Would this noninterference extend to the people we tried to team up with as well? I mean I like the idea of being treated as a magical girl that he wants to keep around and alive but I can see him arranging things with other magical girls that we want to join the team because they aren't under that protection.

Probably not. He might — might — stay away from your current friends due to the "happy" clause, but you've never heard of a Magical Girl he values enough to avoid harming even nearby MGs. As far as you know, one major reason he wants to keep specific MGs alive is so they can act as recruiters for potential Magical Girls — he'd offen discard the recruiters afterward, of course, but the point still stands: he's most likely not going to give you a territory of protection. It might even just be a shield for yourself. Still, as you aren't an existence that generates Grief, he really doesn't have any major reasons to keep you alive (that you know of); getting him to GTFO from just you would be quite valuable on its own.

I will absolutely take a deal where he doesn't deliberately work to screw us and our friends over, even if we still have to deal with witches and other magical girls with their own agendas. He won't protect us at all, but if he can just refrain from actively trying to kill/witch us and any friends we make, I am perfectly fine with that.

And this is absolutely the best time to take this deal, before he realises just how much of a pain in the ass we can grow to be in one year, let alone nearly ten. If we're very, very lucky, the wording of our deal may cover members of our organisation once we get influential enough, just so long as we're even mildly familiar with them and would be sad at their death/witching.
