They've got a crazy amount of material built up and if they collapse we'd be able to have strong influence on their colony and be a reasonably safe place to get rid of some of the material.
The rather importantly larger and economically stronger colony I might add...and thats if it collapses. After all, the mere fact they have a colony implies that the USSR has invested resources in an radically different manner. Their space program was much more of a sideshow than it ever was for the US, but a colony is a massive endeavor. Its entirely possible the Soviet economy is actually healthier right now than OTL, meaning Gorbachev might have an easier or harder time reforming things depending on exacts. And I wouldnt be surprised if the reforms are actually being rolled on. The USSR might get lucky and just crit after crit into functionality once more.
Which brings up a catch: What cost will the USSR attach? Gorbachev might see us in a more favorable light...but its still the USSR. We are after all a state with Trotskyists who actually are allowed to have actual influence on Socialist Selenite politics. They support us if we came under threat because well: Socialist is still better than capitalist...but does that support extend to development...when they have a colony that has need of Uranium Dioxide and MOX just as much if not more than we do? We better be prepared to pay a hefty cost for our UO2 supply regardless of who we buy it from.
The Trotskyists have seen a surge of support, while the Socialists have almost died as a party. Still, it's the steadily gaining Anarchist party that takes the lead and chose a coalition as the dominant partner.
The Anarchists and Trotskyists formed a coalition, starting with electoral reform. The anarchists managed lead with their plan, expanding the National Assembly with twelve more delegates, one per workers' council. These delegates would also be guaranteed a spot on any committee related to their field, ensuring that an expert had a say in the executive process.
As part of their compromise with the Trotskyist's more radical plan, after a committee is formed and they decide on a specific course of action, they will be able to task workers' councils with commissions, giving them executive power for the purpose of carrying out this plan.
With the National Assembly expanded once again, the Trotskyists implemented their plan of constructing a large capital building. It would include a large hall able to fit hundreds of delegates as well as many rooms for committees. It would finish within the year, allowing the delegates to finally work inside.
The capital building also included rooms for the workers' councils, though many would prefer to keep meeting in their own buildings.
The Anarchists and Trotskyists also have put an emphasis on building up the road network, with concrete laid down over the well trodden dirt roads. This primarily connected the agricultural communes to the urban core of Marxopolis and Leninonia. This concrete is just barely sufficient for two trucks to pass each other, planning for the future. For now they fill up with mostly foot traffic, but once truck production inevitably finishes, they'll be able to fill the road.
The nuclear reactor, started by the Socialists six years ago, has finally finished being constructed. The National Assembly has negotiated a deal with the USSR over radio in which they will include non-weapons grade uranium in their supply shipments to the LSSR, to be traded to the Socialist Republic, and in exchange the two colonies will combine their power network to be supplied by this nuclear reactor.
Part of this deal does require, by treaty, for Soviet inspectors to be allowed to visit the plant and demand changes if there is a danger of a break in production.
The Soviet colony did most of the work on the power line connecting the colonies, being much larger. They finished within a few years, fully connecting the two colonies.
The nuclear plant employed many hundreds of workers, including experts in the field. They quickly decided to form a new Workers' Council, with other power generator workers joining them over the Industrial Workers' Council.
Some criticized this move, calling it a blatant attempt to get another delegate in the National Assembly. But they had no power to stop it, and indeed others have begun discussing breaking off into smaller councils to get their own delegate. In particular the oil workers, hunters, and the few remaining cattle rearers have each begun making informal meetings on the topic.
The Socialist Republic is officially the second fully electrified colony, with the first being Horizon years ago. Still, the republic is much larger and doesn't have the backing of the largest economy on Earth, making it a much more impressive feat.
There were even several computers in communal areas, several programs downloaded onto each. The colonial powers were rather stingy with their export of these valuable machines, but the numerous trade dealings, especially the oil trade, have gotten a steady supply. At this rate, it'll be only a few years before every apartment has at least one.
Surprisingly, it is the anarchists who lead finally establishing a uniform punishment system. Fearful of a more authoritarian one, they hoped that an established system will prevent such a thing.
Up to now, criminals have been handled by stopping them in the act (primarily for minor crimes such as the black market), and for the worst criminals, the local community forcing them out.
They have now set up a state-backed system with two tiers. For minor offenses, they were tried by a jury of peers who can assign them house arrest for any amount of time, allowing for others to bring them food and such. Major offenses such as rape or murder had the choice between rehabilitative prison or exile on the next trade convoy. Rehabilitative prison must be voluntary on the offenders part.
Local communities (which may be discussed by just the jury) or injured parties may choose to waive punishments partially or entirely.
Some prisons have already been constructed, though they currently lack any sort of system to actually rehabilitate or evaluate rehabilitation. They were guarded by local militia.
The anarchists have also set up a fund for hunters and the few ranchers left to research farming local animals.
They began with the two most commonly hunted animals, Head-Haired Hare and Fluf-Deer.
Head-Haired Hare have ears that look kinda like wings, with wingspan of about two feet. It can glide long distances and jump several meters into the air. It's a commonly hunted animal due to being so populous, but attempts to farm it have quickly stalled out. They're hard to raise in captivity, and keeping them free roaming it's almost impossible to keep them contained.
Fluf-Deer look somewhat like a deer, but they have very long legs, and a lot of fur. They have a single twisty horn instead of antlers. They are somewhat easier to farm, but don't have as much meat as traditional farming animals on Earth.
They planned on continuing to search for more animals to farm as well as to improve their methods, but for now they've begun farming the Fluf-Deer. This has already increased meat production, as cattle from Earth has been so unhealthy they've barely produced any meat.
The Communists spent their time these years researching and propagandizing against the Kingdom of Luna. Through radio and various publications they published accusation after accusation, revealing the horrible living conditions there.
Forced into a life of subsistence agriculture with few to none luxury products and no electricity, the few amenities were reserved for Queen Tranquility and her closest followers. They worshipped her like a god, and she kept them isolated in turn to keep it that way.
Most of their efforts were directed internally, but the publications were public and were seen by the other colonies. The Kingdom of Luna denounced it as slander, of course, but many others have announced their concern and there have been calls for sending humanitarian aid among the Americans.
This Christmas the movie producers came out with another movie. This one was a romantic comedy called Stuck in Love. It was a romantic comedy about a woman visiting the Socialist Republic from Verne, where she meets a charming young syrup farmer girl. After several hijinks she decides to stay, and proposes at the end of the movie.
The movie proved to be much less popular on Earth, with the openly gay protagonists being basically unable to be censored while keeping the movie. The Eastern block banned it entirely, while in the West it scored terrible ratings. Many feminists and LGTB rights supporters embraced it, but they still were a small segment of the population.
It was still greatly popular within the SRM, with the novelty of a homemade film and actual lesbian protagonists being praised.
The nitric acid and sulfuric acid factories have finished, with a smokeless powder factory spooling up. The supply for small arms at the current rate of use was more than secured.
With the next election approaching, the Socialist Party almost died out. Only through the efforts of President Steele personally organizing a convention meeting were they able to stay together as a party, though it's a near thing.
Events on the Moon in 1986-1987:
Freeport Space Minerals, a subsidiary of Freeport Minerals Company and owner of the majority of New America mining towns, has gone bankrupt. President Reagan has bailed them out, buying the towns and selling them to other mining companies. His opponents harshly criticize him for this, claiming the government should nationalize the towns as they were made up of US citizens, and improve working conditions there.
A joint study by Horizon and the LSSR has determined that life on the moon was definitely descended from life on Earth. What this means, and how it happened, will be subject to further research.
The American Space Shuttle Challenger blew up shortly after launching its return journey to Earth. Investigations found that the local authorities on Horizon knew about the damage, but had declined to do anything about it.
The laborers from the LSSR that escaped have been discovered! After running away, they got lost on their way to either Verne or the SRM–everyone asked has a different opinion–so instead settled upstream of a major river. They have requested aid in starting a new town or help moving into an established colony, though considering many have committed horrible crimes, the National Assembly has been somewhat reluctant to grant any.
Notable events on Earth in 1986-1987
The Miners' Strike in the UK ended with a modest victory for the strikers, as the conservative government was unprepared to deal with the unions. It also saw increased support between the unions, feminists, and gay rights groups. Still, the public was rather against the strikers, with even the non-socialist parts of Labour having a negative view on them.
In the 1987 election, Labour continued being ostensibly socialist, with a large more center following, though some of this has been lost to SDP. This quite possibly lost them the election as the Conservative Party won their second consecutive term with a small majority, keeping Margaret Thatcher in power.
Disaster! The nuclear reactor at Chernobyl in Ukraine exploded. Nuclear waste has spread across Europe, and local authorities have been quick to attempt to contain it. Public opinion has turned against nuclear, and even in the SRM many want to decommission the reactor.
The US and USSR have committed to disarm, both focusing on competing in space rather than in war.
A West German pilot named Mathias Rust has flown to Moscow, evading all defenses along the way. He landed in the Red Square to the astonishment of watchers, and was promptly arrested. He was released a few days later. Gorbachev would fire and replace many senior officials in the aftermath of this incident, replacing them with reformers.
The Soviet Union committed to pulling out of Afghanistan, with a treaty signed between the USSR, Afghanistan, and Iran.
Gorbachev's attempt at replacing the politburo with his supporters has been delayed, with many older members keeping their positions. This has delayed many of his wanted reforms as he continued to jockey for power. Still, it's expected that like his predecessors he will have absolute power within a couple years.

These are the primaries, meaning you vote for a plan for a party. If a party has two roughly equal plans it will split, and if it has no votes it will collapse. After the primaries there will be another vote for the general election which determines how many delegates each party gets.
Each party has a primary support base and secondary support bases. These are based on their actions in the quest recently. They have strengths based on the political power of the group and how much the group supports said political party, which acts as a slight modifier on vote totals.
A plan vote should include the party name, plan name, up to 4 planks with a maximum of 150 words, and preferred coalition partners. You may also add an outreach action that'll happen if you're not in government.
If you don't add an outreach action, you will instead be focusing on cooperating with the ruling coalition to get at least one of your policies passed/filibustering and stuff to prevent them from passing stuff you don't like.

Mostly composed of dissidents from the United States, the Communist Party seeks to emulate the Soviet style of government, but has quietly dropped the Stalinist part of their charter. They favor a heavily planned economy and would like to subordinate unions and cooperatives to the state.
Trotskyists support Permanent Revolution, which in this case means spreading communism to the other major colonies on the moon. They reject working with the Soviet Union. They believe in centrally planned ownership of agriculture and industry. They oppose the bureaucratization of stalinists and are strong supporters of workers democracy.

Due to the increasing length of the story, I've collected all details about the government, economy, and society in one place for easy reference.
Politics:
The government is a Parliamentary Republic.
The constitution requires a 2/3 vote to amend, although currently there is no process to stop the National Assembly from doing something unconstitutional.
Each district sends representatives proportional to its population, by party-list proportional representation voting. These are recallable, with a petition of 5% of the voting population enough to call a new election. All adults over the age of 18 could vote, both male and female. Currently there is 1 delegate for every 150 people, and 1 delegate per Workers' Council.
They meet in the capital building, a large building with a room able to fit hundreds of delegates and many other meeting rooms for committees and councils.
Executive functions of government are primarily done by committees, groups of delegates specializing in an area. The committees are fluid and form as needed, with almost all coalition members and many non-coalition members constituting them at all times. Each committee is required to include the Workers' Council delegates with a related field.
The Workers' Councils are represented by workers in their fields, each council member elected by a constituent. They are subordinate to parliament, and their main role is to facilitate development and research in their area.
Workers' Councils can be tasked by a committee for a commission in which they are given executive powers for a specific task, subject to oversight by the committee.
Workers' Councils can form at any time by any working group currently unrepresented.
You have a sizable amount of currency in Earth banks from movie productions.
Social Reforms
There are some laws that guarantee certain freedoms past that which are ensured simply by living in a socialist society.
These bills include freedom of speech, but different than the American version in that it allowed for the paradox of tolerance; freedom to bear arms and form militia as Marx intended; freedom from cruel and unusual punishment; freedom of religion, ensuring a strict separation of state and church; right to a speedy and public trial; and the right to have humane living conditions in jail.
Denying something (such as a marriage ceremony) due to gender or sexuality is forbidden.
Transitioning (both hormones and surgery) is considered optional but fully free medical care for transgender people.

Society Info:
The nation is spread out into many communes, most farming but there are several that primarily mine. There are two urban centers with almost all of the industry. The communes are connected by dirt roads and rivers, and vary in size from a few dozen people to over a thousand.
There are communal, nonsegregated, bathhouses in each commune. These are run in the style of the traditional Russian banya.
There is one hospital, near the parliament building, which services everyone in the republic for free. Transport for injured is offered, but there are no official or full time emergency emergency ambulances.
Currently housing is cramped, older buildings are primarily two floor wooden buildings that host 5-15 people. There is one kitchen for the house. They have plumbing and electricity, though few have their own showers or baths.
Newer buildings are 5 story wooden buildings with four 3-bedroom apartments per floor, allowing for 16 families to fit comfortably in a single building. Each unit has its own plumbing, with shared kitchens for each floor, and a shared bathhouse and other utilities on the first floor.
Urban Centers:
Marxopolis: The capital and center of the Socialist Republic of the Moon, it was originally a Russian colony that rebelled. It is the center of industry for the nation, and is currently building a nuclear reactor.
Leninonia: Originally an American colony that rebelled to join Marxopolis, it and the communes around it now contains most of the English speaking immigrants from the West. It is mostly American, and in large part consisting of those groups considered minorities in the United States. It has a somewhat separated 'white neighborhood' containing most European immigrants with a degree of racism. It has the only manufacturing industry outside of Marxopolis.
The Economy:
There is no official currency. Workers do what is needed, and distribute resources as needed. Food is given freely upon request, surplus from agrarian communes distributed to urban and mining regions. Materials for construction, industrial ingredients, etc., are organized by the workers for where it is needed and for transport.
Currently there is an underground system of bribery for priorities of where materials go and what gets built first, but has not been determined to significantly prevent progress. Many individuals will also trade personal property with each other, with any meetings larger than two or three found and broken up by the militia.
Labor Vouchers are payed out to everyone based on reported hours worked, with the small size of communities working to keep people honest. These are single use, and cannot be traded. They currently do not expire, though the date issued is written on them do implementing an expiration date would be instant.
Any job deemed useful to the community allows the worker to get labor vouchers, with communities able to recognize a wide range of jobs as fulfilling being a cultural worker, such as a priest.
Each commune has a repository which has consumer goods bought from trade and produced by industrial workers brought there to be distributed so everyone would have easy access. Currently there is a greater need for goods than supply, and many traders and industrial workers keep goods for themselves or to trade on the black market. These goods have set prices based on supply and popularity, paid for by labor vouchers.
The agricultural communes farm local grains, berries, and trees, and some have cattle, though the cattle population has been steadily declining. They have been partially replaced with Fluf-Deer. There are currently no regulations on farming methods.
The agricultural communes have partially been mechanized, set to complete soon.
Most meat production comes from hunters, who go out into the wild to hunt. They use crossbows, compound bows, and spear throwers.
Mining equipment is electrified, but the more advanced mining equipment is yet to be constructed.
There's some petroleum drilling at the edge of the nation, which is converted to fuel and rubber in the chemical industry as well as sold off.
Each commune has hydroelectric turbines and generators for its own needs.
There is a nuclear reactor in Marxopolis, which powers the entire nation and also provides power to the LSSR.
There is a sulfuric acid and nitric acid chemical factories supplying smokeless powder factories. Enough ammunition and supplies is being produced for the current low use by militia.
Trade is done by full time workers, who are currently unrepresented by any Workers' Council partially due to being small in number when they were made. They take spare products from the miners and industrialists and bring them in convoys by carriage, loaned trucks and fuel, or walking.
They sell and buy primarily at LSSR and Verne, where the money gotten is supposed to be immediately used for goods. Often they keep both some money and products for themselves, and this forms the basis of the black market.
Education:
Education standards are managed by the Educational Workers' Council.
Primary schools have to run according to these standards.
By law, secondary school and above is required to involve more self-directed learning than primary schools, with a democratic classroom and the ability to choose what topics they want to learn.
There is not currently any colleges or universities.
The Army:
The militia are informal, being collectively made by each commune. Each member of the militia is part time, keeping up (hours of training a week). Most of them are hunters for their other job. They answer to parliament in the same sense as any citizen does.
Side-by-side are the Defend the Revolution clubs, Trotskyist in nature, which aim to defend the nation from capitalist threats from inside as well as out.
They have sufficient supply, though lack supporting equipment such as artillery, grenades, etc.

Reason for each: Issue one is people want to be able to send mail to family in other colonies. That means we need a post office system. A rail-line between colonies would vastly assist in providing mail service such as this as well as making trade and immigration easier. As for the dual-legislative...well, its a compromise option that allows for more workers democracy while allowing the national assembly to have a point. The reactor safety check is purely because better safe than sorry. If we did screw up, better to confirm now rather than having Moonobyl.

I'm not gonna propose plans anymore. I completely let paranoia get the better of me with the prison stuff, and now I have to live with the fact that anarchists put prisons on the moon and it's partially my fault.
Like I thought my reasoning for it was sound, but none of the other parties even touched the issue so like, fuck me I guess.
@Captain_Deegan It was something that was brought up by the people as a concern and it sounds like the prisons aren't super busy plus the rehabilitation & voluntary nature vs exile keeps them from being gulags. I suspect without it being the anarchists proposing them they'd be harsher. The house arrest reads to me like it's very in line with the anarchists and the prison/exile just saying that violent offenders are more than small groups have the tools and resources to deal with.

Okay, so military stuff, but also let's see if we can get some people up here to study our animals. Maybe they can even help us develop Lunar vets to keep our livestock healthy. Unfocused? Maybe. Principled? Definitely.
@Captain_Deegan It was something that was brought up by the people as a concern and it sounds like the prisons aren't super busy plus the rehabilitation & voluntary nature vs exile keeps them from being gulags. I suspect without it being the anarchists proposing them they'd be harsher. The house arrest reads to me like it's very in line with the anarchists and the prison/exile just saying that violent offenders are more than small groups have the tools and resources to deal with.
We're literally sending our worst criminals to other colonies to deal with them if they refuse prison (which they will, why wouldn't they), and I think that's even more of an issue than locking them up.
Community house arrest might be fine but honestly since it's for the smaller crimes it's probably an unnecessary escalation too.

It's definitely something we'll need to address. Suspect not all violent criminals are so out of touch that they wouldn't be open to the idea of rehabilitation/ therapy though as you say the worst will definitely choose exile and with a low tech base sneaking back in under a new identity probably would be a thing. Since we're small right now the start we've got will give us a little time.
What I was trying to communicate though is that anarchists pushing for prisons isn't completely insane as it appears as long as the anarchists aren't all hardliners, that captain_deegan's plan was sensible, and that I'm for them continuing to throw ideas at the thread for discussion. We weren't going to create an ideal and complete justice system in a single turn especially considering the technology of the time but we needed something that wasn't absolutely unjust that we could build on.
Maybe setting up some sociology, psychology, psychiatry, and social work research centers/groups could be a good next step. Clinics and training for a few per village (like med clinic + CPR/first aid training) probably wouldn't hurt. Since we're trying to create something truly new and be successful we might need better tools to understand or guide our society towards mental health. Would take a lot of work but given a deep commitment to it we could create something preventative. Failure is a loss of resources but we'd gain knowledge and the resources would all be spent toward improving the lives and health of our people. Even if we're only getting a few specialists and using them to start data gathering that'd be useful.

Honestly while creating prisons in any form is quite embarrassing for me as an anarchist I don't regret how my plan worked out.
Like if someone were to commit major crimes it's not like the communities wouldn't already punish them. This system just ensures that no one is thrown into prison (or similar punishments) unless they wanted to continue being part of the community. If you murder someone that is going to change the way you live in a community. Now they can either say that they refuse to continue living in this community or that they want to restore their standing.
Of course the way these rehabilitative prisons are going to run is very much up to debate. We haven't defined that yet and it could be misused. That refusing prison currently means sending them either into the wilds or to our neighbors is also a concern but I'm hoping that the social sciences research, which @KarmaA suggested and I took into my plan, will help us improve our system.
Overall though between the fact that people can just refuse prison and that the injured parties/the community can decide to lower or waive the punishment I honestly see it more as establishing a maximum of allowed retribution. If a community really wanted they could just waive every punishment the system issues and handle things in their own way, which is basically how things worked before.
My only major problem with this system is that it is handed down by a central government, but well… that is the quest we are playing and the entity we are controlling.
