A turn is a year. Although an event happening in like August, the turn wouldn't proceed until the event is resolved.
A bit like how Aurora would work if you were going with 12-month intervals and where it stops only when something important happens.

Unwanted by her family, Mariana Emery would be taken in by foster home after foster home, thrown away time after time. Eventually, she would reach the age of 18 and was conscripted into the military. Though not a pleasant time, a single act of heroism that saved many of her comrades and superiors would grant her access to further education and the Cross of Military Honor (one of the highest military awards).

Mariana would excel in third-degree education, gaining the doctorates of Community Health and Public Administration just after celebrating her 27th. From there, a successful career in various charities would begin, where she learnt to treat with and talk to the masses, and gained a lifelong love for them and concern for their conditions. Her speeches would become famous, and she became a much-loved figure by the people of the Confederation.

Eventually Mariana moved towards the public sector, working as a government liaison with charity organizations, though she would gravitate towards the Ministry of Health and Welfare quickly. There she would work as a policy analyst, a job in which, intelligent, hard-working, and passionate, she rose to the ranks. Her applied plans worked well, and in various districts greatly lessened poverty. Seen as a rising star, she became the senior advisor to the previous minister, who would recommend her as his replacement. With six years in the seat, the Emery Ministry has worked tirelessly to ameliorate poverty and deaths.

How is the Confederation fascist?
Alright, a few clarifications on how a federal constitution that the Confederation employs would be fascist here. I am pretty sure everyone knows that fascism is the exact opposite of democracy. Fascism would be for some another word to describe dictatorships. You could say as an example to compare the Confederation to, some fascist 'republics' like let's say North Korea. It isn't a republic and no one is fooled by its name. However, you would be mistaken in comparing it to the Confederation here. Democracy does exist here, as well as fascism but both in a rather partial way.

The Federal Government has a lot of powers and controls a lot of things but their iron fists' reach has limits. When you have 9 billion people and when most of them after 8 years of service can gain citizenship and vote, it is hard to coerce them. Don't be mistaken. It isn't a true democracy in any way, but generally, Marshal candidates are always Ministers. Legally, people that aren't ministers can try for the post but you'll likely disappear the next day. Anyway, in the ends, it is mostly political backstabbing and a popularity-contest to see who'll end up as a Marshal. So there is a semblance of democracy, mostly because they can't control everything and a Marshal rules to his death. Elections start only after their death. So most Marshals have no need to coerce people into voting for them after their initial victory. This is how the Confederation can be a republic but also partially fascist.

It isn't truly full blown but it does in fact, exist and work. This is how it differentiates itself from the United Citizen Federation from Heinlein's Starship Troopers. A lot of people think that UCF is fascist but that isn't the case. In the definition a fascist government is extremely intolerant of political dissent, that is the reverse of the case in the book "Starship Troopers", dissenting opinions are welcome in that society. In fact, first thing first we see in the movie by the way. The students are invited to think by themselves on the meaning of citizenship. So while the UCF might have inspired me in writing the Confederation but apart from both using a federal constitution, they are completely different. In fact, you can only compare them in some naming themes and the federal government, that's all.

As a basic definition, fascism is:
-A political philosophy, movement, or regime (as that of the Fascisti) that exalts a nation and sometimes a race above the individual and that stands for a centralized autocratic government headed by a dictatorial leader, severe economic and social regimentation, and forcible suppression of opposition.

All of this applies to the Confederation, even the dictatorial leader part as the Marshal rules to his death but after that? Democracy enters into play to choose the next one. A rather brutal merciless democracy but it is democracy nonetheless. It is a rather thin line blurred between democracy and fascism, a fragile balance carefully kept and protected. Generally, people don't wish to break it since it is working. They generally follow the philosophy of "if it ain't broke, don't fix it.". Although, the Confederation is a bit lax on their economic regimentation. Capitalism; I don't think I have to add anything more on this. :V

I would like to make a side character for this as like a corporation/megacorporation leader if there is no issue with that?

The stats once chosen are locked in place. They represent broad and vast fields. Allowing to be potentially a master of all the skills in the list is unrealistic and impossible.
So you choose 9 skills which are unlocked for free, they would be at SR0 and with the points available to you, you can buy more ranks for your chosen skills.
Unless somehow immortality is achieved in the setting, the 9 skills limit will be kept. The other skills that you didn't choose are permanently locked off and thus N/A ranked, you don't get any dice from them to influence the success/failure of your action.
You can earn SPs throughout the game, of course. Although, they're rare and rather sparse. I gave the players a rather generous start with 40 SPs instead of 30, so this balances it out.

18 years of dedicated upbringing as corporate heir aka his childhood and teenage education, 2 years of military service as a Fighter Pilot before being discharged for injuries. 7 years working as a minor researcher as part of military and medical research, 2 years as CEO of Eden Inc
Biography: (im gonna be dividing this into four parts for organizational reasons which I will slowly work on but will leave just the section name for now)
-Youth, Upbringing, and Childbirth Complications: Alexander Eden was born into the wealthy, beloved, and powerful Eden family as the firstborn of the head of house Martha Eden and her Matrilineally married husband Arthur Eden, however Alexanders birth would not come without issue as despite the advanced technologies that can be found in the modern era, his mother would ultimately suffer severely in her health after the birth of her child though not outright die thanks to modern medical treatment.

Unfortunately, this would only prolong her life a few years before she died from various health complications though there is some suspicion she was murdered by her husband so that he could take over the company while Alexander was too young to inherit yet until he is older, none the less a 51% sharehold of the company would be technicly inherited by the young Alexander even if his father would take control of said sharehold as guardian and steward.

Alexander did not grow into a pampered life as one might expect but one of relative luxury and safety mixed with grueling training on various mattered that bordered on but not quite illegal in their intensity, and various aspects. Over time in his teenage years he like many teenagers would become rebellious and seek any independence he could, often punished harshly for such.

-Military enlistment and fighting The Sahara Insurrection Conflict: Everything aside after years of being increasingly rebellious and independent in his teen years he would rush off, and run away from the 'protection' of corporate security in order to enlist in the military a year early. Being age 18 at the time and quickly showing unique skill as a fighter pilot he would serve for a good three years with a remarkable and excellent record and a young healthy 20 year old man with a promising career ahead, that is until the Sahara Insurrection Conflict.....

The Sahara Insurrection is largely the result of a mix of circumstances but by and large, it was a mix of small groups of nomadic of rebel bandits that stole valuable rare earth materials in quick and daring raids before rushing away and selling their cargo on the black market. This served only to be a means of gathering a massive amount of illicit funds for them as they gained more and more followers and began hiring on mercs into there ranks as they made more and more daring raids that became a bigger and bigger strain on the supply of rare earth materials. This, of course, could not be allowed to continue and thus military action was taken to safeguard rare earth material transport from Sahara to greater and greater degrees until seemingly in an insane bid to try and cripple the Terran government the Sahara Insurrection took over mining operations forcefully resulting in a ruthless military campaign to reclaim the vital rare earth materials important to certain aspects of the economy.

Serving in this Saharan Campaign Alexander would become something of a fighter ace with his piloting abilities, however, in the end, the risky life of a pilot caught up to him as he was shot down and crashed. Surviving but with great injuries, Alexander would lose his left arm in its entirety and his legs from the knees and below. Thankfully such could be robotically replaced however he was deemed unfit for further military service and was honorably discharged from the military, the Sahara Campaign itself of course ending in complete Terran victory.

-Becomeing a government researcher: After being discharged Alexander, still being rebellious towards his father despite his injuries would continue government service as a minor researcher for the next 7 years leaving Eden Inc to stay in his father's hands as Alexander was assigned to assist in several militaries and medical research projects. Still, Alexander would spend much of his free time also in scientific research as he became more and more fascinated by science, but also due to his injuries transhumanism as he got himself involved in several personal pet projects on his free time though with little results.

Still Alexander through his time in government service was largely known as a minor but enthusiastic researcher often assigned as an assistant to one scientist or another. Still this new life would come crashing down at the death of his father.

-Reclaiming a Birthright, Coming home:
Alexander both loved ..... and LOATHED his father for the hardships he put Alexander through and yet he also understood them and the essentially NECESSITY of them with the burdens that would come with inheriting a megacorporation.

Still as much as he love/hated his sole living parent, Eden Inc was HIS, his mothers legacy and fathers legacy. And in rebellion he had abandoned it, partly in desire to repent to his dead parents, partly in order to do scientific research under his own course with the companies resources he would retire from goverment service to reclaim control of Eden Inc.

This turned out to be no simple affair as the lawyers of the major shareholders fought him every inch of the way, despite his 51% sharehold of the company he had inherited so long ago from his mother. Wishing to ensure their stranglehold over the future of the company Alexander none the less kept fighting until through court. There was even multiple assassination attempts on Alexanders person they, unfortunately, could not be linked to anyone even if the culprits where largely obvious.

In the end, however, Alexander would gain control of Eden Inc and begin the process of reshaping the company in HIS image over the last 2 years before he was ready to truly begin moving forward....

I'm not the GM, so I can't make any statement on how acceptable your character is.

But, as a player whose character is heavily invested in actually upholding the idea of meritocracy in the Confederation, a 26 year old CEO who spent 18 years as a dedicated heir to it is the kind of blazing nepotism and corruption that he intends to eradicate. So it would basically be my dedicated mission to destroy your character, as he stands currently. Just fair warning.

No need to work hard building a business empire when we can just end run around any and all notions of impartiality and fairness on our quest to be the richest men on Earth!

I think you misunderstood what I wrote in experience, I meant for those 18 years to mean that the first 18 years of his life was him being groomed to take over as Firstborn child. Firstborns are heirs of inheritance after all and Its a private business after and thus shares, property etc can and are inherited, I would not call that nepotism or corruption. Its a private company not an institution of the state, and he is not appointed, he OWNS the company, its not exactly unknown for people to run companies they own or for business ownership to pass down generation after generation.
If I were you I'd bump this up by a decade or so. 26 just seems implausibly young for somebody to be the leader of a megacorporation. If you insist, then 26 is acceptable, but I'll warn you now that sticking to it might make your actions more difficult than if your character was older.
There have been younger CEO's of companies, and the stockholders have no say as the family holds 51% of the company stock which is inherited by the firstborn. A megacorporation is the same as any company and is either run by the stockholders, or there is a particular person or dynasty with 51% or more controlling share of the stock, like in this case not allowing the stockholders to say "no you can't be the CEO"

Going more the young firstborn inheritor of a company although I would not be against being related though different families, perhaps his father being a member of your family?

Just finished up the draft of the military portion of his background, im hoping to flesh it out more but that's the basic background, he is a fighter pilot vet who was honorably discharged for injuries fighting FILTHY REBEL SCUM.

I can wave it off since I didn't say it in here but only on the discord. Antartica is federal land and it is guarded jealously by the Federal Government.

I mean the ice did melt from the impact and it is habitable but the government wouldn't allow settlements in there. There are mostly scientific research complexes that study TN physics and their applications, military bases, huge industrial complexes to process TN materials from the asteroids and drilling facilities. The only settlements there would be for the site personnel or their close families if it is a lifetime job.

No, I don't think so. I would suggest going with a desert like the Sahara or the Gobi desert. They would be the most likely places in which a rebellion could fester since they're uninhabited areas that aren't really monitored by the Confederation.
Although, in the case of the Sahara, it would be a lot smaller not because it'll get flooded but because it would start being habitable because of the massive weather change caused by the asteroid impact.
