I would assume wherever is tactically sound.. Most likely the building.
 
I know I should be getting more TWEWY vibes from this, given that it's the intro to a Noise battle, but--maybe it's just the 'ID' of the title--I can't help but think this is pointing towards a Persona crossover as well.
