That's not really what Background skills/areas do. While they can be combat relevant, and have already contributed to rolls made in combt, they represent the other things a character does, things they do on a day-to-day basis when things are quiet - for example, in Delve 7 - Slippery Scourge, we added the "Crab of the Crabby Cave" background area to rolls made to retreat quickly to the Lobster room by your crabs, reasoning that their knowledge of the terrain, and the general fitness levels gained from their day-to-day lives would impact the roll. In fact, <redacted until I can chat to my co-QM>.
Every level up grants you 1 Martial or Leader or Magical Skill AND 1 Background skill.
Some Background Skills grant Background areas (including the first background skill "Formative experiences" which every character is required to take) - these describe the knowledge and experience of a character, which might help them plan, run, craft, or any number of things. Some of those things will also be covered by non-background modifiers: eg, Leader modifier can be used to plan and make any social roll, and Martial modifier might contribute to fitness related rolls, and Magcal will contribute to any roll related to magic. But these can also be covered by backgrounds.
As far as that write-in goes, it'd probably net you something similar to "Philosopher of the Crabby Cave" maybe like "General" idk, we'd discuss the exact text.

Now I'm more awake I realise that the question was about what tier 1 means wrt background areas. your background modifier gets divided by the tier - so tier 1 backgrounds benefit from the full modifier. Generally the more areas a skill grants, the lower the tier granted.
