The one that sounds like a technocracy is tempting as well.

Although it would also be emusing to have something like a elected monarchy wherethere's just so many nobels that they might as well be a republic due to how many are somehow related to the royalty.
 
Having the plot center around a country with a divinely blessed monarch like some kind of Knights of the Round Table sounds incredibly cool.

I am curious where such a quest is going to go. What sort of character will we make? Will we live in a cool confederation? What will they be like? Who will be our eternal foes that we must battle with the steel of our firearms? Will we survive to bake various goods for our friends and family?

In A Confederation of Cities…

If the trade routes are the arteries of the world, then the confederation of cities that our protagonist is born into is the world's beating heart. Every city is a mosaic of art and treasure, a clamorous melting pot of all languages and cultures. This confederation is defined by nothing so much as its cosmopolitan diversity, and our protagonist has inherited some of that easy cosmopolitan charisma, giving her rudimentary familiarity with a number of languages and ease at learning more.

While some empires and nations have a single all important capital, an unequal division between the imperial core and the periphery, this Confederation is made up of nominal equals, though practical importance and prosperity differ.

An inhabitant of this league, our protagonist is born into one of these member cities…

A leading city of the region, this port town's harbour is filled at all times with ships and merchants from around the world, and the warships to protect them. While cities are filled with all types of people, to be an inhabitant of this city is to be exposed not just to various cultures, but the maritime acumen that brings in the city's ever growing wealth.

This settlement's importance comes not from industry or trade, but from religion. For whatever region this place has become a destination for religious travelers. Be it a shrine to a martyr, a place of miraculous healing, the tomb of a god, or the headquarters of a sect. To be an inhabitant of this place is to be familiar with not just religion but hospitality as well.

Not every place can be critically important to the turning of the globe, but every world capital requires places like this rural town or village to function. Whether via mining or logging, farming or herding, fishing or gathering, this community provides the vital resources that the rest of the cities require. An inhabitant of this town is familiar with manual labour, and with the rough countryside.

In another world we say that "all roads lead to Rome." Well, in this world, most roads lead to this city eventually, and every caravanner worth their salt passes through the gates of this great city. Guilds and Banks, Merchant Houses and Mercenaries, all congregate here before setting out to win their great fortunes. Inhabitants of this city are immersed in mercantile competition, and diplomatic wrangling.

This is a great center of learning, be it scientific, arcane, religious, philosophical, or artistic. The academies of this place brings students from across the Cities and the world to be immersed in the cutting edge of education. Inhabitants of this city become familiar with not just the process of learning, but with the logistics it takes to keep the students and educators alive and happy.

Whether or not the cities themselves have an aggressive foriegn policy, some of their rivals certainly will, and this community grew up around those needs for defence. Or perhaps this place exists to be part of the immune system that defends the great trade arteries of the world. In either event, inhabitants of this city are familiar with martial prowess but with the means of fortification

Raw resources come to this city and leave finished masterworks. Whether in crowded factory floors, the workshops of mages, the atelier apartments of artisans, or guild halls (or a mixture of all or none) this place produces the finished goods that feed the cities and travel the globe's trade routes. Inhabitants of this city are familiar with manufacturing and with the fractious politics of material production.

As has been the case so far, the fine details are subject to later elaboration and change. For instance: picking a city doesn't necessarily mean that our PC will specialize in that field, but that they are familiar with it and grew up around it. Feel free to lean away or lean into it as we progress. Mages and Academics can come from rural areas as easily as soldiers from pilgrimage destinations or merchants from university towns.

A conquered possession of a empire at it's golden age, unimaginable wealth flows through its ports, but does not stop. The treasures of the world pass through to enrich far off masters, while vital neccesities are illegal to make, only to come from the master's distant factories.
