Ordinarily I'd ask for help, but given how our bridges have been not so much "burned" as "struck by lightning and exploded" I don't think anyone would be willing to help.
I interpreted it as two General Actions since the Scarred Dog was at 4/5 Integrity at the time your vote came up: the "once fully healed" being a General Action / Movement Action to head back to the Healing Circle to heal and the "bork a lightning bolt" being the second. Since people can only have one General Action, Movement Action and/or Talking Action per vote, I had him do the first.
You can have him do so again with your next vote though.
You try to work on the Doggy Day Care, but your attention is elsewhere. You didn't know what would happen if Mother didn't make it, if Black Caretaker and White Caretaker didn't believe that you hadn't meant to hurt Mother, if Black Caretaker and White Caretaker made you leave. Other Dogs had left the compound, but none of them had been made to leave… You shake your head, tell yourself that it isn't helpful to think about stuff like that before it has been decided, and then remind yourself that you are building the Doggy Day Care.
You continue to work on the Doggy Day Care, but despite your best efforts to stop it, the building ends up collapsing, wasting all of the Terrain you had used to build it. You don't have the level in the Terrain Stat needed to salvage Terrain from the Rubble, so you'll have to gather 10 Terrain if you want to start building another Doggy Day Care. Urgh.
You use the Gemology Stat to create a Storm Artifact—a Tiny Blue-Purple Crystal. It can be used to produce storms, but the storms that it produces are only shapeless wisps of clouds: you'll have to upgrade it if you want it to become capable of making actual storms.
You attempt to come up with the idea for a machine that is capable of being upgraded into a vehicle capable of traversing through extradimensional space, but lack the Dimension Stat needed to do so. You manage to come up with the idea for a machine that can be upgraded, but will be unable to determine if it will be possible for it to be upgraded into a vehicle capable of traversing extradimensional space until you gain a level in the Dimension Stat.
You head to the Terrain Stockpile, take 10 Terrain, and then start to build a new Doggy Day Care.

You are the first Ninja in the Village Hidden in the Hexes to be outfitted with proper Ninja Weapons—Kunai and Shuriken. You don't see yourself using them that much, as the Village Hidden in the Hexes doesn't have any present enemies, but it's better to have them than to not have them.
Lord First wants you to teach the Village Hidden in the Hexes' Genin how to use Ninja Weapons once you have familiarized yourself with them, but doing that the old fashioned way will take absolute ages. It'd be better to build some kind of School where you could teach them, but you'd have to convince Lord First of that.
