I'm not sure if that's a thing in Nasuverse, but I've heard flimsier reasoning.
Hmm, I couldn't really find the sheet I was quite looking for. I remember it was an uncreative Nimrod sheet but I forgot where I put it. It was pretty bad. I have these 2 sheets that I made a while back that could use some criticizing. They both rub me the wrong way but I like some aspects.

Simply put, recreating the effect of a jet burst by expending large amounts of prana. All of Hou Yi's arrow may be coat his arrows in magic fire. Hou Yi gained this skill due to his connection to the sun.

Noble Phantasms
Jiu Pāishè tàiyáng - The 9 Arrows which strike down the sun
Rank: A(+)
Type: Anti-Unit

The manifestation of Houyi's most famous feat. The shooting of the 9 suns. This Noble phantasm is manifested as 9 special arrows. The arrows themselves look almost like crystalline crimson rods with fins and a conical sharpened tip when held in the bow. When loosed from the bow, it becomes a single, long, crimson beam of light connecting the bow to the target, as if it were a laser. The 'flight' of the arrow is instantaneous, and the 'light' that onlookers see is the crimson trail it left behind.

these arrows ,when fired, will surely hit within one turn, regardless of range. He was able to instantly shoot down the suns from the sky, without giving the crows time to react. It completely bypasses the laws of physics regarding speed and travel time.

Each arrow also has a very high "anti-Solar" aspect. Any "Solar" related defense, such as Gawain's increased endurance in sunlight and karna's armor made of sunlight will be ignored completely. The Noble Phantasm will also receive a rank up against those with solar heritage.

Finally upon contact the arrow will explode upon contact with a blast, dealing large amounts of damage. The arrows aren't something hat can really be "dodged" with agility. A sufficient luck check may cause an opponent to dodge the arrow. Those with agility B or higher may be able to react and parry the arrrows, but the arrow will still explode. Houyi may only use this Noble Phantasm 9 times before all the arrows are depleted. Hou yi may also use these arrows in rapid succession. They cost a hefty sum of prana.

The Tenth Arrow - The Sun that burns for eternity
Rank: A+
Type: Anti-army

When Hou Yi was shooting the suns he had 10 arrows prepared. He was about to shoot the last sun but was stopped so he would not leave the world in eternal darkness. This is the sun which still shines today. This Noble Phantasm manifests as an arrow that only appears after he has shot all 9 arrows of his previous noble phantasm.

Hou Yi will shoot this arrow into the sky and it will become the "sun that survived". This sun will sear and burn anybody within range as if the actual sun was there. This burning sun has quite a large range. Anything within 40 meters will be susceptible to these burning effects. Hou Yi and any of his allies are immune to these effects and contrary to his previous NP this one empowers solar based servants. While activated solar based servants have all of their parameters ranked up by 1 and is immune to the burning of the sun in a similar way to Hou Yi.

It requires prana to maintain and once the sun disappears, so will the arrow. Hou Yi will only be able to use his bow after this with no noble phantasms.

A bow that Hou Yi used in life. It does not have enough feats to become a noble phantasm but it can harm servants. It can be compared to Alexander the Great's sword. While not too strong the normal arrows in Hou Yi's quiver may be powered up by prana burst making Hou Yi dangerous without Noble Phantasms.

Background
Edward Teach, or "Blackbeard" as he is best known, was a pirate active from 1716-1718 in the Caribbean, near the very end of the Golden Age of piracy. He was initially a man of the navy working for England, but then commandeered a ship, the Concorda, renaming it Queen Anne's Revenge. He outfitted it with guns and a pirate crew, and sailed around the Caribbean islands harassing English ships, taking safety in the pirate haven island of New Providence. After a year he ran the Queen Anne's Revenge aground, possibly intentionally. The year after that, his new fleet was chased down by Lieutenant Maynard of the Royal Navy, who killed Blackbeard. The pirate's body was tossed off into the sea, and his head was tied to the bowsprit of Lt. Maynard's vessel. He is one of the most famous pirates in history.

Is the talent to sail vessels recognized as ships. Because the ability as a group leader is also necessary, this unique Skill also has the effects of both Charisma and Military Tactics. Black Beard was an effective leader and pirate but he commonly killed his first mate to increase the fear his crew had for him. As such the drawback to this skill is that allies suffer a huge morale penalty.

Battle Continuation
Rank: B (4)
Makes possible to fight even with deadly injuries and can remain alive so long as one does not receive a decisive fatal wound. However the servant may drop dead if enough damage is taken. In his fight with Maynard Blackbeard had been stabbed twenty times and suffered at least five gunshot wounds, before bleeding to death. Maynard also happened to break his sword into Blackbeard's back in the beginning of the fight.

Knowledge of Respect and Harmony
Rank: D (2)
Prevents any decrease in the effectiveness of a technique, regardless of how many times it is used against the same opponent. Blackbeard used the same tactics all through out his pirate career. He never changed them but he stayed just as scary and effective throughout his entire career. His enemies never caught on to his tricks until the very end. At this rank repetitive tactics and prior knowledge of certain attacks do not suffer minus modifiers.

Blackbeard's most famous ship and perhaps the most famous pirate ship of all time. This is a classic 18th century cargo ship stolen from the British navy and upgraded with many cannons and a larger crew. Blackbeard is capable of maneuvers impossible for normal ships while sailing it. Blackbeard is capable of teleporting to the ship while it is manifested.The ship may be ridden in manifested in the air.

However, if he becomes too distant, the ship and her crew dematerialize and must be re-summoned. The Queen Anne's Revenge is notable in that it is both existent and nonexistent at the same time; a ghost of a ship. Normally it is impossible for inanimate objects to take on this property, but this one specifically is famous enough as a wreck and a solid ship to bypass such restrictions. Automatically repairs itself as if it were a part of Blackbeard's body, and it much tougher than even modern vessels. The ship has 40 canons that are equal to C rank noble phantasm attacks. The ship is operated by wraith like beings who are like familiars to Blackbeard. Blackbeard can make the ship and all those aboard have C rank presence concealment and become intangible at will although doing so takes a sum of prana. Weapons that specifically target ghosts or wraiths ignore the intangibility.

A Noble Phantasm representing not only Blackbeard's beard, which was covered in wicks, but his reputation as the most terrifying pirate ever. Blackbeard automatically activates this effect in battle or when he wants to. Only a higher than "C" rank in Mental defense, high luck, or passes a WILL check can avoid the effects of this Dread Visage. Blackbeard's Dread Visage causes his enemies to suffer with his very presence even to those who fail an END or WILL check may fall unconscious or be scared to death. Also any servant under the effects of Blackbeard's Dread Visage will suffer a rank down in all parameters. Servants with Mad Enhancement ranked C and up are immune to this Noble Phantasm. In life Blackbeard viewed fear as one of the greatest weapons. He put wicks in his beard to inspire fear in his enemies and killed some of his crew mates to make his allies fear him as well.

Equipment
Cutlass and pistol that are capable of harming servants but are weak weapons overall.

I could have sworn I saw that exact Yi sheet somewhere on Beast's Lair.


Anyway, have my not very good Archer sheet. I was originally going to make him a Saber clone, and submit it for the Fate/Logical Conclusions, but then I backed out when I couldn't make a satisfying NP.

After Rostom fell into the pit, he requested a bow and two arrows from Shaghad as a last request. As soon as he received the bow, he shot the fleeing Shaghad, the arrow traveling through a tree to kill him. On another occasion, when battling Isfandiyar, he found his strength lacking, and had to consult the Simurgh. On her advice, he crafts an from the wood of the gaz tree, and shoots Isfandiyar in the eye, the only unprotected part of his body. Representing this aspect of his legend, arrows shot with this bow will ignore armor and endurance of rank A or lower. Those of A rank or higher will be treated as two ranks lower when struck.

Haft Khan

Rostom completed a Haft Khan, seven legendary tasks to prove his heroism. He fought against mighty demons, crafty sorcerers, and even slayed a dragon during this journey. It is through these seven tasks that he became the greatest Persian Hero, and they can be considered his greatest accomplishment. His Seven Deeds are crystallized into seven Arrows, each the equivalent of an A rank Noble Phantasm. When these arrows strike, they produce a massive explosion, capable of damaging everything within 50 feet of the strike.

Actually this effect was almost the exact effect of my original Hou Yi first noble phantasm except with 9 arrows instead of 7. That was until I had to look at other sheets to see how I could spice it up more.
 
I ripped off took inspiration from another Hou Yi sheet I saw on Beast's lair for the first NP. Specifically the instant travel time and getting blocked by mundane objects.

Yeah the non unique flavor is probably what I dislike about the Rider and Archer sheet. They are functional but have nothing that catches the eye of someone. Also with your archer sheet the 7 different arrows with a different effect definitely would've been a lot cooler and awesome then what the sheet has now.

I was like four of the seven arrows in when I just gave up. It was pretty bullshit, when including his skills. Prana burst to make his arrows just that bit harder to dodge, his bow to make them ignore armor, clairvoyance and instinct+skill to hit, all before I got to the actual arrows. The arrows that happened to include local omniscience, healing, a seeking arrow, and an anti magic arrow. Which could be used once every day, each. And that was before the using any of the really big tasks he completed.

When Rider has it's summoned and calls out "Wingilótë!" Rider's Luck and Agility each undergo a Rank Up. Only those granted permission by Rider can set foot upon this ship, barring a Divinity check against Rider's own.

Noble Phantasm Name: Thorondor, The Host of Eagles

Range: Anti-Army

Rider can summon any number of the Great Eagles, Manwe's chosen, to assist him in battle. These majestic creatures are Divine Beasts from the first Age, with Thorondor in particular having a wingspan of 30 fathoms. Thorondor's own ability to scar the face of Morgoth, one of the mightiest of the Valar, bestows upon him a level of Divinity in his own right. The War of Wrath saw his final battle in Middle Earth, where the Great Eagles and Rider stood against the Host of Dragons Morgoth sent forth, and slew them utterly.

Noble Phantasm Name: The Silmaril, Jewel of Fëanor
Rank: EX
Range: Anti-Evil

One of the Three masterpieces crafted by Fëanor, Greatest of the Noldir. Gems which were crafted with the light of the trees Telperion the Silver and Laurelin the Gold during the Years of the Trees when Middle Earth was young. Stolen by Melkor, later named Morgoth, with great treachery and murder which lead to Fëanor and the greater part of the Noldor departing to Middle Earth to begin the First Age. Later stolen from Morgoth by Beren One-Hand and Luthien at great cost, this gem eventually came to Rider by way of his wife, Elwing, descendant of those two.

These gems possess a powerful light, one which was impossible to replicate after the world was first made, and upon the death of the Telperion and Laurelin these gems were sought to be used to rekindle their life for that very reason. However.

Due to being hallowed by Varda, the Silmaril will burn the flesh of the mortal, hands unclean, or anything evil which may touch them without exception.

When this Noble Phantasm is activated by Rider, it's light fills the area, chasing away all shadows with it's unearthly beauty, requiring a Willpower check to not be distracted in that moment. Rider, as well as his ship Vingilot are able to channel the energies of the Silmaril in order to grant Rider a Rank Up to all Parameters, with the exception of Luck which is raised to a A, reflecting that Rider's fortune is now tied to this gem. In addition, both Rider and Vingilot are both able to channel the Silmaril's blessing, and their touch burns all Mortal Flesh, hands unclean, and all things which are evil.

The very same Ship which carried Elwing and Earendil through many journey's, originally crafted by Earendil and Cirdan the Shipwright. Sanctified upon reaching Valinor, it possesses the abilities of flight even into the reaches of space, and defenses superior to several fortress walls. When Rider has it's summoned and calls out "Wingilótë!" Rider's Luck and Agility each undergo a Rank Up. Only those granted permission by Rider can set foot upon this ship, barring a Divinity check against Rider's own.

Rider can summon any number of the Great Eagles, Manwe's chosen, to assist him in battle. These majestic creatures are Divine Beasts from the first Age, with Thorondor in particular having a wingspan of 30 fathoms. Thorondor's own ability to scar the face of Morgoth, one of the mightiest of the Valar, bestows upon him a level of Divinity in his own right. The War of Wrath saw his final battle in Middle Earth, where the Great Eagles and Rider stood against the Host of Dragons Morgoth sent forth, and slew them utterly.

Noble Phantasm Name: The Silmaril, Jewel of Fëanor

One of the Three masterpieces crafted by Fëanor, Greatest of the Noldir. Gems which were crafted with the light of the trees Telperion the Silver and Laurelin the Gold during the Years of the Trees when Middle Earth was young. Stolen by Melkor, later named Morgoth, with great treachery and murder which lead to Fëanor and the greater part of the Noldor departing to Middle Earth to begin the First Age. Later stolen from Morgoth by Beren One-Hand and Luthien at great cost, this gem eventually came to Rider by way of his wife, Elwing, descendant of those two.

These gems possess a powerful light, one which was impossible to replicate after the world was first made, and upon the death of the Telperion and Laurelin these gems were sought to be used to rekindle their life for that very reason. However.

Due to being hallowed by Varda, the Silmaril will burn the flesh of the mortal, hands unclean, or anything evil which may touch them without exception.

When this Noble Phantasm is activated by Rider, it's light fills the area, chasing away all shadows with it's unearthly beauty, requiring a Willpower check to not be distracted in that moment. Rider, as well as his ship Vingilot are able to channel the energies of the Silmaril in order to grant Rider a Rank Up to all Parameters, with the exception of Luck which is raised to a A, reflecting that Rider's fortune is now tied to this gem. In addition, both Rider and Vingilot are both able to channel the Silmaril's blessing, and their touch burns all Mortal Flesh, hands unclean, and all things which are evil.

Shit that's a lot of skills.

However, the most notable of the items bestowed upon assassin by this NP is his Holy Vestments, which provide A rank Magic Resistance, in spite of him possessing no inherent Magic Resistance of his own.

Assassin triggers his greatest NP by speaking this verse. This flame could be said to be an anti-magic weapon of the highest caliber. Representative of the countless accused burned at the stake during the course of the Inquisition, this attack summons a tower of flame around a single opponent, dealing damage equal to one rank greater than the target's Mana. This attack raises one extra rank against any non-Christian foe, but lowers one rank when used against one of the Faithful.

Actually, that may disqualify Rake and Icarium. Pretty sure Rake is a God that just denies he's a god, and Icarium probably has some worshipers somewhere, and he's just too brain damaged to remember them.

If the OP's doing a story, then they should typically want "Not horribly broken except in specific circumstances. This happens to be one of them" Servants as opposed to "Lol, I curbstomp Gil" Servants, as that allows them to plan the story on having those circumstances happen at the right times.
If it's something else, that changes things.
