All migrants from the Caspian Sea Republic, or descendants from it not vouched for by a member of the nobility in good standing, are hereby to be detained. All such persons are to stay in their houses for their protection* until officers of the law arrive to take them into custody.
While the military emergency lasts, these populations will be redirected to new locations northward, away from the front.
The state encourages all loyal subjects to provide aid in the deliverance of these populations to areas where they cannot succour the invading forces.
In consultation with the legitimate government of their homeland, these populations may be settled in the governorate instead.
All strikes, protests, and unauthorised public gatherings are hereby outlawed for the duration of the military emergency.
Penalties for violation of these acts may include conscription, imprisonment with hard labor, and fines.
Repeat participation in the above acts, as well as membership in proscribed organisations and collaboration with the foe, may be punished with imprisonment and hard labor or death.
While these punishments are being carried out and for the duration of the military emergency, any underage dependants are to be taken under the charge of the state, to be raised either by approved adopters or by church authorities.

The Seraphim Health Administration Relief Exchange (SHARE)
A missive from the Seraphim Council.
In order to ensure both supply of the newly-released S-Vaccine as well as improve standards of care across the Earth Sphere, the Seraphim Council has approved the creation of a new special government-funded organization known as the Seraphim Health Administration Relief Exchange, or SHARE, under the oversight of the Public Health and Ethics Commission. SHARE will bring together the extent difuse network of clinics, hospitals and health charities run across space by the Seraphim of L5 to provide greater consistency of care and access to critical supplies, while extending many of these services to Earth.
With an abundance of excellent doctors and the most advanced medical technology known to humanity today, the Seraphim intend to improve outcomes for patients afflicted with maladies typically considered incurable on Earth. The new SHARE mandate will also involve the construction of training hospitals in a similar scheme to SADE, where the Seraphim will cooperate with local governments to furnish equipment and technical training to a primarily-local workforce in exchange for apprenticeship wages, lodging and access to Seraphim provisions, fabricator-cycles and other perks.
In addition to these facilities at-request, SHARE will also operate private international clinics with a wide variety of potential services at two locations: the Bazaar-1 orbital colony as well as the Seraphim enclave in Honaine, known as Seraph Casbah. These clinics will operate with large at-profit departments, offering concierge medical care, cosmetic surgery, life-extension, organ replacement, reproductive assistance and other services at a premium, with significant efforts undertaken to maintain the privacy of their clients and no reservations for national politics, sex, race or creed in the potential provision of its clients. These services will also be provided to citizens of nations willing to cooperate with SHARE, with alloted labour-hours and allowed treatments on a per-contract basis.
These clinics will also contain administrative offices to operate SHARE-Orbital and SHARE-Earth divisions respectively, allowing each section of the organization to operate autonomously of one another and the direct control of Therymscri for the best-possible outcomes for its partnerships, projects and charges.

The Pallas Space Force's main fleet base was an enormous warren of tunnels and chambers meandering out from a kilometer-wide geofront, some excavation of recent vintage while others dated back more than a thousand years. It was the sort of facility that could only exist in the tiny gravity of Pallas, where enormous vaulting caverns would seem dangerously unsupported to the eyes of Earthnoid and even the hundred thousand ton mass of the battleship Falke had an apparent weight of merely two thousand tons; a few keel blocks that looked tiny and fragile-looking against its bulk were quite sufficient to seat the pride of the fleet.
Many of the smaller - relatively speaking - sections were sealed and pressurized, but the main geofront remained open to vacuum. Multiple observation decks and control rooms sprouted from the walls of the cylindrical space and it was inside one of them that the newly-installed commanding officer of the newly-created - actually, it didn't have a name yet.
Nivea.Pine.Szeroka.Alar rubbed his beard and considered. In most ways that mattered the Pallasian Space Force was a very young organization. Until a few short years ago it had been little more than a few sleepy crews in old cruisers - militarized freighters, really - saving the occasional ship that ran low on reaction mass or intercepting the occasional piece of space junk on a dangerous course. And then the Astarti had returned from the darkness of the outer system, followed soon after by the great asteroid fort Eden-511 and everything changed. Old cruisers silently sitting in dock were refitted and brought back into service. Mobile suits and new, purpose-designed frigates and even capital ships, and of course crews for all of them.
And in the mad scramble to turn a civilian high guard into a fighting force against the warmaking potential of the womanly warriors who bore the hint of cosmic madness behind their eyes, the Pallas Space Force cut a lot of corners.
"The First Marine Amphibious Unit," Szeroka mused out loud.
His companion in his room, the equally newly-installed captain of the battleship Falke and, to use a Lunari term that went back to when warships still roamed the seas of Earth, his 'flag captain', looked up. Idly pulling a lock of green-tinged black hair back behind her ear Indra.Gerbera.Mashiba.Ephemera made a wordless sound of interrogation.
"Large Craft Assignment fourteen point zero one is hardly inspiring and nobody's been in a rush to give us a non-provisional name, even though we're departing for Earth in two days. And I hardly have to tell you that the board has already approved more formations on the same pattern."
Lila Selem, Foreign Secretary of the Algerian Socialist Republic, took a sip of the coffee that had just been placed in front of her. It was black, and gave off the faint impression of tar. Nobody had ever tried it, though there were jokes about how those who had tried it were never heard from again.
Coffee secured, Lila continued her perusal of the latest news. Her office alone showed signs of luxury, with a carefully crafted ambiance to make it feel like the home study of an old aristocrat. According to Lila, it was crucial for the digestion of important topics. It also hadn't been expensive, and so she was allowed her eccentricities.
"Munira, could I ask you do something for me?"
Munira Bouteflika, Secretary of Health, who had brought the coffee, had settled herself on a chair near the side of the room while she did her own work. It wasn't uncommon for secretaries to spend time together, though generally frowned upon. There were better places to be. At this time in the morning though, efficiencies could be excused.
"What's that?"
"Never let me be in the same room as a Siberian ambassador"
There was a moment of silence as Munira tried to guess where this was going. A fight she evidently failed as she eventually asked, "why?"
"Because I'm not sure I could resist tearing their throat out," she said. "With my teeth." Lila's voice was perfectly calm, conversational. She flipped the page over, seemingly ignoring Munira's choking cough that resulted from her admission.
Once Munira had recovered from the shock, she cleared her throat. "I'm... Not sure that would be the most diplomatic move, Lila. I'll do my best to keep you separate."
"Good, thank you dear." Lila took the page she was holding, then slid it across the table to where it was within arm's reach of Munira. "Have you seen this agreement, SHARE? The latest Seraphim project. Weren't you doing something similar?""
Munira took the page and began reading, nodding along at a few points. Lila didn't take any notice, too busy taking a second sip of coffee.
"It's not quite the same. The Seraphim seem more interested in development, building local infrastructure. It has some weaknesses compared to my project, but it should drastically improve health outcomes." Normally not the talkative sort, Munira was known to come alive when discussing health policy. It was an impulse she had learned to control, which saved many meetings from doubling their scheduled length. "I should go confer with the office about this, get it signed."
"Good plan," Lila said off-handedly. "I'm nearly caught up on the latest anyways, so now I need to figure out who let the Seraphim build their Casbah in a town. Keeping an eye on them is going to be much more difficult."
The Seraphim continue to prove their commitment to not only improving the lives of all humanity, but in building up our ability to do so ourselves. It demonstrates a respect and worldview that the great powers of the world lack, the ability to accept a loss of control. For such a partner, and such a worthy project, Algeria is happy to become a full partner of SHARE.

Alexander, Special Envoy of the Holy Church on the Matter of the Peruvian Fallow Zone, looked up from his half-finished cup of coffee, taking a moment to realize what his escort was talking about. The woman was a relative newcomer to the church, but had shown great aptitude in her studies and an especial talent for memorizing the intricate details of half functional devices from the world before. Her decision to enlist in the Order of Promotheus had been a real windfall, but he found to his own embarrassment he couldn't actually remember her name at this particular moment. It would come back to him, he was sure.
Still, he had to respond in the meantime. "How do you mean? Avoiding another Hudson incident is a real coup, especially since by asking us to sign on, the Spacians implicitly recognize our authority over the sacred lands."
She looked at him with the kind of healthy, restrained skepticism one uses when faced with a superior who you think is being stupid, but you can't openly say it.
"Come now," he rejoined, a little miffed. "Don't tell me you're one of those who believes they're inherently malicious or some such nonsense." It was an attitude that was annoyingly common among some in the faith, piety turned to blind zeal. It would be unfortunate if Clarisse, that was her name, turned out to be one of them.
"It's more that..." She was clearly mulling over whether she should say this, but she had already started speaking. He waved his hand, indicating permission. "Well, your name is on the treaty. If anything goes wrong, it could simply be made your responsibility, and you'd quickly become a convenient scapegoat. Sir."
Ah. She was sharper than he had thought. "You're not wrong," he conceded. "But! That goes both ways. If all goes well, and the Spacians can heal the sacred lands, it all reflects quite well on me. And that's well worth some tension and stress in the short term."
Another skeptical look. "It still seems awfully reckless."
"Well, from our perspective, perhaps. But we need to remember the Spacians are not inscrutable. They're all really just men, like us."
A raised eyebrow. He flushed, coughing.
"A poor choice of words on my part. And inaccurate besides," he muttered, "but the point remains they are all human as far as we can tell. They organize themselves, broadly, in ways we've seen here. They desire the same things as us. Is it really so hard to believe they simply want a place to call their own that isn't a single accident away from being consumed by the void of space?"
"That's exactly why I worry." Her tone was dour, but at least now her understood her disapproval came from caution, rather than distaste.
He paused, mulling over how to reply. He took the opportunity to have some more of his coffee, stifling a sigh at the revelation it had gone cold. Still, it was expensive enough he felt honor bound to finish it. There were counterpoints to her argument, of course. But he had already wasted enough time delaying his flight back to CanMexico, and this discussion was verging into things that were best not repeated out in the open, even in a lavish little cafe in Jaburo that was surrounded by a ring of guards.
"Perhaps," was all he said, in the carefully practiced tone of the professor that let a pupil know this line of discussion was over for the time being. "But right now, we should prepare to leave."

By our own readings you have successfully fended off the most bothersome meandering of theirs and successfully appeased their egos. I am sending along last years paper on the role of the Cult of Apollo-Mithras as both social and religious resource in mondist society. While it is a resource not available to us, this doesn't mean mondists do not have to be careful of invoking it even with Others like us. After several long weeks of communication and discussion between the Earthian powers known as the Margraviate of Jaburo and the Amazon Territories, we have finally secured a place upon the Earth to call our own.
It is from this place, in the area known to the Earthians as Peru, that we will craft what is necessary for Anlscar and all its people to survive and thrive in this new era we have found ourselves thrust into. No longer will we need to live in fear in the shadows cast by others, no matter how benevolent they may seem. Soon, we will have the power to chart our own course. To build our own future.
To forge a legacy that will make all of our sacrifices worthwhile.
It had been mere months since the invisible barrier separating the two different branches of Humanity had been broken by the crew of the Lunarian shuttle that fateful day. Since then, the many powers that existed within Earth's orbit had scrambled to come forward and introduce themselves to the nations of the world that their ancestors once called home so long ago. No matter how benevolent or militarized, the nations of the void found themselves in total and complete agreement when it came to one thing:
Not one of them could afford to be left behind. To ignore the bounty of Earth completely would be akin to a death sentence, even for the strongest among them.
Two women occupied a room within the Anlscarian space colony of Zolpher-1. The first and eldest of the pair sat behind a messy desk, leaning back slightly in her seat as she studied the report held in her hands with a critical eye. It was just one of the many documents, images and maps that covered the flat surface in front of her, all of which contained information and statistics regarding many things of great importance.
"So, what do you think?"
The second sat before her in another chair, watching on intently even as her stern voice cut through the quiet hanging between them. Her stiff posture was the result of her training, and the rank insignias blazoned upon her uniform proudly betrayed her status as a member of Anlscar's High Command.
The silence continued for a good moment more, before Evelyne Leva Marr finally placed the paper down on her desk in front of her and gave her eldest daughter her full attention.
"I think," she slowly began, "that despite the conflict being waged across the South American continent, we will not need to worry about betrayal from the Margraviate, the Territories or allies of either one of them. They signed the agreement, and they are far too busy with their squabbling to think of changing their minds any time soon."
"They might not need to. I daresay that they are privately hoping that the dangers infesting the Fallow Zone will do the work for them. The warnings we have received along with our own initial surveys have not painted a pretty picture."
The Supreme Ruler of Anlscar let her elbows rest against the desk as she pulled her hands together in front of her.
"You are correct, my dear. By all reports, Peru is an utterly inhospitable place to live, let alone a place to establish a colony. The dangers and anomalies infesting the Fallow Zone will likely claim the lives of many of our people in our attempt to settle it."
Her response caused a frown to appear on her daughter's face. "In that case, could we not have waited for the PARMA negotiations to continue? The Antarctic is-"
"The PARMA negotiations will take time," Evelyne said abruptly, cutting her off. "Time that Anlscar does not have. I know you have read the reports. The Astarti meddle in Asia, the influence of the Seraphim continues to spread, and the Lunarians have purchased an entire island from CanMexico. Despite the strength of our people, we have long lacked the means to properly protect ourselves from other powers. The longer we wait, the wider the gap will become."
"We cannot afford to wait any longer. Lives will be spent, but they will be spent to secure Anlscar's future. To ensure that we will never suffer beneath the whims of tyrants ever again. Remember the first lesson that is taught to all our people, my daughter."
The Matriarch looked her dead in the eye, waiting for any kind of response.
All she was met with was silence, until her daughter could not endure that piercing gaze any longer, and turned her head away.
"...I remember."
"Good. In light of your concerns, I will be sending you to oversee the settlement of the Peruvian Fallow Zone personally. I am certain you will ensure that the establishment and expansion of the facilities there will proceed as scheduled and that the dangers of the Fallow Zone will not create any delays. Do you understand, Elisia?"
Owing to the various unknowns involved in justifications of the ongoing Jaburo-Amazonian war, the Seraphim Council is declaring its intent to prevent further attacks on the Amazonian capital, both as part of its commitment to protect a SADE development partnership and to ensure all humanitarian goals (search and rescue, clearance of unspent ordnance and the shelter of all temporarily displaced persons) have been met.
With the welcome of the Amazon Territories' government we will be enforcing a 100km defence perimeter around Belem (hereby known as the Belem Security Zone) and preventing all declared hostile military units from repeating the vicious surprise attack on the capital under the disposition of a presumed border incident. While we consider the ongoing war and its spread to other corners a deplorable waste of human life and setback against the return of our species to an enlightened spacefaring polity, we willing to allow sovereign nations to resolve these matters between eachother without further interference or escalation.
Do not test our patience or circumspection.
The Belem Security Zone and the garrison will remain in-situ for the foreseeable future. We will withdraw as needed if any of the following parameters are met:
A request in any circumstances, by the Amazon Territories' government.
A resolute end to the war by treaty, signed by all current and future participants of the conflict.

The Algerian Socialist Republic, alongside our friends aboard the ZOLON Orbital Platform, seek to encourage the creation of an international medical organisation that is capable of caring for the sick and wounded of the world and mitigating the disastrous consequences of catastrophic events, including natural disasters and war.
The particulars of the organisation would be thus:
The core purpose of the organisation would be mitigating the humanitarian consequences of wars, natural and man-made disasters, organizing care and treatment for the sick and the wounded on and off the battlefield, organizing protection and care for civilian populations in affected areas, assisting in search for missing persons in an armed conflict, and coordinating international humanitarian aid.
This organisation would be beholden to no nation, be unable to forge any special pacts or allegiances, and favour no one people over another.
The organisation would be granted one headquarters on a space station wholly given over to the purpose in earth orbit. This would serve as its administrative centre for affairs of outer space.
The organisation would be granted land on earth for a headquarters which would serve as its administrative centre for earthbound affairs. If no land can be found to be given to it, it is proposed that the headquarters be in a neutral nation such as Spain.
The organisation would be granted funding by participating countries in order for it to employ doctors, maintain necessary emergency vehicles, develop medicines, and purchase medicines and medical equipment.
The organisation would be allowed to run and operate hospitals in any nation, so long as that nation gives permission. These hospitals would operate under the governing laws of the organisation, and would be seen as neutral territory.
With cooperation of willing parties, the organisation will supervise treatment of prisoners of war and the civilians in occupied areas.
Agents of the organisation would be protected targets, operating in good faith and neutrality, and any violence committed against them or the hospitals of the organisation would be seen as an egregious breach of trust and international standards, resulting in a proportional international response.
The organisation is prohibited under any condition from sharing information to anyone about the capabilities of other parties. If the organisation does perform any kind of analysis or report on the capabilities of a nation or group, that information must be kept strictly confidential between the organisation and that nation or group

The League - Architecture
Those who visit the Cold League are often surprised by the variety and coloration of its architecture. Publicization often cited that the league favors dull and uniformed buildings that is efficient to erect en masse, in addition to the post republican era where reactionary structures, such as old monarch palaces, are torn down. Those findings were true to an extent, early Vangism period was a time for strict rationing of all material to rebuild after the power struggle. New collective housing and pubic services went a long way to calm the nerves of the general population. But that was decades ago, abundant natural resources allowed the central committee to eliminate rationing of normal goods; which naturally led to a boom of civilian economy, include redecoration and renovation of their living space. Art appreciation may not be of national or revolution focus, it is nevertheless encouraged. As such it is rare to spot cities sharing similar looks across the league, a reflection of a calmer well-off people.

"Ha. Nothing so convenient, just a strict diet and healthy exercise regime. Well makeup and plenty of recruits went a long way. Miniscule facial adjustments are surprisingly effective when applied uniformly."
"That explains your interest in cosmetics. So this is what the campers ate?" He points to the cold food between them. "Just fish and potatoes after hard labor?"
"They are allowed to eat until they puke but I don't think that's the direction of your insinuation." Eevi took a bite out of the cold greasy fried fish. "I am not so cruel to work them while slowly die of hunger and cold. They are put to hard work, that is true. But they are also cared for in mind and body, significant amount of my resources is tied there."

Princess Sarella glanced back at the guard who had spoken, briskly leading the way through the crowded halls of the space station. Her escort did their best to keep up, but she was not about to let herself be held back from exploring for the sake of security. She was not dressed in full formal wear, soft fabrics shimmering in the artificial lighting as she moved through the artificial environment.
Waving the food item in her head, she wore a bright grin as her green eyes sparkled. "I know exactly what this is," she assured her escorts. "It's meat on a stick, with a deep fried exterior of batter. I believe the merchant called it a 'corn dog'." she took a bite of the food, just to prove her point that there was nothing bad about it.
Then she moved on ahead, forcing them to carry after her as best they could. "I know your father wanted you to represent the Kingdom to the wider international community, but i don't think he meant doing it like this."
"Ooh, look at this!" Sarella did not listen, instead making her way over to another area where some fabrics from the Freeholds were on display. "Aren't these gorgeous?" She took hold of one on the rack, gesturing to it as she looked back at her escorts.
One could just imagine the silent sigh that came from them before they conceded to her whims. "Yes Princess."
Grinning, Sarella pulled it from the rack and stepped over to the shopkeeper. "I'll take this." One transaction later, and she moved on as the fabric was draped over her arm. She seemed pretty happy with her purchase, humming as her gaze swept the stores and booths that they walked past as she continued her tour of the station.
After a few minutes she looked back and addressed the complaint that had been levied at her. "Besides, this is exactly what father wanted. We're getting out, experiencing what Earth and Space have to offer, and showing that we're more than just our desire for revenge. We need to give the world our best face if they're going to take us seriously, and this will help us do that."

The particulars of the organisation would be thus:
The core purpose of the organisation would be mitigating the humanitarian consequences of wars, natural and man-made disasters, organizing care and treatment for the sick and the wounded on and off the battlefield, organizing protection and care for civilian populations in affected areas, assisting in search for missing persons in an armed conflict, and coordinating international humanitarian aid.
This organisation would be beholden to no nation, be unable to forge any special pacts or allegiances, and favour no one people over another.
The organisation would be granted one headquarters on a space station wholly given over to the purpose in earth orbit. This would serve as its administrative centre for affairs of outer space.
The organisation would be granted land on earth for a headquarters which would serve as its administrative centre for earthbound affairs. If no land can be found to be given to it, it is proposed that the headquarters be in a neutral nation such as Spain.
The organisation would be granted funding by participating countries in order for it to employ doctors, maintain necessary emergency vehicles, develop medicines, and purchase medicines and medical equipment.
The organisation would be allowed to run and operate hospitals in any nation, so long as that nation gives permission. These hospitals would operate under the governing laws of the organisation, and would be seen as neutral territory.
With cooperation of willing parties, the organisation will supervise treatment of prisoners of war and the civilians in occupied areas.
Agents of the organisation would be protected targets, operating in good faith and neutrality, and any violence committed against them or the hospitals of the organisation would be seen as an egregious breach of trust and international standards, resulting in a proportional international response.
The organisation is prohibited under any condition from sharing information to anyone about the capabilities of other parties. If the organisation does perform any kind of analysis or report on the capabilities of a nation or group, that information must be kept strictly confidential between the organisation and that nation or group
