The second Quarter was fairly quiet, bar 1 incident of... particular note.

Our foreign minister has now managed to offend the Russians by rebuffing a diplomatic offer of alliance, saying "My gut feeling is that Russia can only drag us into a war outside our interests." He responded to suggestions of alliances with the other Mediterranean powers of France or Italy by saying "I would rather let my daughter marry a communist."

In other news, we have developed an improved torpedo, and our spies inform us that the Russian Bayan-class heavy cruiser, just laid down, has a top speed of 21 knots as well and only 5 inches of belt armor. Given that the Kaiserin has treaty-max main guns, it would seem for now that the Bayan is flatly inferior.

(Will be finishing 1901 tonight and launching the next election.)
 
Finally, the end of 1901 and the first Naval Staff term.

The year has been one primarily concerned with budget struggles. A second disarmament conference comes around, but Secretary Haas turns it down. Our budget is simply not wide enough to stand further cuts. Our economy is finally recovering from the crash last year. And our research department and spies do brilliantly, bringing us improved British 10 inch gun designs, secondaries of larger than 7 inches, and 600 ton destroyers.

However, they also brought shocking news.

Italy has been caught in violation of the Disarmament treaty of Budapest! Our spies presented to the Concert of Europe proof of the plans for the Ferrucio-class cruiser, which exceeds the limit by 500 tons. This matter is too large for only the naval staff. It falls to the Reichstag to decide how we will respond to this blatant defiance of international law.

Additionally, it is now the second term. Same rules as the first, election closes on March 7th. Applications are now open.
 
While the itallians are violating the treaty, I feel that it is in our best interest to remain inside of it , as of right now we are clearly more profiting from it then other nations!

Play nice, see how others respond, if others escalate then it will be easier to petition for more budget since we did not start this new arms race.

Eric "Tex/Big Tex" Albert Fisher IV
Applying for Commander in Chief of the Navy

The third-born son of a German-Texan Naval Captain of the same name (though Eric Albert Fisher III) from New Braunsfels, Texas, Eric's family had long been involved in the shipping industries, and had ties connected to it as far back as the American Civil War, when Eric's grandfather was a blockade runner. The Fisher family saw its businesses beginnings as shippers of goods from the German speaking old world into the German Speaking new world (such as Texas, the Midwest, Northern Mexico, etc) and of settlers from the old world to the new world at least in its initial efforts. When Eric's eldest brothers both joined the US Navy and then followed it up by operating the corporate offices of their family business, one brother in Philadelphia, the other in Houston, Eric instead enrolled in officer training and then the United States Marines. After his time in the service, he took a loan from his family's business and started his own shipping business which focused on broader goods trading.

Fluent in Spanish, German, English, and Latin, young Eric soon began to make deals across the Carribbean and the Americas to ship goods, offer loans to small industrial concerns, and agricultural concerns, and in the old world to find markets for these goods. He likely would have ended up one of the richest in the Americas had he not by happenstance met a young noble woman from Austria and fallen in such love for her that they married and he set up a branch of the family offices in Vienna. In time, the fact that he had wide connections in the west, money in flowing, and some small notoriety as a modern day pirate (he simply smirks if anyone asks about such actions), he was soon adopted fully as the heir of his wife's family, and soon found himself groomed to represent them in the government.


Training priorities: Landings, Training Redundancies, and Fire redundancies.

Construction priorities: Small sailing boats using these 'automobile' engines which can be used for swarm attacks on unsuspecting battleships and be used to capture them.

Diplomatic priorities: None, aside from trying to guide the Austro-Hungarian Monarchy into staying on good terms with the United States and thus keeping trade going.

Freifrau Doktor Thekla von Arnstein
After finishing her diploma in Mechanical Engineering and Chemistry, this young woman decided to put her love for explosives into service of the state.

Descending from a long Viennese line of salon ladies she was a bit out of place, as unlike her mother she did not concern herself too deeply with her social standing.
After some slight issues during her university days , she was part of the Germania Vienna student society and so still fought a scar bearing duel, despite the prohibitions against those for jewish people.

Woe to those that besmirch her, as she is still willing to use her stick fighting and boxing to deal with troublesome people that argue that her religion should prevent her from being here.

Unlike some of the other people she did not have a military backround, but instead came into it from the Idea of Scientific Design, as she is trying to improve the ships of the Navy with new scientific ideas and well, a new century requires a new understanding.

Out are the days of broadside battles. These is not the navy of yesteryear!

Areas of interest:
Technical gadgets , Torpedos, Fire control and so on. Science is a weapon and a nation such as ours should use it instead of those Anglos who are just in a position of control by virtue of luck and geograpgical circumstances!
Cruisers are nice, and it's time to explore new ways for them to extend our reach beyond the Adriatic!
With the Treaty of Budapest we are currently in a situation where we are still able to obtain a favorable comperative advantage.

Reiner Haas

Applying as Naval Attache to the Foreign Office.

The illegitimate son of a Viennan noble, Reiner Haas was a clever, if somewhat vindictive, child. Making use of his loose family connections he was able to attain a commission in the navy and a solid education, however he was badly injured in a accident at sea and has been left with a pronounced limp. Rather then leave the navy, he instead took on administrative positions and has since worked his way up in the background.

Tempered from his youth, he still has a rather long memory for wrongs.

Diplomatic Priority:
Avoid going to war with Britain.
Wear down the influence of Italy and France in the Mediterranean, with the ultimate goal of becoming the dominant power within it.
If the opportunity presents itself, secure colonies, but otherwise focus on the Mediterranean.
