The backdrop of the towering Arc de Triomphe cast as large a shadow as the man only recently entombed as he pushed through crowds with nary an apology, almost being hit by a carriage.

I'll admit I'm somewhat hesitant to make Eugène de Beauharnais the regent. He's serve the role before but that was with Napoleon alive. As a relative he may have a strong claim to the throne and possible incentive to remove Napoleon II from inheriting it. I don't think he'd go as far as murder, but simply getting enough power to convince enough people to go with it. Now that's possibly very unlikely, however, why take the chance. Otherwise he'd be the most reliable man for the job. He's done it before.
So, the Dandies with Murat and this alliance plan seems the most appealing to me.
