There's no real need to use Shock Labor for Weapon Caches, since each Lv 1 will compete in the six month turn without their involvement.

This is a Mobilization project, so underfunding it to this degree means you're just going to roll with a big penalty.

The main focus of this plan is getting projects completed and beefing up Yunnan. Its the region least likely to be targeted with atomic weaponry and if we can get it self sufficient we can make ourselves a nice little base area in the mountains. The other big focus is unfucking our energy economy. The longer we keep that in the green the longer we wait before going to war with Amerikkka. It also works on all of our joint projects a good bit.
 
Factors I'm keeping in mind for this plan:
1. Influencing the 5Y Plan is time sensitive
2. We need Revolutionary Preparedness Ministry University to boost research, most importantly fusion. Time to chip away at it.
3. Chongqing would only benefit from supply depots & weapon caches if some measure of missile defense is present,
4. We gotta try to have all mobilization options we take to get bonuses to their quality die
5. Completing political commitments as soon as we can

While I agree in the importance of creating the Ministry University, as a one year project the cost can functionally be split in half to illustrate what the full expected budget would look like per turn. Which means that we're spending 200 out of the 500 desired resources, more than half under budget.

I feel that it would be better to spend that on construction options that would require only 200 this turn (such as Simplified Water Treatment), or that the funding of 2 of the People's Weapon Caches be redirected to the Ministry University, and the remaining 100 be spent on a Supply Depot or saved for next turn.

While I'm fine with either leading plan winning, I think it's important that we gain access to the grain and materials reserve ASAP. It appears that it will increase our available mobilization resources, as the other two political requisition options are directly linked to research and construction.
