The fact that the stat literally does not matter just cheapens the feel, in my opinion. As Kensai said, you might as well flip a coin. Most systems either have the stat affect the roll or the target, not both, which is what's going on here, since that's how you get stats to be variable. It's as if your DEX bonus gave you +4, but also added +4 to the DC. It just makes everything the same.
(On a side note, I am nowhere near being a professional or even amateur game designer. Just someone who loves to think about this kind of thing. So feel free to point out flaws and incorrect statements, because I'm sure I've done something wrong.)
