You have to add their bonii if you have any; you haven't added it to vision (you have a 6, so you'd add 10). Also, you don't have any PR, so you just don't roll for that and mark N/A.

In its current state? I have to say, no. Here are a few points as to why. Feel free to address them.

-The writing is a bit off. When you say, 'House of Eden' or 'birthright', it implies a noble house or screams nepotism. The Confederation is anything but feudalistic.
-The characterization of the Department of Foreign Affairs and Public Relations also feels off, you're also naming it 'of Propaganda', no real propaganda would call itself propaganda. Also, the very highest of echelons might be a bit like that, but no way it'd be something a newbie was involved in, especially not just in five years.
-You also seem to be fitting a lot of experience unrealistically while trying to keep your character young. It might be just a coincidence but he was also discharged from the military because of his injury the same year his mandatory service is supposed to end.

A year before his service would technically end as it starts from age 19 while he enlisted at 18, creating a required military service between the age of 19 and 21 from my understanding, that aside I'll make some changes like changing propaganda to military propaganda (there are actual real-world propaganda agencies that actually call themselves such for example Vietnam: Central Propaganda Department of the Communist Party of Vietnam - Nazi Germany: Reich Ministry of Public Enlightenment and Propaganda - Wikipedia this example for ireland changed its name from department of propaganda to department of publicity: Minister for Publicity - Wikipedia North Korea: Propaganda and Agitation Department - Wikipedia)
