So basically who cares about rioters unless the planet is unlivable and half of the world is Destitute...
Rules patched
Still, despite their relatively comfortable conditions, PBs at Acceptable and Secure will sometimes wind up rioting. Certain factors, such as living on a hostile planet, or getting dragged into a protracted war will reduce Quality of Life. A crummy planet can be resolved with terraforming, and a protracted war can only be dealt with by ending the war. Every 20% increment of a planet's population that is rioting generates 1 point of Quality Mitigation, and these points can stack in a single turn to completely plunge a planet into anarchy. A successful check to disperse rioters blocks a planet from rioting for two turns.

Wow, my alerts for this thread has been pretty hit or miss- sorry for missing out that vote. Anyways, I really need some PUB, and Cybernetics already seems fairly well in hand so I'll be that guy and bandwagon a bit.

Turn 11 results
Action 1: Advance Cybernetics
Resolution Type: Binary (DC 12)
PBs rolled: 23
Successes: 21
+1 PUB
The logical next step after your current cybernetic state-of-the-art is of course the ability to make a Kik-Bzzrt fully mechanical. The most efficacious way to do this that's been discovered so far is to map out how all of a kik's neurons connect and then replicate this with a neural network in one of the new quantum processors. Now, the only workable way to do this involves slicing the brain into very thin slices, leading to significant brain damage in early uploads, data corruption, and questions about whether it's really them in there.

However, a method has recently been developed that alleviates these concerns, primarily by having the patient be conscious throughout the entire process. As layers of brain are stripped away, the computer begins running the new layers of virtual brain simultaneously to the remainder of the organic one, with the immensely complex flat-panel scanner transferring nerve signals between the virtual section of the brain and the organic one.

The end result after this roughly two hour procedure is one fully computerized kik, able to be transferred between computers like most file formats. Even better, the emulator program for the virtual kik automatically simulates the effects of a neurolux regimem, rendering the problems of divergent body types not relevant.

Admittedly, making a virtual Kik-Bzzrt from scratch is stilll beyond you, meaning that Queens and Breeders undergoing the procedure are generally discouraged. Someone's got to make new Kik-Bzzrt after all!
(Cybernetics 4 achieved)
(Pacesetters may now Upload. Uploading adds 3d10 lifespan, and may be done on the same turn as a Pacesetter dies.)
(Warships no longer need to make any concessions to life support)

Action 2: Promote R&D on Spall
Resolution Type: Discrete
PBs rolled: 7
Successes: 2
The general promotion of the sciences on Spall is ongoing, however the methods in use could do with some tweaking. Compared to the amount of promotion that's taken place, the number of new scientists is disappointingly small. Perhaps there are some issues with the execution?
(1 PB raised to R&D 2 from R&D 1, 1 PB raised to R&D 1)

Action 3: Advance Quantum (which is a shorthand for specialized physics knowledge)
Resolution Type: Binary (DC 7)
PBs rolled: 20
Successes: 14
+1 PUB
Despite the great strides that have been made in Kik-Bzzrt technology, your underlying understanding of physics has been rather stagnant for the last half-century. However, several recent discoveries have been made that could wind up upending much of your current understanding of physics, particularly related to how certain types of exotic particle behave in a region of heavily curved spacetime. No-one's quite sure what this all means, but engineers are already gearing up to see if they can put these new physics to work.
(Quantum 2 achieved!)

Action 4: Survey Sector (1, -1)
Resolution Type: Binary (DC 3)
PBs rolled: 7
Successes: 4
Resolution not in range for stat changes
As it turns out, the sector you've surveyed is pretty empty. A bit of a running joke in the astronomy center is that it must have said something mean about the systems in it, because all but three left, and even they seem to have fled to the sector's edges. Even so, one of those systems orbiting a red dwarf named Delphini looks like it could be a very promising target for colonization.
Sector 1, -1

Name: Delphini
Co-ordinates: X: -8 | Y: 10 | Z: -2
Astronomy Report: Red Dwarf, 4 solid planets, 1 terrestrial world (toxic atmosphere), 1 gas planet

Name: Fang Xiu
Co-ordinates: X: 5 | Y: 10 | Z: -9
Astronomy Report: Red Dwarf

Name: Li-Jing
Co-ordinates: X: 7 | Y: -9 | Z: 4
Astronomy Report: Red Dwarf, 1 solid planet, 1 terrestrial world (toxic atmosphere)

Action 5: Refit Ships with New Engines
Resolution Type: Binary (DC 1)
PBs rolled: 7
Successes: 4
Resolution not in range for stat changes.
With the development of Generation 4 Fusion Reactors and Generation 3 Fusion Rockets, a program to upgrade most existing spacecraft to make use of the new and improved power sources was quickly launched. For some reason, Sass-Kai decided to attach themselves to the project, but their presence changed pretty much nothing, as the refit program was going perfectly well even before they showed up.

Action 6: Build Utilities on Melmer
Resolution Type: Discrete
PBs rolled: 5
Successes: 4
+1 PUB
Building up infrastructure on Melmer seems like a never-ending task at times, always racing between various parts of the planet's infrastructure that need shoring up. At present, the part you're fixing has to do with the distribution of vital supplies like food, water, and electrical power. By the end of the period you manage to get things up and running well enough for the next decade or so, but then some contacts in the planet's healthcare network inform you that the number of available doctors and hospitals is again starting to be an issue.
(Melmer Utilities raised to 10)

Action 7: Scout all systems in home sector
Resolution Type: Binary (DC 4)
PBs rolled: 6
Successes: 4
Resolution not in range for stat changes
With the date of the first expedition's return fast approaching, many Kik-Bzzrt have wanted to go on their own interstellar adventures. With the fact that a large number of ships capable of actually getting a Kik-Bzzrt to another system were available for the first time, this became a lot more viable. Thus, missions to Goll, Galli, and Quijy are soon organized, crews are selected, and the missions are launched. They should be getting back sometime around the start of the next {period}.

Event: kaboom

The home system of the Probe-senders has recently been illuminated by what looks to have been a tremendous antimatter explosion, estimated at around 32 teratons. From what you can tell, this was probably their antimatter refinery blowing up. Accounting for light-lag, this means they've been working with antimatter in terrifying quantities for at least 85 years, however they took longer afterwards to develop warp, presumably because they were busy re-terraforming the charred crater they must have made of whichever side of their homeworld was unlucky enough to be facing the refinery.

Event: Expedition returns

The first kikked interstellar mission has returned after roughly decade underway. The crew has suffered severe microgravity acclimatization, and is needing special treatment in a centrifuge to be re-strengthened to the point of being able to survive on Bani Jara's surface. Still, you've got far more detailed logs of Herschelli than you had before.

System Name: Herschelii
X: 9 |Y: -9 |Z: 1
Astronomy report: red dwarf, 7 solid planets
Seed: 1480010097

I know, I know, I promised immortality. Still, I want at least some Pacesetter turnover, even if it'll take a lot longer.
