I think they all stayed in the Soviet colony, since that's party line at the moment. If we started planting some corn though, I'm sure we could entice Khrushchevists to our country.
With the serious threat of one party dominating the system, the other parties went to work forming strong platforms as well. This election saw the Trotskyites fall far, from being the majority party to merely the second most popular.
The Social Democrats and Socialists saw the biggest change, with the Social Democrats running on a popular platform and Socialists running on none, they practically switched places in terms of popularity.
The anarchists were the real winners of this election, with a plurality vote. They ended up forming a coalition with the Trotskyist Workers' Party, having a mostly similar platform with the real difference being degree of devolution.
The government decreed that they officially supported the creation of workers' councils in the matter of the agricultural one from a few years ago. This would not only be for the immediate time, but also allow the formation of workers' councils in perpetuity, allowing for any area of society that needs one to form.
This lead to an Industrial Workers' Council, a Miners' Workers' Council, and a Construction Workers' Council quickly springing up, each in charge of innovation and coordination between their industries. Attempts at having workers in the other areas of the economy form their own councils fell apart, with too few people involved.
As part of a compromise measure with the Trotskyites, by the end of the two years the anarchists agreed to a resolution officially forming a few more workers' councils. These would be of education, consisting of the new teachers, research, consisting of almost all the republic's scientists, cultural, for all forms of art, communications, consisting of both the news and spokespeople for the government, and militia, for innovating new doctrines on the moon.
These workers' councils would have little official power except that they consist of those they represent, and thus naturally have pull towards advising them. The Cultural Workers' Council in particular was tasked with forming a unique culture and art style on the moon, and the Communications Workers' Council was tasked with advertising it.
Meanwhile the Agricultural Workers' Council continued their work, approving a bush called the Sneezing Flower. Named after the flowers it grows which cause almost everyone to sneeze upon proximity, it also produces berries that were found to be highly nutritious for humans.
Both members of the coalition agreed that housing was a priority. The construction workers were to prioritize simple communal housing, which would consist of two floor wooden houses with a shared kitchen for a few families. With a plumbing system already set up, the urban ones were able to be built with running water and inside toilets.
The Construction Workers' Council has also decided to start working on forming a unique architectural style for the moon, but hasn't yet been able to decide on anything.
Despite these housing efforts, immigration has only grown, and it's taken the effort of greatly expanding the number of construction workers to keep up. If the rate of immigration continues to grow, or if the construction workers are needed elsewhere too much, it is likely to become a crisis once more.
Public education was officially state sponsored in the Public Education Act, to be designed and constructed by the Education Workers' Council. For now, this would consist of ideologically reliable volunteers–primarily Trotskyites and anarchists.
By the end of the term they managed to get primary schools up and running, and a plan for instituting secondary school. By law, secondary school and above will be required to involve more self-directed learning than primary schools, with a democratic classroom and the ability to choose what topics they want to learn. This was mostly theoretical, but would require direct action by parliament to change before it happens.
The final main project of the coalition was finally getting power to the communes. Despite agreeing on the general idea, the two partners disagreed on how to get it done.
The anarchists insisted local communes should do it themselves, with parliament merely requisitioning the supplies for them. The Trotskyites insisted the government should manage it themselves.
The day of the vote for the Trotskyist package, the Social Democrats put their own proposal on the table. They requested a constitutional amendment to establish a bill of rights and a non-partial judiciary to enforce it.
The two socialist delegates quickly denounced it, declaring judges to be the forces of reaction and the Social Democrats to be liberals.
Debates that day raged between the Social Democrats and Socialists, with filibustering preventing any other topic from happening that day.
That night the locals heard of the bill and many came out in a rally for support. These were primarily minorities, Asians and Eastern Europeans such as Ukrainians who remembered the brutality of the Soviet Union. The bill would stop parliament and any police or army to be established from committing the same atrocities.
The next few weeks the electrical proposals were all but forgotten, with the debates over the bill of rights dominating the conversation. The Trotskyists and Anarchists did bring up their own bills, but without the support of the other, and filibustering constantly bringing focus back to the constitutional amendment, only a small bill encouraging communes to act on their initiative was passed.
All the while the Communists were up in arms, denouncing the ineffectiveness of the government on their lack of direction. The people were promised electricity, and projects hadn't even started yet. Under a single party majority of communists, it would have finished years ago.
By the end of the term, the 2/3 threshold for the amendment was not even close to being passed, and the only generator created was a coal generator by the mines.
Right before the election, parliament was handed a concerning report. The black market was rising in use, with Soviet currency becoming a de facto currency in the republic. Most major projects were still done without trading money, but their priorities have been shown to change depending on bribes, such as who they build a house for first.
Luxury goods from the LSSR were also making the rounds exclusively on the black market, the republic's small industry not enough to compete with Earth-made products.
Clearly, the currency problem must be solved one way or another.

These are the primaries, meaning you vote for a plan for a party. If a party has two roughly equal plans it will split, and if it has no votes it will collapse. After the primaries there will be another vote for the general election which determines how many delegates each party gets.
NEW: Each party has a primary support base and secondary support bases. These are based on their actions in the quest thus far and the background lore from them (like communists being American and the militia being Trotskyites). They have strengths based on the political power of the group and how much the group supports said political party, which acts as a slight modifier on vote totals.
A plan vote should include the party name, plan name, up to 4 planks with a maximum of 150 words, and preferred coalition partners. You may also add an outreach action that'll happen if you're not in government, ex. anarchist's first plank last turn.

"So uh I know Mr Tyger's already announced one plan for the Social Democrat's actions if we end up in government this year but I've been convinced by a few prominent members of society to put forth a slightly different plan that better meets the perceived needs of the colony.
As such, if my plan sees us winning the support of the population, the Social Democrats shall focus their efforts on the political front this coming year towards adding the much debated amendment to the constitution guaranteeing everyone at least basic human rights and being judged by a nonpolitical judiciary. In regards to industry however, they shall focus their efforts towards actually building that electrical grid we were promised last year such that minimal industrial needs and major settlements have a chance of electricity during the long lunar nights. Secondly, we'll try to establish at least a small chemical industry that we can maintain ourselves and use to continue building up our capabilities.
Such as ensuring our volunteer hunters and 'off duty' militia members have the ammunition required to resume hunting efforts. Especially necessary due to the legal difficulty currently surrounding snares and other animal traps after a few unnamed idiots deployed them in areas seeing significant travel by the population. Oh, and the fact that any type of polymer or metal crossbow or bow is... unlikely to be acquired any time soon. Whilst I've been informed by those who know something about traditional wooden bows, spears or other hunting weapons that they have yet to find a suitable native wood, with import prices for Earth woods even worse than polymer or metal, or they have otherwise fallen afoul of various other difficulties.
However our flagship project will be the creation of an official internal market along with some form of currency system to support it so that we may move off the barter system and see more widespread use of currency than what is possible using the minimal supply of Soviet Rubles available to us. Thus aiding in the use of said Rubles for acquiring the necessary goods from the other colonies and homeworld nations needed to maintain and improve our glorious nation.
This is supported by Ms Mannerheim, who has stated that she is getting tired of having to organise a dozen trades just so she can acquire more crafting supplies to create toys for the young children. That Kazakh Militia Corporal With The Unprounceable Name who has noted that he even supports the creation of a tax system for the internal market as he believes that will cost him less than he currently must spend bribing people to not have his 'secret' brewing operation discovered and 'confiscated' despite everyone knowing he's the one to go to for affordable alcohol. And finally Mr Ivanov from the Government Bureaucracy who'd really like to be able to halve the work his department has to do trying to judge the relative value of every worker's efforts, according to the predictions of his calculations.
As a side note, I have been ordered to share that anyone using these statements of support to cause complications for any of those three good citizens had best flee far and fast as the difficulties the Unofficial, Non-Existent Housewife's Association will cause for making it harder to keep their little darlings quiet, the Militia, Armed Forces and Unofficial, Non-Existent Citizen's Watchmen Organisation will cause for anyone preventing them from being able to acquire cheap and tolerable alcohol, and the Bureaucracy for disturbing one of the few members that keeps their workload achievable will not be minor.
