In particular though, it doesn't feel like Jorgen is lying or researched Hertz at all or more pertinently, picked her specifically. The topic came up and he offered a hand. It does not have anything to do with petty politics and what not though, so there's that.In Hertz's opinion, what does the Liutenant Commander want from her? It apparently can't be handled with him just giving her an order, and it requires Hertz in particular instead of the other mages on the front. It also warrants both researching Hertz and offering a favour in exchange. All this and knowledge of her own abilities and war maybe gives her some kind of a clue as to what's going on here?

I'd also like to add to "Why Hertz specifically?" Well, it could also that he's looking for a decent mage that just newly arrived and hasn't dealt with any of the local politics yet. There is also, however, a sort of unspoken rule that when trying to court a Mage, one needs a sufficient bribe/offerings/sacrifice. It's basically what happened on the start of the week, with Karamovich bribing you with the mutton and quail sandwich plus gourmet dinner arrangement for the past five days. The same thing, in effect, is happening with Jorgen. He's clearly willing to, in two days time, find (from the way the vote is going) an Enlisted personnel for Hertz. What remains to be seen, is what sort of services that the Lieutenant Colonel is willing to extract.
Also Hertz is a generalist when it comes to Ides Manipulation. She has high potential in Ides usage, but she's very much a jack-of-all-trades. A well-equipped toolbox, to extend the analogy.
