Depends on the creature and what sort of types and powers you're going for as well as how well yoy can make it work with what you're trying to go for.

Let's say you wish to make your right hand man and you have him take the firm of Officer Dobbs. You can give him enhanced strength, durability, the power to sniff out crime (heh) and such at a cost of a decent amount of faith. But if you wanted to give him the ability to summon a holy police cruiser for him to wee woo across the sky of Night City while shooting his holy assault rifle in the air then its gonna cost extra but all this fits with him because he's officer dobbs. An anthropomorphic canine cop. But because hes an anthropomorphic canine cop, you cant give him the power to spit poison or wings.

Or lets say you make a creature than can take on the form of one's greatest guilt. It needs the ability to shapeshift to turn into that, telepathy to dig into their minds to know what it is and then some. But you cant give it the power to turn into a suicide bomber that turns the area into ashes.

Are the Black Wall AI's "Gods" in a way?
Yes and no. In cyberspace, they have godlike abilities as they are beings of pure code that can manipulate a world made entirely out of data and syntax but theyre not real gods. Once yiu take them out into meat space, theyre just sapient machines
 
Can we be Corrupted by how we're Perceived.

I feel like there's two types of Corrupt- simply jerks abusing a system to their advantage, and the very concept being misunderstood.

I'd imagine a Love God would struggle to not become an Avatar of Lust in a place like Night City. Though I don't see how Justice in and of itself can be perverted, that's more of a "The Rule-Makers are the bad guys" thing to me.

I... honestly don't want our first Big Act to be a curse. I don't want Veritas to be an Old Testament sort of god. I prefer buffs and more pro-social acts than curses.

Also... can we bless a place? Like Tanner's station to passively help proper policemen and drive guilt into corrupt/fake ones? How much would that cost?

Just curious what would have happened if we were a god of wealth/money.
I bet getting tons of followers would be quite easy(there is a real god of money called chai seng ye and the chinese pray to him a lot).

Tanner was not usually a betting man but he had a very good feeling about this!

You didn't consider yourself a lucky man, or even one with a good poker face, but you knew deep down that something was gonna go your way with this bet.

After all, why wouldn't you have faith in something, after everything you've seen? Heard, even done…

"You seem particularly bold today? What's the occasion?" Aves said as he floated silently in the shadow of your being, just out of sight, but in your precinct, his presence was already felt, things seemed to move smoother, and steps were filled with a bit more life and energy.

And even the Coffee Machines seemed to liven up more than usual.

"Transfer was supposed to be here two days ago, former US Federal guy…I just bet that he was still alive." You said folding your sunglasses out to wear.

"Federal? Transfer? What in the name of Hell are you going on about?" He said folding one set of his many arms as his presence seemed to invoke confusion.

"Ahh, right you still new here, and it hasn't happened in my time. Night City normally has a fairly nasty reputation, but on occasion, certain police officers are transferred here from other precincts as a part of the "Global Police Exchange Network" the EU set up?" You said getting your jacket.

"Okay…so why haven't I heard or seen anything like this?" He said.

You raised an eyebrow, "Because most of the time they either wind up dead before arrival, wind up dead within a week, or die before the year is out. At least that's the common theme."

"And they bet that he's dead, and you didn't?" Aves said confused.

"Who knows…maybe I'm feeling…something good coming from all of this." You said.

"Is it because of the "Two extra days off" and A Week's pay worth of Eddies? He said.

"I'd take those odds for the days off alone." You said. "Besides, if what I heard about the guy is true you'd like him."

"I'd tell you not to get your hopes up, work bets rarely go well." Aves said.

"Oh come on...if he's dead, we can at least give him something proper, its the just thing to do." You said.

"Don't invoke Justice in this place without reason, Tanner, I have a reputation to uphold, I offer true justice not false hope. One is tangible, the other is a fantasy." Aves scolded.

"Your just mad you didn't bet anything on it." You said.

"What, just because I'm a god doesn't mean I can't partake in workplace bets." Aves said as you got into the car and drove towards the badlands.

"Aves…If you were the God of Gambling you'd have a problem." You said. "I only hope he's still breathing, Border Patrol or Nomads like to leave them pretty rough."

"Why would that be a problem? I mean, why would they Rough up or even kill a Transfer?" Aves said.

"Being sent to Night City means the Higher Ups want to kill you for whatever reason they can think of…"You said. "It's just how the world works Aves."

"Why? That doesn't make any sense?" He said.

"Night City chews up and destroys everything…people turned it into a way to get rid of troublesome people." You said.

"Why didn't they kill him?" He asked.

"Because he's bait…this is an NCPD Killbox trick, not the best one I've seen but its something…this isn't even the worse part I see the ambushers."

Fucking Wraith Nomads, clanless thugs and lowlives who live and attack the borderlands looking for scraps and eddies, to be nothing but fodder in corporate battles.

You got out of your car and got your Patrol Rifle and aimed at the hanging man. "Hope you still got some fight in you Marshal."

You fired and split the rope and watched him fall to the ground as the roaring of engines signaled the former Noamd's trap being sprung.

"Aves I counted Six of them, two on the bikes and Four in the Rocks, get the Marshal Up! I'll need him and his Iron." You said.

"Be careful Tanner." He said and the Godling rushed over to the dying man.

You didn't know if this would work, hell after the fiasco with Cyberpsyco you were very hesitant to put a march for healing, you were not built to heal, at least not physically…mentally you give clarity purpose… safety.

Everyone wants it. Barely anyone gets it.

But your not just going to let a good man die alone without doing anything about it…Tanner wouldn't accept you if you did.

You had to try.

The Man was weather-beaten, he had only one arm and looked tired as hell, even if he was in good shape, you could tell he'd lived an incredibly difficult life.

He reached out, looking like you were the sun.

"You can see me?" You said, confused as the bullets started to fly around them.

He nodded.

It was all the permission you needed. "Be Not AFRAID!"

Federal Marshal Alex Shapard looked at his superior with a firm jaw, the pain in his ribcage, courtesy of Militech Counter Intel, a subsection contracted by the CIA for various questionable works in the years.

"Why'd you let him go, Marshal, you've aided and abetted a known Nomad, Extreamest Netrunner who represented a Threat to the NUSA's Cyber Security Infrastructure. You were hunting an FBI Perp, who was a serial killer. Explain the leap in logic here?"

You raised an eyebrow, the day had been going to shit for so long, why not add to the pile?
"He was going to blow on a Militech Connection to the Nine Eye Syndicate, which I assume you didn't want given the bribes you've been getting from both to keep the investigation as slow as possible."

The Chief didn't look impressed by your threat. "We have to ice them properly…if we don't get them all then like a hydra two more will grow back?!"

"Oh so this isn't about your little deal…" You said as he bashed you in the face with one of his desk ornaments.

"Quite Marshal, you've been good for me, good for the group, hell you've even managed to be good and help out from time to time…but you've been too good, too dedicated…" He said spiting on you.

"The only reason I'm not killing you is two fold, one if you died people would actually ask questions…and I can't have that sort of heat for my position, secondly…I can't have your father as an enemy…he'd kill me." He said kicking you in the gut.

"So I'm going to be firing you down from a Federal Agent to some Random Beat and transferring you to Night City…where you will disappear and no longer be my problem." He continued.

"They won't believe you…at all."You said.

"I know they won't, but you don't have anything else… your lover left you, your partner's going to betray you…and all your friends will only see a dead man." He said. "Sure the Media will make a fuss, but I can weather the storm…"

"Now get cleaned up… you're getting fired tomorrow. And in a few weeks, you'll be in a ditch unmourned and unremembered."

Your hand shook calmly as you sighed. "This is the third worse thing that's happened to me today sir…honestly, I'd thought you'd have had the balls to just shoot me…but I was right that you were all to lazy to do it."
The Militch Counter Intel Officer was waved in and the beating continued.

"Jesus…" You said seeing the thing as it took your hand. "Bag, GUN."

The thing unzipped it as you took out an M-10 AF Lexington, 21 rounds of 10mm punching.

You felt the bullets wizz around you as the Bikes came closer and closer…

*BANG BANG!*

Two riders dead…

Three more fell as the Cop with a rifle got lucky as you got the last one.

You were tired…

"Tanner get the Hydration PACK He's-"

(Tanner POV)

"I'll be having my winnings now." You said as the EMT looked at the man you pulled out of danger.

Captain Wei was not impressed with how forceful you said it, but you were one to take what little pride in your work you could get.

"I'm glad that he made it here…we're short-handed as is and his record is exemplary…sans the incident that got him fired," Wei said calmly. "We don't ask about office politics for a reason…"

"I feel like there's a but coming up?" You said.

"Indeed. According to the shrink, he's openly fatalistic and possibly suicidal. Factoring a massive amount of PTSD that he can't exactly talk about due to a layer of Black ink… believe me, I've tried."

"He's suicidal?" You said. "What the hell could he have seen in Five Years?"

"He's worked with the DEA and FBI, even qualified for the FBI's HRT Unit the following selection, he's been a frequent flyer in three states and has over 73 arrests and a lot more support and investigative experience," Wei said calmly.

"He's got a hell of a resume…but why the hell is he here?" You asked,

"Same reason all good Cops are sent here…to be killed by some Cyberpsyco because their old department didn't need him anymore," Wei said. "God the Commisioner is gonna be on my ass for this…I just know it. I give him two months."

"Bet." You said.

"Hope…he's only seen bad for so long that he can't think of anything but it…so yeah, he's curious and will come looking for you, and when he does, try to be polite." You said.

"Alright since that's over with…what do you plan on doing with all of your funds and earned days off?" He said.

"That is for me alone to know."

Attention everyone! I am NOT dead! I am just busy with new job! Working from home is great but as an online ESL teacher I need a LOT of students to earn a decent living as I'm paid per class and hour so my free time has been drastically reduced but I am still interested in keeping this story going! I'm just not sure when I'll be able to continue making more chapters but hopefully it'll be sometime in the future!

If Aves is worshipped as a God of Medicine rather than of Justice, Medicine will shift to a Major Domain rather than Justice and our form will shift to match. Just as how your actions shape how your believers see you, how your believers perceive you will shape your appearance!
