Indeed they did - they were well known for religious tolerance within their empire and promotion of trade and freedom of movement between conquered territories. Its no coincidence that Marco Polo was the first European to visit the orient and return to tell the tale and that the China he visited was the one run by Kublai Khan.

Checking, we honestly don't know one way or another with the actual Huns, because they didn't have writing and we don't have reliable archaeological evidence for them due to their nomadic culture. They very well probably did have nonviolent bits to their culture (wikipedia refers to a theory that their conquest was also in service to opening up Silk Road trade), but we just don't have much record of them other than from their enemies

I think the wider point they're making is fair though - that every Civ feels very similar to both play and play against, especially at higher difficulties.

Like, why is the peaceful culture civ warrior rushing me on turn 20 when I play Immortal? I'd accept and expect it from Shaka, but Gandhi?

Clearly because Gandhi wants you to hear the word of the church of the Atom and see the glorious clouds rise above your cities.

Exactly, I mean if Canada can't declare surprise wars and Kongo can't find a belief, then why can't we have a perpetually warlike civ. Sure civs like Persians favors aggression with half grievances for surprise wars. But we don't have someone who has to measure if they want to expand and make contact with civs knowing full well war will be declared
 
Some improvements are definitely just garbage, generally speaking the wiki is a good reference source.

Civilization: Bandits
Starting Bias: Any resource with Gold. Within 6 tiles of another civilization or city-state.
Civ ability: When meeting new civs, starts at "War" by default. Can declare "War of Conquest" for reduced amount of Grievances. Can only declare Military alliances. Can "Vassal" city-states - a new option when the city-state is conquered. Vassals can't accept any other civ as Suzerains, are always allied with Bandits, and their troops can be levied for cheap. A Vassal grants their Suzerain bonus to Bandits when normal Suzerain conditions are met (more Envoys than other civs), in which case the Vassal also grants +1 yield of their type in all cities of this civ.
Unique Improvement: Mercenary Camp. Replaces Fort. Units in Mercenary Camps don't cost Maintenance. Max. number of Merc.Camps = number of cities.
Unique Unit: No idea.
Leader Bonuses:
-- Leader A: Mercenary Camps add gold yields to their tile. Can gift military units to City-States to gain an Envoy.
-- Leader B: No War Weariness. +1 Amenity in all cities for every War declared.
-- Leader C: Military units garrisoned in cities, Encampments and Merc.Camps generate faith. Get faith when defeating military units of other religions. Can attack Religious units with Military units at any time.

TBF, I don't think that would be very fun to play outside of certain maps. For one, constant warfare from the ancient era is exhausting. Also, you can't avoid contact by staying in one place. Other civs will come to you, especially Kupe and the other maritime civs.
