As much as the charmer option appeals to me, Chief Yagami must have her hands full with adopting Chiwa already. :V
On the other hand, a professional God-tier thief on a police force could be pretty cool? I don't think we've seen the sneaky archetype yet; the Maj in the room are all powerhorses used to rending opposition from limb to limb. A more nuanced approach may be required for the role of an undercover agent.

Stealing nicely pairs up with Soul Snatching - it would be a fitting way of non-lethal fighting employed by a stealthy character put in the midst of brute killing machines.

Prediction, endurance, witchy things... while all of them have potential, I think speed and precision synergize best with the character concept I have in mind.

... a revolver, much as it is a timeless classic, is more of a detective's shtick. A stealth character could make great use of unarmed training (the best undetectable weapon there is!), but that'd be stealing Chiwa's thunder. Although I wouldn't mind a couple of adorable wrestling badasses.

Sakura Files: Mechanics Part 1
Voting is closed. I went for a line by line vote this time, to satisfy the most number of voters. The winners are Momo Sakura, Witchy Bullshit, Scanned the building, Stealing from the Yagamis and Bare Hands.

@Nevill, I like your idea and the reasoning for it, so even though it didn't win, I'm storing it for future use.

Before I write the next part, let me explain how the CKII part of this Quest works.

You, Momo Sakura, are the special liason to Chief Hayate Kana Yagami. You are the go-between for everyone in RF6, and the Mitakihara PD in general. This means you get to decide who does what.

You do this by assigning a Hero-class Magical Girl to a task in one of the following categories:

Blood: Actions involving fighting things and maintaining police morale. You use Blood against Witches, Maj, anything that can be punched. Also police raids, which are a good way to get stuff. Analogous to Martial in a standard CKII Quest, with a leadership bent.

Smarts: Research and development, both magical and mundane, as well as bureaucracy. Also, how well you can passively defend against agitation and people fighting you. Analogous to Lore/Learning and Stewardship in a standard CKII Quest.

Smooth: Actions involving gathering intelligence, espionage, and general ratfuckery. Also how well you can defend against infowar. Analogous to Intrigue in a standard CKII Quest.

Shine: Actions involving looking good, and connecting with other magical girls. Also actions involving getting stuff, tangible or intangible. Analogous to Diplomacy in a standard CKII Quest.

The more Hero-class Maj you have, the more specific tasks you can do.

Maj have big personalities and don't bend the knee easily, so the number of Hero-class Maj you can assign to tasks is capped by your Rank. Your Rank grows with time, successes and being awesome. It drops with fuckups, damage to the force and low morale.

Momo's Rank is ☆: she can only assign one Hero-class Maj to an action right now.

Momo has a Personal Action, which can be used for developing relationships, learning new tricks, or assisting a Hero-class Maj with their action. Personal Actions always get a full write-up post.

EDIT: In the event Momo doesn't have enough Hero-class Maj to perform at least one of each action, she may use herself as a Hero-class Maj, at the expense of her Personal Action.

You players also have an Executive Action, which can be used for any of the four actions, ignoring Momo's Rank limit. The Executive Action can only be taken by the Boss of an organization. If you ask them to take one, you owe her a favor. This favor will lock in a specific action somewhere down the line, usually Momo's Personal.

Chief Yagami (or any Boss) will sometimes ask you to do certain things. If you do them on the turn she asks, she'll owe you a favor (a free Executive Action use).

If another Maj is made Boss, they would gain the ability to take an Executive Action. This includes Momo.

Unless otherwise specified, a Hero-class Maj can only take one action per turn.

FYI: given your choices, Momo is best qualified for Smooth and Smarts actions. Chiwawa-senpai is best qualified for Blood and Shine, as is your guest Boss, Saya Shirayuki.

This'll be important, since the next update will actually work like a CKII Quest :V

Momo Sakura, given your choices of Witchy Bullshit and Bare Hands, is a Slayer/Trickster. She calls her magic Kagematsuri, Shadow Festival. What this entalis is up to you.

As a Trickster, Momo relies on raw magic for her offense. Her magic manifests as shadow manipulation, with a visual effect of ink-black cherry blossoms.

[ ] Shadowlings: Momo can summon small beings of shadow. They can fight for her, as well as perform reconnaissance. They get stronger in shadowy areas, but can't manifest under direct sunlight. They also look like baby kitsune.

[ ] Shadow Gallery: Momo can shape existing shadow into things. She prefers making a bow and arrow for weaponry, being Captain of her Archery Club, but can make basic shapes and weapons. Light based attacks do not weaken or dispel these items once shaped, but the constructs are fragile.

Beyond Kagematsuri, Momo knows enough Aikijutsu for self-defense, and is clever enough to suss out her opponent's style easily. She also takes a lot of notes on things, which she keeps in her Sakura Files.

I like how we've stumbled into being an earnest and helpful agent of justice who is also a horrifying monster that gives people she fights nightmares. It actually fits SV pretty well.
 
I kinda want Shadowlings for the sheer adorable factor, but they appear redundant when there is a Slave.

Shadow Slave is more preferable to Shadow Self, considering that we really aren't made for combat (we aren't the best at Blood type actions, aka those that entail fighting), so we should focus on powers that allow us to better defend ourselves while not making it harder for us to withdraw.
 
Personally I want Shadow Slave + Shadowlings because it gives us a weakness that could be fun to overcome and use our intelligence to turn into a trap that will snap down on all those who think they can exploit that weakness.

Also I think Shadowlings are really useful for dealing with Mook magical girls.

Shadowlings get stronger, with their zenith either in pitch-darkness or from midnight to three AM local time.

Shadow Gallery gives you more darkness to shape.

Shadow Slave can manifest basically anywhere in LoS.

Shadow Self synergizes with the darkness, making you stealthier and harder to kill.

Shadowlings have many uses, acting as our limbs, eyes and ears where we would be limited otherwise. They could do things remotely... I bet they could act even if we were tied up or otherwise incapacitated.

As for Shadow Slave vs. Self, I am digging the "hard to kill" part. Added speed also doesn't hurt. They are both more or less susceptible to light.

...we would have to find some way around the most obvious counters to our power, though. Whipping out some projectors is trivial for someone like the Idols.

The women of Riot Force 6 are Mitakihara's sunlight, and you are glad to be their shadow.

You're less glad about the Killing God aiming a spear hand at your heart. But you don't show it. A hero of justice is unflappable.

You look over your shoulder. "Please take two steps to the left, Shirayuki-san"

"Kid, I respect the fuck out of a new jack Maj taking on the Killing God," Saya pushes you out of the way, red-black energy making a heat haze off her body. "But there's a fine line between brave and stupid."

You stumble back and reach out to her. "Shirayuki-san, wait!"

She's too fast; she and Aoi Tachibana are on a collision course.

And both of them are draped by your shadow, stretched long by the chandelier light. With inky tentacles, it reaches out to swallow them both.

Your vision turns to static as your soul turns inside out. Warping and writhing, the shadows in the room pull at your feet and caress your legs.

The cold, slimy sensation gives you focus.

You grit your teeth and shake away the cherry blossoms come to blow away your reason. You let time slow and let your intellect bloom.

Nakajima-senpai is caught up with a Pretty Killers Maj, a blonde and pink glam rocker. You thought she was an Idol Threat, until she brained one with a keytar. Nakajima-senpai can make quick work of her; unpolished as Nakajima-senpai's martial arts were, they were effective.

Saya Shirayuki's leap looked reckless, but you can tell now it was calculated. Her momentum will carry Aoi's heart piercing strike down and away. It will graze her, she'll regenerate from it.

On a normal Maj, a grazing blow from Aoi Tachibana would be dire. Her hands tear apart magic, leaving mere humans before her.

But Saya Shirayuki is no human. She is Majokko. It takes more than that to kill a monster like her.

And so it is with you.

With darkness in your heart, you reach for Aoi Tachibana's head. The shadows, your shadows, dance in anticipation.

You smell cherry blossoms.

Gritting your teeth, you drop your hand down to her left leg and clench.

Your shadows, manifested as the Shadow Slave, snatches her left leg. Her leg's phantom pressure is in your hand. You could break it, tear it off, swallow it whole. The Shadow Slave could devour Aoi Tachibana and leave no trace.

But you're a hero of justice. You will do no such thing.

You hold her in place long enough for Saya to strike true.

With a butcher's precision, Saya tears into Aoi Tachibana. The Killing God's blood blooms as beautifully as Beatrice's did.

She lands with leonine grace, gives you a fanged grin that makes your heart flutter. "Good shit, kid. I owe ya one."

Before you can get too familiar, Saya pushes you down. Out of the path of a blinding purple beam and a very angry Beatrice Black. She's patched herself up with electrical tape and moving like she never got hurt.

"This is the part where you die now, 'kay?" She swipes her riding crop and a wave of purple light washes over you.

Or it would, if Saya's body wasn't covering you, casting a shadow.

"Shirayuki-san?"

"Don't worry, this ain't shit." She winces, you smell flesh cook and hear it reform. "Boss gotta protect her people, yeah?"

You understand a little why so many crooks fall under her banner.

Clearing your mind of impure thoughts, you place your hand in Saya's shadow. With a whisper, you melt into it, reforming a safe distance from her, Beatrice Black, and an Aoi Tachibana staggering to her feet. Beatrice is patching Aoi up with that tape, you see the color return to Aoi's face. She'll be in fighting shape in no time, and you've lost the element of surprise.

You bring the shadows into you, brightening the room. With sensual grace, they clothe you in an oil slick hooded catsuit. A light of this intensity stymies your full potential, but it does not harm your abilities. Accepting the shadows, your Shadow Self, makes you more. More agile, more powerful, more tainted.

In order to fight monsters, you must become one. At least a little.

+Momocchi, you okay?+ You feel the well-sculpted back of Nakajima-senpai on yours. +The shadows got all weird.+

You smile and nod. +I'm fine, senpai. Thank you.+

Nakajima-senpai chuckles. +You got any idea how to get out of this?+

It's a natural choke point for pursuers and once we get downstairs, the way is clear.+

You sense more than see the assailant, a raven haired techno-devil adorned in rusted iron and tight leather. Drawing her down with an imaginary bow, a tendril of your Shadow rolls off your arm and pierces her shoulder.

"Stay back," you hiss. "Or the next one will be worse."

She laughs like a trash compactor and raises her chainsword high.

With two fingers splayed, you draw your bow again, aiming for her kneecaps. Two Shadow tendrils fly this time, piercing both her patellas.

She howls in pain, tumbling into a rocket uppercut from Nakajima-senpai.

You bow to the techno-devil. "I'm sorry, but I warned you."

"That's our Momocchi," Nakajima-senpai says, soccer kicking the techno-devil's chainsword into a crowd of Pretty Killers.

"It's only proper," you say, twiddling your fingers. "And she was blocking the extraction point."

"Oh yeah." +So you wanna run?+

+That's one option. I can secure the extraction point, hold out for backup, or push to the assault point.+

+Heeeh, what can I do?+

+You can continue fighting as you please, cover Shirayuki-san, or we can both fall back to the extraction point.+

Your cheeks burn with shame. Never had you been so embarrassed by your skills with Kagematsuri. You were as shadow then, unseen in the midnight moon. Chief Yagami only knew of your presence when, wracked with guilt, you returned the Yagami sisters', ahem, "sacred treasures" to HQ.

Chiwa's other actions are relatively low quality:

Police Brutality - Beatrice Black doesn't do much, and is somewhat against our overall strategy: I'm working on the assumption that we want as many girls here to be arrested when RF6 comes as possible, with as few dead as possible.

Police Brutality - Aoi Tachibana does more, but it's also the lowest probabilty of success out of all actions, and even then it's still somewhat against the original plan.

Siren Song is very high risk: if it goes wrong, we aggro everyone, mess up the plan even more.

Momo's actions have three very good ones, and one low risk one:
Seek and Destroy is probably the most important, in that we don't let the mage do bad things to us.

Assault Tactics and Path of Flowers both help RF6 do their job. I'd give Path of Flowers the nod between them, because it's both less suspicious, and it helps the Marui-gumi out. While we want them to fall like the other gangs, the utility of an undercover operative is higher in a strong gang to a weaker one: if Marui-gumi starts to shrink compared to the other two, we can't help RF6 with the big problems.

Shadow Slip we use when we decide the dice are cursed, and it's time to run.

Saya, If we called in the favor right now, I'd prefer to use either on Police Brutality - Aoi Tachibana, which makes no narrative sense at all, or on Path of Flowers. Even then Path of Flowers leaves someone known as the Killing God free to act. I'm happy right where she is.

...and what does that do? Normally I would expect a list of actions to be there if we are to direct her, but it could be something she decides on her own initiative, in which case... how do we know what to use it for?

Edit: is it any of the actions listed above? Some of them are... hard to imagine. What would an Executive Action to aid with a Siren Song entail?
