Welcome in this quest you play as Col. Autumn from fallout 3 just after the destruction of raven rock and all that, that entails. Good luck!
Intro
Welcome everybody this has been kicking around in my head for a while so despite the resent saturation of Fallout enclave quests I wanted to take a spin on it
Please note that I'm a rather amateurish writer and no this is not false modesty I really do kind of suck at writing, but you got to start somewhere so here goes.

INTRO

Holographic emitters sparked, lights flickered, and floor panels creaked the heavy clank of Powered armor boots resounding through the web of reinforced passageways and chambers of Raven rock. You and your Powered Armor escorts make your way through the passages of the base towards the landing platforms outside. Marching down the crumbling halls of Raven Rock your anger only spikes at the site of both your soldiers and engineers' lifeless bodies littering the halls. The traitorous robotic security forces who had killed them lay in heaps of scrap electronics and molten slag that all lead to the Chamber which housed the Infernal machine. The same machine that had the gall to call itself President, well now Eden was gone for good, and the chamber was being stripped of its advanced electronics and anything else of use as the remaining staff evacuated to Adams AFB.

You are Colonel Autumn of the United States ENCLAVE, and you are livid, you have led the remains of your people across the ruins of America to the once glittering capital of the Nation. Hindered by Raiders, Mutants, and rogue robots all the while hanging on to as much of the Enclave as you could during this mass migration has been no easy endeavor, but in terms of relative difficulty this takes the cake. That damn ZAX has taken away your chance at the G.E.C.K and what's more it tried to peddle that F.E.V wastelander genocide plan It suggested a year ago to a WASTLANDER. You sigh, your people had been so relieved to have found a new home in this place after the rig... well morale was low to say the least. Now that Raven rock was gone well... No, the Enclave will endure, as always you will press on turning around on that note and finally leaving site R behind you steel your resolve. Exiting and boarding the Vertibird the pilot asked, "where to sir?"

"Autumn was a talented student at Officers school on the 'Rig' who completed his schooling with acclaim. Much to the horror of his researcher father Autum's first assignments were with a field squad at Navarro where he would see combat against Super Mutants, Brotherhood Knights, and NCR patrols. When the 'Rig' was destroyed Autumn, his family and around 100 other Enclave personnel abandoned Navarro and fled East, this is where Autum earned his rank leading his forces in the ravaged wastes and eventually to the warzone of Chicago. When the enclave splintered, he would take his faction away from the city and further east stopping in upstate New York for a time until catching the sirens lure of Edens message and bringing his force to Washington D.C."

Why does my anti-virus keep giving a access denied, malicious website when I go to this page?

Most I can guess would be whatever that image is that is just showing as a torn page icon...

I will be counting all the votes at 9 PM tonight EST because my brain took one look at the voting system when i wrote the intro and suffered a critical system failure.

Turn 1
Adams AFB wins, so without further ado, let us begin.

Turn 1

"Take us to Adams pilot" you ordered through the headset provided within the aircraft, "yes sir". The flight was short, the pilot had pushed the bird as fast as he could without disturbing you and your guards. When you arrived at the base you were greeted by your air crews with a hastily organized line of salutes and ushered into the dim holographic CIC deck of the crawler, after you enter your seat in your command position you are immediately bombarded with blue popup holographic reports of multiple attacks on Enclave outposts and patrols by Brotherhood of Steel forces, Super Mutants, and Edens remaining robotic forces acting on the last orders they received, casualty reports pour in across the 'Enclave net' battle report computers in a constant stream.

The door of the CIC room opens, your few direct subordinates enter, you dismiss the stream of notifications with a wave of your hand dispelling the holograms with a hiss from the projector machine. Captain LeMay was the first to sit down and speak bringing with him a small data reel which he inserted into a slot in the Control terminal provided to him and began "Col. Autumn, Sir welcome back to AFB Adams as you no doubt know by now, we have been attacked by various enemy elements at several of our outposts, and our patrol teams have also reported frequent combat engagements with Brotherhood forces in the regions surrounding the purifier.

This newfound implies that that information of Raven rock's destruction has reached our enemy, the most likely way they gained this information through the prisoner your own detachment took in search for the G.E.C.K access code. This main theory in regard to the brotherhoods increased aggression is further corroborated by recently gained information that after the prisoner began her escape a group of Virtibirds landed outside the base and departed just after the prisoner was reported to have escaped the facility escorted by treacherous robotic security forces which have also disappeared into the Wasteland. Intelligence Captain Roberts has the rest on our enemies" Lemay finished.

"Thank you LeMay" said Intelligence Officer Roberts "continuing on reconnaissance teams assigned to the pentagon and the exiles we have noted a rapid and sustained increase in Virtibird deployments within DC these are suspected to be reconnaissance flights searching for our anti air emplacements, as well as probing for our forces in general. Other than that, we have nothing else to report." Captain Roberts finished punctuating the statement with a rap of her nails on the projector Infront of her.

The next to speak is Nathanel Dume the only elected representee of the civilian population amongst your direct subordinates a fact the others do not particularly care for. "Colonel, Edens betrayal was the worst possible outcome for our people to lose a home again while the last was still within living memory, what's more this base cannot sustain our current population for long and that's not even beginning to the incoming shortages of other amenities and housing will have on civilian and general morale. The loss of the inbuilt 'molecular fabricators' raven rock possessed will also greatly cripple our war effort in fact I would like to make a formal suggestion to enforce stricter munitions rationing, Now I am aware this may affect the war effort significantly especially now with all these attacks against us" he says rising his hands in mock surrender towards Captain LeMay as to prevent interjection. "However, should we not be able to find an alternative source of production for Ammunition, replacement parts, and rations there will be no war effort to support."

At that LeMay seemed ready to berate the man for his defeatism so you decided to step in "Well then it would seem we have our work cut out for us, so what measures could we realistically take to improve our current situation." "Well Colonel Autumn sir," LeMay spoke up evidently forgetting about Dume for the moment, "we could organize a rapid response force to reply to any major assaults on our outposts or the Jefferson Memorial, although this Certainly has the flaw that should the brotherhood properly execute a feint, or distraction they could pull this force away from its position and attack the then underdefended position, another option is we gather as large a force we can and take the pentagon. While it is likely to succeeded if we do gather such a force, we would have to leave all our bases on a skeleton crew leaving them open to attack from brotherhood stragglers, Super mutants, or hell even Edens leftover robots that are still roaming around.

Our last option in our current situation is to simply hold onto what we have and continue with our current plan of establishing a zone of control around the Memorial and the outposts, but we have already heard that plans current unsustainability" he shoots a glare at Dume "brought on by the destruction of our home. However, I will note that Sigma is ready for deployment via Virtibird at your leisure with the new PA and heavy weapons arsenal, the armor lacks most of the capabilities of our APA suits however it's certainly a step up from the X02 suits we adopted after the exodus."

"Thank you, Captain," you reply "Captain Roberts would it be possible to step up our reconnaissance on the pentagon and these... Exiles" you ask. "Unfortunately, not sir the BOS appears to have stepped up security as of late and we simply do not have either the manpower or the time and resources to train more reconnaissance or stealth teams. With the loss of Raven Rock, we also lost the means to produce the reconnaissance gear necessary for further investigation into activities at the pentagon, however the exiles are not as... nested as their virminesque brethren. Thus, they are relatively more susceptible to my subordinate's abilities." "What of the Super Mutants, and Edens remaining forces?" you questioningly interject "The Mutants are easily observable their reduced faculties make them prime targets for assassination and ambush respectively, Edens Bots however are a far harder nut to crack that they escaped in the midst of the Poisoning of Raven Rock means we will likely be forced to requisition a Vertibird for that search sir." She finishes with a sullen look

"Alright then Dume what are our options regarding these shortages" you ask. "Well Colonel on the most important matter that being food, we have a number of options some more tasteful than others, firstly we could begin increasing the amount of 'wastelander' foods in the Enclaves diet by starting our own farms for these fruits and other such items, preliminary testing shows that these foods are safe for consumption if strange in taste compared with our hydroponics grown foodstuffs. I would like to note that previous studies on these wasteland plants and animals during the Richardson administration were likely never actually conducted and if they were, likely rewritten to adhere to that administration's particular ideological goal. Though there may be some pushback at first due to the aforementioned political stance on the foods this is my preferred option.

However, this will take time to set up and even more time to grow and harvest, we will run out of food before this is done so we need to pick a short-term option, of which I have identified two. The first of these two options are that we purchase from the locals, and yes while the risk of the supplies being purposely contaminated is present, we are not in a position to be too picky though the added bonus is that we could use these interactions with the region to build popular support for use in the future. The second option is that we could seize the supplies from surrounding settlements until we have our own farms established. Thats all I have on the subject of food for now" Dume finishes.

"Thank you all for your reports ill have our course of action decided by the end of the day, Dismissed."

Eden had made overtures to the civilians in the region through his broadcasts however aside from a few instances that was about it for Enclave interaction with the civilian populace as most Enclave forces were operating within Highly contested 'zones' of the DC area to curb the growing threat of the Super Mutants. Dume suggests that this was an error especially considering the Enclaves long term goals in the region.

With our production facilities destroyed our forces will grow weaker over time. This plan attempts to offset this by striking at the two most threatening factions opposing us. The brotherhood's reliance on technology can be turned against them as we prevent them from having the tools necessary to repair their power armor and the mutants lack of Unity will prevent them from taking effect action

[X] Gather forces for a decapitation strike.

1/3 Turns completed.

You and Captain LeMay have Focused on organizing a force to strike at the Brotherhood force occupying the Pentagon.
This has been somewhat of a humbling experience considering that even if you pulled every trained Soldier you could muster into an X-02 PA suit the force would not even be a full Company by even Navarro Enclave Standards, and that's not even mentioning unit sizes of the Pre-War US Armed forces. While you can augment these forces with Virtibird Air support and the bioengineered Monsters currently patrolling the Adams base and the Jefferson Memorial, it has raised serious concerns among the command staff about your forces ability to retake the Pentagon, Roberts has raised concerns from the skill the BOS has demonstrated at evading your reconnaissance efforts and that because of this aforementioned skill the number, position, and force quality of the BOS remains largely unknown aside from some skirmishes with T-45d scouting elements. It's clear that you will require better Information on BOS defenses if the attack is to succeed.

- New Actions unlocked

Diplomacy

-[X] Contact some of the regional farmers

Turns 1/1 Turns completed.

Roll: 1d100 = 100 + 7 (Stats) - 5 (Impatient) Perfect Critical success

+ 5 Legitimacy

Your pilots landed a respectful distance away from the rather large settlement well 'large' compared to some of the encampments of the Captial wasteland. As to not appear overly... Imperial? no aggressive yes that sounded right. Regardless of your internal musings you had a job to do by agreement or advanced weapons you needed the foodstuffs this farm could provide. You approached the entrance of the town escorted by two Power Armored bodyguards wielding laser and plasma rifles respectively, ready to shield you with the heavy armor of their... well, armor. The town was surrounded by a palisade made of scrap wood, concrete, and metal with a rotted wood and scrap gate at the entrance large enough for Beasts of burden to walk side by side through it, upon the top of the gate was a sign that read Hostetler Farms.

A congregation of armed locals in obviously homemade clothes stares you and your bodyguards down with visible terror you step forward and raise your hands to show you have no intentions of violence and introduce yourself. "Greetings I am Colonel Autumn of the United States Armed forces I have come here today to organize a continuous purchase in bulk of your produce for the men and women under my command" at that a middle aged-looking woman in an old Pre-war shirt and homemade blue jeans steps forward from the rabble a rusted combat rifle slung around her shoulder "Oh? you must be the 'Enclave' the radio was yapping on about. 'Names Sara Hostetler now, just what would you like to purchase" she asks evidently taking your retinue and claims in stride "I will require... around enough to feed at least ninety-seven people and I am willing to offer your people protection, robots, or whatever else you may desire."

'Sara' looks pensive at this and asks to consult with her family and workers for a 'few.' You return to the VB-02 Gunship you arrived in leaving your guards at the gates to alert you when they return. Nearly an hour later your pilots receive a communication that the locals had returned and had accepted the deal on the condition that they would be protected from various raiding groups which had plagued their operation. The farmers are apparently prepared to sweeten the deal with full annexation on the condition that they could send 'Sara' as representee to the Enclave so they might have a say in how they are treated.

New System unlocked: Legitimacy
This system represents the Legitimacy you hold as the US government and military Remnants and offers bonuses to all actions should you raise it significantly.

Current Legitimacy: 5%

New Systems unlocked: settlement loyalty, Happiness, and approval.

Current loyalty: Survey required

Current Happiness: Survey required

Current approval: Survey required

Your choice

[] Yes

- + 148 food income
- Accept the annexation and its condition
- "Must" now satisfy the delegate from Hostetler farms
- Unlocks new Martial, Stewardship, and Diplomacy options
- must deal with raider problems in 2 Turns

[] Yes but no integration

- + 97 food income
- Unlocks new Martial, Stewardship, and Diplomacy options
- must deal with raider problems in 2 Turns

[] No

- + 458 to food stockpile
- Eradicate Hostetler farms

Stewardship

[X] Back to our roots

1/4 turns Completed.

Establishment of the Farms goes slow your people are not familiar with planting in the wasteland soil or with the Mutfruits they are planting with however the Enclaves future depends on readily available food. As well as the newly forming doctrine of settlement integration by Dume and his managers which emphasizes the consistent and safe transportation of foodstuffs and clean water to bring populations into 'the fold'.

Intrigue

[X] eliminate Super Mutants

Roll: 1d100 = 87 + 22 = 109 Artificial Greater Critical success

Roberts has been busy over the course of the past months, busy earning her office. Roberts has wrought death and destruction all across DC entire tribes of Super Mutants are the subject of highly organized assassinations. This has significantly reduced the presence of the Mutants around Enclave holdings, as well as preventing the chance of the mutants attacking said holdings whilst Enclave forces are on campaign.

- Super mutant threat reduced.
- Enclave Jefferson memorial region controls solidified.

Piety

Roll: 1d100 = 80 + 16 (Stats) + 5 (Trait) -7 (Trait) = 94 lesser Critical Success

"People of the Enclave my fellow Americans we stand here today beaten down by those who would see all we have made die; all we are die; I know the questions you are asking yourselves because I have asked those same questions. Now in the aftermath of this third calamity I stand before you with an answer... They are afraid, afraid of what we are, what we herald, a return to an age of peace of an age where the barbarism of our enemies' actions would see them crushed by a people unenslaved by strife, senseless violence, and the malaise that has hovered over them for two centuries now. Two centuries bereft of any progress, hope or freedom and yet here we stand beaten but unbroken despite the loss of our homes. We hold our nation's Capital and now with the success of our experiments Project Purity will proceed with all due haste the key to a grand restoration has been forged and now all that remains is to remove those who would break that key, break the dream we offer simply because we offer it. We know what we must do so as we gather our strength to end this obstacle once and for all I invite you to repeat this sacred promise as our ancient forefathers once did" you pause for a small moment before yelling with all your might.

"Down with the Traitors Up with the Stars!"

The Crowd explodes into raucous chants of the ancient slogan from the Civil war you grin with these people, your people you will rebuild it all no, not just rebuild you will improve the nation fix the issues that plagued the United States before the war and then on to the rest of the world. Your resolve reinforced by the faith of your people you throw yourself into your work with a new vigor.

+ 10 to all rolls for the next two turns

AN: You lucky bastards first roll is a Nat 100 anyways this took way longer than I wanted it to because of both family stuff and my own doubts over my works quality in the end I decided to just put it out.
