Amilia's suggestion also seems like a good idea, though I think a higher weight class unit like the Eel (Soon TM hopefully) and the Catfish that we currently have might be fine for now that we wouldn't necessarily need to invest into more tank busting.
I wrote it that way because I want Snippy to be the commander of our small units rather than an overall leader. I think this fits with their character and it allows room for other leader type characers in the future.

I see, that makes sense. I'd prefer to make Snippy an even more masterful leader cause he's already pretty awesome. I'm fine with anything that was listed, tbh.

That's not really what Background skills/areas do. While they can be combat relevant, and have already contributed to rolls made in combt, they represent the other things a character does, things they do on a day-to-day basis when things are quiet - for example, in Delve 7 - Slippery Scourge, we added the "Crab of the Crabby Cave" background area to rolls made to retreat quickly to the Lobster room by your crabs, reasoning that their knowledge of the terrain, and the general fitness levels gained from their day-to-day lives would impact the roll. In fact, <redacted until I can chat to my co-QM>.

Every level up grants you 1 Martial or Leader or Magical Skill AND 1 Background skill.

Some Background Skills grant Background areas (including the first background skill "Formative experiences" which every character is required to take) - these describe the knowledge and experience of a character, which might help them plan, run, craft, or any number of things. Some of those things will also be covered by non-background modifiers: eg, Leader modifier can be used to plan and make any social roll, and Martial modifier might contribute to fitness related rolls, and Magcal will contribute to any roll related to magic. But these can also be covered by backgrounds.

As far as that write-in goes, it'd probably net you something similar to "Philosopher of the Crabby Cave" maybe like "General" idk, we'd discuss the exact text.

Now I'm more awake I realise that the question was about what tier 1 means wrt background areas. your background modifier gets divided by the tier - so tier 1 backgrounds benefit from the full modifier. Generally the more areas a skill grants, the lower the tier granted.

so, Snippy will be able to extend the benefits of a leader skill to the whole formation without Radiant Rally for a turn? just wont be able to do that AND give command at the same time?

Yes, No.

Commanding formations is done by the "Communicate Clearly" Basic action, so it can use the same action.

Basically Radiant Rally will let you throw out more benefits and throw down an extra Defend action for the Formation, but it's otherwise as before

There is a background skill that situationally allows a range instead of a set number of creatures/formations to be rallied (but not commanded), but because we don't want to incentivise a write-in that is specifically intended to nail that skill, we're not going to disclose the exact text of it. Also, you are in fact missing the enabling piece for this situational rally; we would've offered it if you had a reliable method of using it beyond hopium. However, if you do provide a write-in that fits, we will of course give you that skill. The reason this isn't a Leader skill is because of the its fairly situational nature and because there are non-combat applications for Rally.

Also, can we move rooms around? Cause I now want to move the shrine room to be behind the carp room, just so delvers don't get to skip the big monsters.

We're thinking about it. You can move creatures (who can also be called into the fray from nearby rooms) at present, and there will at some point be the opportunity to remodel the map. Specifically, there's thoughts about allowing corridor redrawing to a lesser or greater extent.

I font really care for the beard, thought most people wanted it, hence the inclusion.
Can always change or make it vanish, by the spell's description though, so that's always a plus
