Well, we know they are willing to lie if only to outsiders, so it's not like they are 'evil, but with a peerless code of, if not honor, at least honesty', so yeah. I'd expect rather a lot of suppression of information. At which point even a lot of those involved in making the tools of atrocity may be badly misinformed about what they are actually for etc.
