Well, we do need answers, and Vahlen isn't up to resurrecting the dead...
We have possible Eldar s o we are good for intel. Not that interrogating cultists is bad idea, just their survival is optional.
The simple fact is, our orders were "Shoot fist, then shoot again!" These aren't police or even regular armed forces, these are X-Com. Failure to obey orders is grounds for execution.
I just don't think it's going to be an issue since he's standing in front of an Obliterator.
When did we ever give an order that said not to capture?
"Alpha Strike" does not mean "Arrest them". If he were surrendering already, that would be different. But he wasn't. He was clearly gathering power for something, meaning that the Reaper disobeyed direct orders. In fact, the votes were worded this way to avoid this very thing.

The drones themselves start to engage pouring auto grenade launcher, machine gun, and rocket fire onto the entity. It stops and buckles but continues to move forward, cackling as it unleashed a flood of plasma and gun fire that destroys the first line of ground and air drones. The second line of Thanatos drones automatically switches to hand to hand as they began to engage the cultist who manages to cut down two before getting blasted point blank by a plasma cannon.
After breathing a sigh of relief you begin to grimace. It'll be be bitch to explain this to the council.

Your Psychic units are split evenly between those who want more psychic powered equipment while others are uneasy at the...results given what happened at the Farm.

Research of Cult texts and consultations with your psychics lead to a theory of a race of psychic entities which feed on psychic energy (most likely from violent emotions) and were attracted by the heavy fighting of the ethereal war. Ironically this cult may or may not be a psychic energy 'farm' for them.
You have other threats that you have to deal with and decide to get one of you officers to organize a task force to handles this...Khorne Blood God and his followers.
The children are being examined in an NBC isolation room set up with medical beds. They are hurt physically and mentally it will take some time to fix this.

Natalia's physical strength is nothing to scoff at as it takes Tier 2 power armor to even restrain her and the medical room psychic admits that she is above latent in power.
