Was it a recent ANC/SACP uprising they were assisting, or has it been a single unbroken insurgency since the 1960s that has only recently turned into an outright shooting war now that Europe is blasted to hell and back?

I would say the latter, since Fallout's politics are all about stretching the postwar status quo to the breaking point. In this case, apartheid plus a few decades.
