You pause in the rumination of your plans, considering them. You then take another once over look at the Chaplain-Corporal, who stare at you from behind the clockwork mask. On second thought, sending a Priest of the Fourth Apostle to go on his own regarding Francesca might be taken in the wrong way.
Especially if people get the wrong implication that you're sending a Priest of the Fourth. The one Priesthood fully dedicated to the art of death, be it as the preventer... or the enactor.
"My task, Second Lieutenant?"
Not the sort of person you'd send for a information gathering mission, save for during the open battlefield itself, perhaps. "I need your assistance in finding out the army's supply lines as well as the general status of the frontline itself. You can do those work?"
"I assume that the files have been marked?"
"In the office, yes. I understood that you are capable enough in office work, Corporal?"
Ilham nodded. "My capabilities in that front is merely adequate, I hope that you will forgive any tardiness or errors in my work." With those words, you nodded and led him to the office.
Winslett Hertz diverts Subordinate Action from "The Rose of Leyton-Feult - Preliminary Action" to "The Chains of Supply".
Welcome to the first mine that got stepped on. This didn't take long, which is good, because we get to have this talk.
As has been mentioned earlier in the thread, the QM will put out fastballs or surprises along the way. I expect that the players are capable enough to recognize that certain actions (or in this case, a combo of action made by Subordinates) may have adverse effects to the Quest. Unmentioned, I also expect that there will be times where the players didn't manage to find out the dangers until the vote is closed.
Also unmentioned, the characters can spot what you miss. As the case of what happens here.
Had this not been in effect, you would have dealt with Ilham being picked up by the Military Police, furthering conflict and most certainly tipping Francesca that you have, inadvertently, sent basically an assassin to 'scope her out'.
Behold the power of Managerial Acumen. The capacity of parsing whether an action taken might have negative repercussions, whether on their lonesome, or whether in combo of whatever circumstances or factors surrouding. This is what Hertz will use should something dangerous passes through the judgement of you, the players.
Now, this isn't exactly a "Free From Repercussions" Dice Pool. For one, this means that you will rely on Hertz's good judgement to shift the action to something she considers 'the best' choice. For two, Hertz is not omnipotent nor gifted with the benefit of hindsight. There will be times where Hertz might be blindsided but the players not due to certain actions taken. There will also be times where the situation is vague or time-pressing enough that the outcome or the effect of taken (or untaken) actions cause 'interesting' effects that can't be predicted.
Or, you know, the roll is a failure. Unlikely with Hertz's Dice Pool, but possible still. (For those curious, the DC for this is 30.)
In summary, 'There are landmines in the field, but there's at least one minesweeper at the ready.'
The first two days of the five day week were simple enough, as you start to check files after files of work, shuffling a hefty chunk of the workload to the Chaplain-Corporal. He takes to the job with a mixture of resigned competence and aplomb. Despite his remarks of being 'merely adequate' however, he clearly knows what he's doing. He makes mistakes here and there. An error in the documents needing to be sent on one instance. The incorrect usage of the stamps on another. But nothing that can't be considered or chalked up to 'merely adequate'. Nothing remotely devastating. Either your standards are astonishingly low or the workload of a follower of the Fourth is akin to bureaucratic workload.
Charming Persuasion

Regardless though, making talks with Ilham proves to be a most arduous obstacle. He rarely, if ever, speaks unless needed, the asceticism of the Fourth shining through. His clockwork mask itself proves to be something akin to an impenetrable wall against your hail of small talks and banter. Not something that you can blame to him though, as more than once, he is overtaken by furious spells of wracking coughs and wheezes. The war, it seems, has not been kind to his body. When you offered to heal him, after a particularly violent bout that left him nearly toppling to the ground...
"I appreciate your -ghk- concern, Second Lieutenant. But consider this my -hack- penance of sorts." He then removed the lower part of his mask, revealing a lipless mouth that fully bared his teeth with scarred and burnt flesh marking his lower face. "If you wouldn't mind," A much more tenor voice rang, unimpeded by the mask. "Healing might not be on the table, but the glass of water next to you is. Would you mind?"
And that was the end of it. Despite the mutual difficulties, he is not exactly against attempts to small talks or 'non-professional' working relationship. So you got that going, at least.
On the evening of the third day, however...

"I dislike him." Said the First Lieutenant simply, in between munching the strips of lamb.
"Is it because he's a One Named?" You narrowed your eyes at him. A hard feat to do, especially with delectable chicken omelette on your plate. He had relented to your (and all the other officer's) request to cook something other than lamb or mutton.
"No. I don't care if he's One, Two, or Three Named." He shook his head. "What I dislike, is that he's a follower of the Fourth, the bunch of death cultists that they are."
"I didn't consider you to be the most....religiously inclined or sympathetic." You said, pausing to drink a glass of cold water, paring down the heat of the pepper mix present in the dish.
"Well, true." He shrugged. "Most of the time anyway. I simply did not make it a habit of outing myself as an adherent to the First."
"The Wardens of Life, huh?" You murmured. This is quite the theological divide. The First Apostle and the Fourth were never the closest of the Companions of Qurn. The First was a 'simple' Ancient, despite having power beyond Mages of today or even of his time, he had chosen to led his flock to graze. The Fourth, on the other, had been a killer. The blades he carried cutting through the battlefield before Qurn made him a companion. Even then, Qurn merely turned him from a 'simple' murderer to a doctor, two sides of the same coin.
The difference between a shepherd and a wolf, you muse. Doubly apt considering what sort of family the man in front you is."
That poses questions. "Then why did you go to the army?"
"Did I not told you already? It's simply because-"
"'Being a shepherd is a family tradition'? That, isn't a sufficient answer, I feel."
"A-Are," He pointed his fork at you. "Are you siding with him, Mistress?"
"Not exactly, no. But I am wondering if your hidden faith might obstruct with the platoon's duty. Will it?"
"Hum," He paused, looking at you to retort. "Have you figured out what duty the platoon will do?"

"In another month, at the fifth Week, we march to the Hell-Grinder. As of now, we are a rotational platoon in a rotational battalion. The men are being ordered to hold fort, cycling the smaller platoons of the three companies in the battalion in order to fully replenish the front." You recite from rote memory.
"Heh, you finally did the work."
"You did bribe me to. You still haven't answered my question."
"Why don't you answer it? What do you think?" He smirked at you. "Come now, Mistress. Consider this a small challenge."

Soo...By the sounds of it, assuming the faith thing is accurate, I'm guessing our boss thinks the placement would be more for vigilance purposes rather then active combat, especially given how it sounds like from our orders we're basically here to free up other armies to go fight.
In turn, it's fitting for a Warden of Life/Shepherd to be into Defensive action as a general rule- it's not his job to pick fights, it's to make sure stuff doesn't break, and he seems like he'd be highly trained for thinking like that given his background and possibly even his choice of weapon.
EDIT: I'd laugh at our incompetence for nearly throwing an assassin at our husband's fiancee but really that's what I get for bandwagoning in place of actually figuring out a vote-plan of my own.

-[X] Before anything else, you are a reliable sort, however unorthodox your methods may end up being. Everything I've heard about you speaks to your competence and drive to succeed, and personally I judge you to be a stand up fellow. The bribes are only a small influence on that judgement, though they do speak to developing connections with other officers and making sure that your subordinates gain access to information that is relevant to their jobs, but that could just be excessive extrapolation.
-[X] Based on those factors, if our assignment was to go right into the thick of the fighting then you would do what I currently expect you to do: Aim to complete your mission objectives with the highest degree of competence while aiming for minimal casualties.

Instead of a distraction from your role here, it seems to be more a description of who you are or who you aim to be: A shepard who will see his flock through these violent times. Someone who seeks to protect the lambs from the wolves.

I'm not entirely sure on my read on Wardens of Life, and the extrapolation is a bit of a longer shot as I'm not really aware of the command structure in place here and I don't quite know if we have "peers" under the First Lieutenant. Also the statement that it could just be excessive extrapolation is more meant to be a bit teasing, because he's obviously gone through at least some of the paperwork himself, as otherwise he wouldn't have pulled that as a potential counter point in the discussion.
Also, holy shit, personal healing powers. That's some grade A asset right there, no wonder we're being courted left and right with food and subordinates.
Can we get an informational post on what we know IC about the faith? It makes no sense for us to make this choice blind when our character obviously knows more than us about the faith.

I will parse the votes (whichever won) through Hertz's own judgement so there isn't an issue per se. However, I can tell you that:
1. The read on the Wardens of Life is a bit inaccurate. Hertz can parse what you intend though.
2. Karamovich has not actually done any paperwork of his own. The work that he pushed to you? That's all his workload. Winslett has not completed it yet.

Every Mage is at least capable of healing. Ides Manipulation, after all, is sort of like rewriting the 'codes' that exist in the world. Injuries take shorter to recover from, which is why it only took two weeks to recover from a case of 'blade to gut' and being shot three times at the exact same spot.

Quick post in relation to the Companions of Qurn, the First, and the Fourth will be up shortly, that will take some effort at finagling of course. But I can say that religion might not matter as much in this vote-off. Everything I've written up about Hor-Herren will prove his stance on the matter.
The question "Will this faith interfere with a First Liutenant's duty?" is impossible for us to answer, since we know ~0% about said faith (and not a lot about the exact duty either, even if 0*X wasn't always 0). However, the QM has basically said that we don't need religion-related knowledge here. That means that this question is the wrong one. Any line of thinking along these lines should be scrapped.
"Is Karamovich the sort of a person that will accept an important military job even if he knows he cannot perform it properly?" is a much better way to look at this. The QM tells us that all the necessary information to answer correctly has been already revealed, and I believe that means information about this aspect of Karamovichs's character.
Considering Karamovich's character, I believe we can whip up a reasonable profile, considering the QM's promise that everything relevant is available.
I'd like to start with:
1. Honesty. Emil vouches for Karamovich's honesty in his letter, and we have no reason to doubt that. I would argue that an honest character would not voluntarily take up an important military position, if his faith would obstruct his performance.
I'd like for other voters to add on to this list, so that we can in the end make an accurate assessment . Or just use this one finding in your approaches, that's okay too.
There is nothing wrong with a Shepard protecting his flock, so long as he's aware of the wolves that hunt them. And so long as he knows the day may come he will have to slay the wolves, or worse, leave some of the flock at the wolves' mercy to protect the rest of the flock.
That said, I do feel that many would see a follower of the first being in the army a hypocrisy...but I would draw attention to real life pacifist soldiers, how many of them served with distinction and honor. Furthermore as an officer the likelyhood of actively engaging enemy soldiers may be quite low.
In the end however...I find it very likely that Hor-Herren will find himself disgusted with the war, and perhaps himself should he be forced to do something truly heinous to protect himself or others,...or under orders. We might be able to head something like that off with the right words, and keep him around, or set him up to be promoted to a position better leaning towards a pacifists' morals.
The QM is exceedingly too sleepy and is unable to coherently post a Codex on the religious matters. As a reminder, the write-in is optional. One could convince/justify to the other votes why Karamovich Hor-Herren would be one or the other option without making a write-in.
Also in lieu of said 'exceedingly too sleepy' circumstances of the QM, the vote will be extended to 18 hours from the original deadline, extending it to about 14 hours from now and means there are more consideration time as the QM resets his sleep schedules.
So here's what I've seen of him:
1. He's one for taking risks if it means a chance at victory. This can, and has bit him in the butt but he's willing to gamble.
2. He, like many Three Named, did not care for us, until we nearly handed him his sixth loss, however, his family HAD kept an eye on us to see if they could use us. Hrrrm.
3. He hails from a family of shepherds and has utilized this to secure command of the officer's kitchen with currently unmatched lamb&mutton dishes.
4. He has begun to meet with us in... relative secrecy in a manner stirring up a new set of rumors, but has used his prestige to counteract that, so I don't think he much cares for the rules...
5. Emil sees him as a carousing lout, but an honest one, and a good ally.
My personal guess? He's the reckless kind of person. Kind of a 'bad-boy' who doesn't play by the rules. But nothing I've seen of him says he has a problem with his orders, either, and there IS a degree of nobility to how he operates, he's just not a fan of following tradition for the sake of tradition.

We only have a couple of sentences about a religion likely to have as much context and history and richness as Christianity or Hinduism. I can't believe people are trying to use these strips of context-void teasebits to actually portray that they have some kind of a clue what the theology is like. So many people are making all kinds of inference based on absolutely nothing.
