Well, Pent might be difficult to find, considering now he doesn't even have "being Mage General" to stop him from going all over the place for his research. Lucius, probably less of an issue. Just check in at the orphanage. Assuming we had some reason to drop by without dealing with the marquess.
Lycia, also known as Lycian League, is a country geographically located in the center of the continent of Elibe, and was founded by one of the Eight Legends, Roland the Champion. It is made up of a federation of numerous territories, each ruled by a powerful Marquess, and those leaders form a council which governs the country.
Your father, Eliwood, is the Marquess of one of the territories in Lycia, Pherae. But, due to his deteriorating health and grief over the death of his wife, Ninian, he is no longer the man he was years ago. Knowing that he no longer fits to govern Pherae as the Marquess, he asks you to rule Pherae in his stead. He delivers his request in reluctance, knowing that you are still too young to take over his position as the Marquess, but you accept his request. On paper, your father is still the Marquess of Pherae, but the one to actually do the job is you, his son.
Even so, you are still young. While you may have learned many things about running a state, doing the real thing is another matter altogether. Your father reassures you that two of his oldest advisors, Marcus and Merlinus, will be by your side to advise you. Running a state is a rather daunting task, but you accept it head on. After all, it is for your father's sake.

TURN 1
You arrive at the meeting room only to find your father's advisors, Marcus and Merlinus, are already there. It seems that you are late in your first council meeting, much to your embarrassment. Luckily, both of them don't seem to mind your tardiness much, knowing that you are new in this kind of matter. But, you keep it in mind to not be late again for the later meetings.
Marcus is a veteran knight who has fought alongside your father in countless battles. Despite his age, you can clearly see that he still hasn't lost his touch. While his body may have been weakened due to his old age, you know that Marcus is not a man to be trifled with in and outside of battlefields.
As for Merlinus, he is not a warrior like Marcus, but he is good in management and stewardship. He's a little cranky and outspoken, but from what your father had told you before, he wasn't always like this. When he was younger, he was more timid and kind.

We can specialize the soldiers in a bit, but having a larger base to work with helps with both security and possibly increasing the number that can be promoted at once. Ostia (and possibly Thria) we already have a good relationship with, while Laus and Araphen would require some concentrated effort to work out. Santaruz, we both have a decent chance to work something out with them, and it would be a new ally. The mountains, because both income and setting up somewhere to start dealing with the inevitable bandit attacks from the mountains. And possibly being able to recruit some potential bandits to our side. Rumors and Seeking Knowledge, pretty much just finding out the general situation. The temple since it sounds like a decent idea at the moment. And talking to Dad to help him out, and maybe hear about that (second) time he swordfought a dragon.
