Name: The Phantom of America (Phantom for Short)

Powers: Programmable reality zones: Phantom can "script out" events in specific places, complete with extras to populate them. In these zones reality works to act out the script. This however does not effect the minds of actual people who enter, which can quickly push things off script much to Phantom's intense frustration. When this occurs (often) the zone will attempt to "push" them into the correct action, with the extras acting as if their fellow actor had just forgotten their line or cue and prompting them for the correct action. In truly obstinate situations the script will simply ignore the fact that they aren't playing on cue and act as if they had in fact done the correct action. This persists until either the script finishes or Phantom is able to make a hasty rewrite. Extras are more or less incapable of actual effective combat. If the script calls for it music numbers can occur, both naturally from the extras and from real people who find their words coming out in song instead of speech. Those effected will find that they know the choreography perfectly, but are not compelled to. Phantom is in all other respects a baseline human

Bio: A theatre major who never really got over her Chunni phase Phantom (formerly known as Alice Saildren) was a talented actor and always harbored dreams of directing and playwriting, but was unable to do so effectively due to their need for full control over everything the actors did. She resided in California when the Awakening happened, at college at UCLA, and briefly attempted a career as a playwright using her powers before America fell apart. Frustrated and mentally unstable, they grew increasingly frustrated with the "droll and grey" Nemisis Regime, eventually moving out and joining the IBGHMU, determined to make good use of her acting talent. They had a successful career there, but grew increasingly frustrated with playing a minor supporting role, eventually leaving the organization once she had gained enough exposure and joining Changeling itself, determined to finally make it big and aid the Union that had helped them out long ago

Powers: A Non-Flying Brick with a short range "blink" teleport she can use rapidly over distances of up to 10 metres with little delay. Armed with an Arthurian Sword created by the "Court Blacksmith" - a supertech sword with an enhanced edge and durability, standard issue to knights of the round table.
Bio: Sir Britomart was one of the first supers to flock to King Arthur's banner in England, and certainly one of the first to set aside her previous Super identity and arise as a Knight of the Table. She slew the villain Diana, minion of the witch "The Duchess" - who in turn fell to King Arthur's blade.

From her accent - the defined Cut Glass tones of the old British upper class - she can be assumed to have been descended from someone well off; certain references she makes to her past imply she attended a prestigious public school, and she fit well into Arthur's aesthetic sensibilities, becoming one of his favoured Lieutenants.

Such a posting served her well for many years, until a particularly messy breakup with Nimue, the King's Court Alchemist, led King Arthur to encourage her to go on an errantry in search of the Holy Grail "until such a time as the dishonour has passed" - whatever that means.

Mercenary work in America seems a fine adventure for her Errantry - Captain Power and Red Hammer have both recently perished, there are opportunities aplenty for a Knight to show her honour and her mettle. She will, of course, follow Arthurian Chivalry, but his rules are less suffocating than one might assume! No civilians, no children, and no murder of the unarmed or bested.

Whatever came before Major Snakebite must have been incomprehensible to the man who know bares that moniker. A genuine, honest to god, we're not kidding you, there is no bit, true believer in VENOM as a marginally comprehensible justification for a rotating series of strongmen's personal ambitions of world domination. He has read every handbook, memorandum, and order passed down from the VENOM Commanders as literal, actual gospel, and could probably recall them from memory. No matter how many lockers have been named for Major Snakebite, you can't doubt the man's sheer, uncritical, dedication to VENOM.

Major Snakebite works for VENOM as a commando and, when times call, assassin, using his speed and toxic talons to inflict fast but unsubtle deaths. Major Snakebite was severely wounded at the battle of Austin, but refused to die because, quote "it would be in violation of the VENOM Handbook to die under these conditions". Medivac'd to Florida, Major Snakebite is recovered and unflinchingly excited to continue to serve VENOM commander.

note: no one is sure if he's realized that Venom Commander III isn't Venom Commander I, but they are reasonably sure that he knows that Venom Commander II was a different person.

Powers: SuperInt focused on genetic modification and biological research, adept at modifying people and other mammals in addition to cloning. Has modified herself to increase her strength, senses and toughness to on bar with weaker bricks, in addition to giving herself retractable claws that can rend flesh from bone and fangs that can bite through armor, along with pink hair and a tail.

Bio: Before the Empowerment, Jessica had just started her job as a zookeeper in her hometown zoo, a job she very much liked. Once she realized how much her intelligence had increased, she at first kept it quiet, not wanting the life of a cape of any sort. She focused her efforts on improving the health of the animals she cared for, occasionally entertaining the idea of cloning extinct animals, particularly those of the last ice age like Sabertooth cats and Mammoths and giving them to zoos. But then King Steel, Minuteman and dozens like them ripped the country apart and engulfed her hometown in flames.

For a time she wandered, several times she nearly sold her services to one of the major powers, Nemesis, Captain Cosmo, revolutionaries, even VENOM, but every time a single question stopped her. "Are they strong enough?"

Jessica became convinced Humankind is doomed, it cannot survive the age of capes, nor can the world for that matter, not without some drastic changes. To survive capes, humankind and the world around them had to change, adapt, evolve.

From these thoughts, T.I.G.E.R was born.

Jessica set up a lab in rural Louisiana and went to work, first turning her serums, gene therapies and other equipment on herself. The pain was intense but the results were worth it. She was more than human now, savage but controlled, the strength of nature combined with the intelligence of a genius.Jessica was gone, in her place was Holocene, the harbinger of Earth's new age.

Holocene's goals are twofold. For humanity she wants to transform as many people as she can into beings like her, create a population of animal-human hybrids who will be strong enough to survive the trials ahead, with her as their undisputed leader, maybe even their queen. For earth she seeks nothing less than the restoration of earth as it was during the height of the last ice age, glacials as far south as New York, animals like Mammoths and Saber Tooth cats. This was when earth was at its most fierce, its most savage. The weather part will prove difficult as weather modification is not in her skill set but Holocene is confident she can overcome that challenge.

Holocene kept low for a while, focusing on gathering some of the resources she needed. But with stronger capes like Red Hammer gone, and Captain Cosmo showing himself to be all too mortal, she has begun to be more active, reports of extinct animals wandering around are becoming more and more common in rural Louisiana, much to the bewilderment of the Gulf Naval Junta

Real Name: Alice Nakamura

Powers: Alice is a "superint without portfolio," as she liked to jokingly say when she was younger. In terms of raw intelligence, she is below the likes of the Professor or Venom Commander I, but her ability to take in new information has always been prodigious. In order to make maximum use of her, the Federal Government has given Alice access to a massive amount of supertech and research on powers, leaving her now as perhaps the foremost expert on the subject left alive in the United States.

Faction: Wonderland, a special R&D department under the Federal Government

Bio: Before getting her powers, Alice was working on a postdoc in biochemistry. She enjoyed her research and believed in its importance, but was starting to look for where the next stage of her life would lead. Then, of course, the empowerment happened.

She made no effort to hide her sudden boost in intelligence, and soon received an offer from the US government to work for them researching the origin of powers. The pay of course was a major draw, but Alice was a scientist, and this was the greatest mystery of their age. Of course she jumped at the chance to join.

At first, everything went well. She was working with the brightest minds in the US, super intelligent and otherwise, and the research was all above board. It was in this time that she met her husband, Hiro Nakamura. Hiro was a super working for the government, codenamed Wolfman. He was able to change shape into a powerful, monstrous form, and Alice was part of the division researching how exactly it worked. Soon they fell in love, and after a few years even got married and had a child, Connor Nakamura.

Everything was perfect until the Year of Supervillains. As things began to spiral out of control, Hiro was away from home more and more often, while Alice was increasingly pushed to produce results. Yet, even with all the stress, neither of them would have ever predicted DC. Alice was a non-combat asset, evacuated out of the city despite her protests, but Hiro was expected to fight. And he did.

Hiro Nakamura, Wolfman, died a hero. But he left behind a wife and three year old child.

Things only got worse from there. The Federal Government had no more time for morality or careful science. Alice tried to press back at first, but she could never quite bring herself to say no. After all, while solving the question of powers had once been a matter of solving a mystery, now it was a matter of life or death. A matter of the world she wanted her son to live in.

Alice rose through the ranks with incredible speed, her unique abilities allowing her to compensate for the loss of superints due to betrayal or assassination. By the time she was put in charge of her own department, she had long since given up on any sense of morality.

Alice cares for only one thing: her son. She'll do anything to make sure he doesn't end up dying in the same war as his father.

Powers: [Superint, Rat-Speaker, Possible Batman of rat lore] Living proof that the Empowerment had some form guidance, or at least a sense of humour, in who got what powers, Taraticus is the world's foremost expert on everything and anything relating to rats, with little that he does not know about them. The fact that he is a Supterint and using this to turn people into rats hardly surprising, even if he could cure cancer (And he does! Only for rats though)

Bio: Retreating to the New York Sewers to be with his beloved rats in the wake of the empowerment, Taraticus's former life as... well, a NEET, very much predisposed him to becoming a rat-themed supervillain committing larceny to fuel a pizza habit and supply his efforts to help improve the lives of the rats of new york, essentially being the equivalent of a low-level supervillain prior to the battle of DC.

Afterwards, and with the New York Revolution in full swing, Taraticus's activities tapered off as he retreated back into the sewers, less out of solidarity with the commune and more a potential material dwindled that he could no longer pay for pizza to be shoved down a drain into the sewers (He's pissed about that last one). And with the recent pass of many of NYC's heroes, Taraticus's popping his head above ground once more...

Name: Aztlan (???)

Powers: Aztlan can create directed 'solar flares' of variable power — incredibly hot, incredibly bright, and capable of shorting out electronics for a whole city block. He does not possess any immunity to these effects, but his ability of flight allows him to target locations from the air.
History: Aztlan got his start somewhere along the border. El Paso, maybe, or Brownsville. It was chaos everywhere after the Empowerment, but along the border things grew especially ugly. Many of the Texas border towns quickly became the fiefs of powered gangs who resisted both the cartels and the state government. That's where the first report of someone with Aztlan's power set comes in: a kid blowing up cartel trucks and strafing border patrol convoys from the sky. No record of parents or family — only another human weapon in a country full of thousands.

If that was the same man who's calling himself Aztlan today, then it's likely he learned quickly, and either rose rapidly in the gang hierarchy or asserted himself. By the early 20s, he controlled a couple neighborhoods in both El Paso and Juarez, and his people ignored the international border running between the two cities, winning local loyalty with distributions of food and money. After gangs affiliated with him made an ill advised raid on a cartel safehouse, his territory came under heavy assault from cartel-aligned supers, possibly backed by U.S. federal forces who knew a good opportunity when they saw it. Following a major confrontation with both cartel forces and federal supers, he was presumed dead.

Death wasn't the end, however. A posthumous following cropped up in Juarez and parts of Mexico, and Aztlan murals became a common sight in plenty of border towns. At their height, there were even folk shrines and memorials set up near churches, and his name became a sort of rallying cry for Mexican nationalists, Mexican supers, and gangs who wanted a more popular image.

But now he's back. Or, well, someone calling himself Aztlan is back. He certainly looks the part, and has powers to match. Whoever he is, he's embraced his image as a saint of the barrios, quickly becoming a protector of run down colonias and border towns where the law has been something of an afterthought for the last twenty years. If his justice is criticized by some as overly harsh, well…others would say it's still justice, and that's something which has been badly missing.

He doesn't speak much, the new Aztlan, and records are unclear if he ever did. In a pretty short interview with a local Juarez TV station, however, he made it clear that he fights for all the peoples of Mexico, no matter the border or country. The ethnonationalist following which has built up around him since isn't an army so much as it is a popular movement, and he has so far refused to align himself with any government or junta, even locally elected ones. As war moves across Tejas and millions find themselves in a time of chaos and uncertainty, Aztlan — judge, jury, executioner and saint — has emerged for many as…well, not a hero, but as the one 'on their side'.
