter is that basically she's top-tier special operations who the people up top realized was mentally disintegrating under the pressure of the job, so she was functionally retired to go somewhere nice and quiet and get her head on straight for a few years/decades until the Empress eventually needs her back.

No, she attended Pasiap's Stair, she replies much belatedly when checking the thread later. That's the school for Outcaste Dragon-Blooded, not members of the Dynasty. As well, it's extremely unlikely that any direct relative of the Empress' would become a Magistrate. Both because the work is beneath them, and she wouldn't trust someone with direct blood ties to her to do that sort of work. IIRC the Magistrates tend to be chosen from Dragon-Blooded with no other options, nowhere to go, and no one but the Empress to be loyal to.

There is so much more to find here, but I have only done a full playthrough of Disco Elysium once, and in that playthrough the decision I am the most happy about was letting The Letter fly away into the wind.

I don't recall any Dynast House with that name in canon, so most likely it's an original creation of some sort. Unknown as to just how large that line may have been, but it was likely on the small side. A single Magistrate, no matter how important, is still ultimately limited in how much they can do.

Here's hoping Vesper doesn't have any... long distance communication devices in her luggage.

It notably says Tarene line, rather than house! As has been suggested above, this could be a patrician house (or a cadet house), but it could just as easily be a specific household or lineage within any of the Great Houses.
 
I do absolutely love the way the letter is written, by the way. It's exact, and precise, and official in exactly the right way. Because it wasn't written to be a reveal. There's no drama in it, not really, though it alludes to much. There's no shock, no twist. It doesn't treat the name, or the things that this character has done, as secrets to be revealed in the slightest... because the person who wrote it could not possibly have expected that the person it was sent to would have retrograde amnesia and this would be what reminds them of something. It's sheer mundanity really sells it in a way that something more drastic would have failed to.

Thank you. I read up on some diplomatic correspondence from Chinese emperors to get the right tone. Phrases like "to maintain a perfect governance and to execute the duties of the State" and "Thus shall [Her] indulgence be manifested." are lifted directly from those.

Cinnamon, for her part, looks on the verge of panic, and is busying herself refilling your teacup.

You hear a clink of metal on metal.

ROOSTER: "Hey, okay, it's gone. Are you okay?"

"Yeah."

INTEGRITY: That part is a lie.

ROOSTER: "Do you want to talk about it?"

"No."

INTEGRITY: That part is true.

ROOSTER: "It's okay. You already had a pretty hard day, I think."

Long moments pass. You try, and fail, to process what you saw.

"Thanks."

ROOSTER: "It's okay. We can just stay here a while."

CINNAMON: "Would you, uh, like some more tea?"

ROOSTER: "Yes please."

"Yeah, okay, thanks."

You reshuffle a little so you can hold the tea without breaking the half-hug.

More time passes. You sip the tea unenthusiastically. Eventually it goes cold.

ROOSTER: "Okay, so... the scroll tube is out. Do you want to risk looking at any more of this stuff, or do you want to do something else?"

[ ] Let's look through the last couple of things.
[ ] I might look at it later. Can we go somewhere else?
[ ] I don't want to look at that thing again, let's get out of here.
